National security as the socio-political phenomenon comprises a set of the shades fixed by the right, accumulating an infinite set of types of damage, and also possible ideas of threats and their consequences.Ensuring national security was at all times very actual and important problem, but especially its sharpness amplified in the conditions of a transition period, in connection with reforming of all system of the public relations in Russia in recent years, the tightened system crisis which has captured all parties of public life, social differentiation of society, a negative demographic situation.The specifics of the modern political process caused by withdrawal pains of all system of developed communications and the relations, dynamism and unstable character of the political phenomena, the political modernization getting into all spheres of life of the Russian society, its tranzitornost and unpredictable consequences of the developed globalization, in many respects defines character and ways of ensuring national security. Ensuring national security of the Russian Federation includes a package of measures of the social and economic, political, diplomatic, legal character, the national interests directed on protection, the relevant activities undertaken by the state, its bodies and officials, and also the actions which are carried out by citizens and public associations on protection of the vital interests, as component of national interests. These measures, actions and actions have to carry, both preventive, and creative character. However, ensuring national security isn't limited to function of protection and not reduced to it, and is closely connected, combined with idea of progressive development. In turn, progressive development is development democratic, on the one hand, and steady – with another therefore the policy of national security is closely connected with strategy of sustainable democratic development, is its integral part and at the same time a condition of its realization.The problem of reliability of ensuring national security of the state can be reached in the presence of effective coordination of actions of the state and public structures directed on identification, the prevention and suppression of the factors posing internal and external threats, calls of safety of the personality, to society and the state. ; Национальная безопасность, как социально-политическое явление содержит в себе множество оттенков, закрепленных правом, аккумулирующих бесконечное множество видов ущерба, а также возможных представлений об угрозах и их последствия. Проблема надежности обеспечения национальной безопасности государства может быть достигнута при наличии эффективной координации действий государственных и общественных структур. ; Національна безпека як соціально-політичне явище містить в собі безліч відтінків, закріплених правом, акумулюючих нескінченну безліч видів збитку, а також можливих уявлень про загрози та їх наслідки.Проблема надійності забезпечення національної безпеки держави може бути досягнута за наявності ефективної координації дій державних і громадських структур.
Образовательная политика – один из важнейших факторов обеспечения национальной безопасности любой страны, и тем более важный, чем более высоким является уровень ее развития, поэтому проблема безопасности рассмотрена с позиций выделения тех угроз и вызовов, которые влияют на развитие сферы образования и должны найти свое отражение при определении стратегических приоритетов и задач развития образовательной системы. ; Educational policy – one of the most important factors inensuring the national security of any country, and even moreimportant than the higher is the level of development, so thesecurity issue is considered from the point of separation of thethreats and challenges that affect the development of educationand should be reflected in the identifying strategic priorities andobjectives of the educational system.Given that the educational system – a living organism andits lower limit of stability – it is an opportunity to pursue theirnarrowed reproduction without losing their capacity to provideservices to the individual, society and state level that provide themwith enhanced reproduction of a self-sufficient, the main problemsof the current system are:- The quality of education (mismatch-date);- Pragmatic orientation (education to the detriment of theperson);- Lack of access to quality education for the general public.There are four types of threats to large social systems, which weanalyzed in relation to education:- Threats of errors in goal-setting;- Threats from other social systems (external social threat);- Threats from internal social systems (internal social threats);- Threats of «natural» character.Due to the necessity of formation in Russia of a new systemof education seem appropriate challenges such as technological,demographic, dynamic, ideological, moral, and others.In conclusion, we note that the classification of threatsand challenges in the field of educational policy, no claim tocompleteness, showing their character: the socio-cultural, political,economic, etc.The Russian education system is able to compete with theeducational systems of the advanced countries. However, itsadvantages can be quickly lost if not formulated, which enjoysbroad public support for a national education policy, if the statedoes not restore its responsibility and active role in this area, donot hold a deep and comprehensive modernization of educationwith the release of the necessary resources and the creation ofmechanisms their effective use. ; Освітня політика – один із найважливіших чинниківзабезпечення національної безпеки будь-якої країни, і тимбільш важливий, чим більш високим є рівень її розвитку,тому проблему безпеки розглянуто з позицій виділеннятих загроз і викликів, які впливають на розвиток сфериосвіти і повинні знайти своє відображення при визначенністратегічних пріоритетів та завдань розвитку освітньоїсистеми.
Образовательная политика в современных условиях – это не просто регуляция образования, с целью подготовки образованного специалиста, а создание условий для формирования человека духовного и нравственного. The educational policy isn't initially set and invariable phenomenon, and is capable to change according to practice of social development.Russia is in a transitive condition when there are transformations in the sphere of economy, politicians, the state and social system – the ideology, system valuable orientations changes, and education here plays a special role, acting as integrative model of culture – all this causes of reconsideration of a role of educational policy, elaboration of new approaches and further improvement of educational policy to make an education system highly effective and capable to be one of major factors of steady growth of national economy. The purpose of educational policy – successful implementation of democratic transformations in Russia – more and more connect with state policy in education.Sociocultural conditionality of tendencies of development of modern educational policy in Russia assumes clear and adequate idea of those processes which happen in society, i. e. interdependence of transformation of society and education. We are deeply sure that the instability peculiar to domestic education, is part of instability and instability of the society. The condition of education and tendency of development of the Russian educational policy define a number of conditions, internal for Russia, but external for an education system is a character and the content of socio-political, social and economic processes, a democracy level of development, etc. Here all is important – the general direction of a course of educational policy, its ideology, a financial condition of an education system, change in material support and personnel potential, degree and channels of influence of public opinion on educational policy.Thus, the educational policy as the sociocultural phenomenon, not only keeps and will mobilize educational and political and cultural property of society, but also provides accumulation of intellectual and cultural potential of the nation, promotes formation new and to preservation of traditional system of values, influences mentality of the personality and society, adapts them for new conditions of life and political realities ; Освітня політика в сучасних умовах - це не просто регуляція освіти, з метою підготовки освіченого фахівця, а створення умов для формування людини духовного і морального.Перехідний стан суспільства до нової фази свого розвитку призводить до того, що соціокультурні смисли піддаються переосмисленню в змінених соціально-економічних і суспільно-політичних умовах.
Государство, как политический институт занимает важное место в системе факторов, детерминирующих образовательный процесс.
