Este artículo pretende situar, a partir de un diálogo teórico con Carl Schmitt, las implicaciones de una comprensión «existencial» del conflicto político a la hora de pensar la democracia. El diálogo hace igualmente uso de lecturas contemporáneas de algunos autores (Mouffe, Zizek) a propósito de las menciones del jurista alemán en relación con la cuestión de la democracia. Se argumenta que la dimensión existencial del conflicto político le plantea fuertes retos al formalismo liberal convencional, pero no por ello deja de inquietar la cuestión de la pluralidad y la pregunta por la diferencia en la democracia.|

During my presentation, my main aim will be to spotlight the viewpoint of a young European concerning the challenges that arise from the globalization both for the European Union and for Turkey. l will also focus on the situation of his accession process from the European point of view by giving my humble opinion, which l think could be interesting for the audience. The EU and Turkey started a negotiating process in a formal way when Turkey emitted its membership request in 1987. After this application. Turkey was declared an applicant country in 1999, even though negotiations did not start until 2005 and have been in deadlock due to the reluctance of France and the dispute with Cyprus among other things. Turkey and the EU seem condemned to provide solutions to problems that involve both sides such as the refugee crisis, which devastates more countries than the ones mentioned. ln addition, l will try to give an overview about the Economic and Monetary Union (UEM) and the benefits and harms that would pose for each part. From a more global perspective, l will address the common response that should be given by both parts to an increasingly globalized terrorism that blights all countries. The EU considers of vital importance the border control on the part of Turkey. Finally, l would like to deal with the agreements both institutions are currently negotiating, like opening up European borders for Turkish people, which will allow them to cross the border and circulate in the UE work without the need of a visa. ln conclusion, l will tackle these subjects from a point the point of view of globalization and financial matters while trying to provide my knowledge in the economic field. ; Sunumum boyunca Avrupalı bir gencin gözünden Türkiye ve Avrupa 8irliği adına. küreselleşmeden doğan zorlukları aktarmaya çalışacağım. La representación del paisaje urbano ha estado vinculada al momento histórico en que se vive, a los valores del espacio que se representan y a los avances tecnológicos disponibles. En la actualidad, el uso de herramientas digitales ha supuesto una democratización en su utilización por una sociedad cada día más nómada, lo que ha incrementado su alcance y penetra-ción en la cultura. Ante este panorama, y la alta capacidad de manipulación y actualización de estas herramientas, se re-flexiona en su acción en el proceso de percepción, representa-ción y transformación del paisaje urbano. Se identifican coincidencias con los preceptos del urbanismo unitario, asignado por Constant y los situacionistas, donde a través de la experiencia de lo lúdico y el uso de la tecnología, se pretendía la transformación del espacio por parte de los ciudadanos. Para ello, se contrasta con experiencias artísticas de comienzo del siglo XXI, en España, en el espacio urbano que buscan la acción de ciudadanos utilizando herramientas digitales para percibir y transformar el paisaje. Poner al alcance de otros pensamientos y reacciones que suscitan la experiencia perceptiva del espacio es clave en el uso de las herramientas digitales, pues más allá de ser lector, se es escritor de experiencias perceptivas que dotan de significa-do, presencia y memoria el espacio urbano. La percepción del espacio y su registro puede ir más allá de lo visual y el uso de estas herramientas se presenta como una oportunidad para el conocimiento y la transformación del espacio, que permiten indagar en nuevos valores en la arquitectura, en la búsqueda por reconocer elementos que rescaten el espacio, que redescu-bran la ciudad, utilizando nuevas maneras de percibir y repre-sentar el espacio, creando estructuras que juegan con la memo-ria y el arraigo, y así dotar de significado el paisaje urbano. ; The representation of the urban landscape has been linked to the historical moment in which we live, the values of the space that already represent and the technological advances availa-ble. At present, the use of digital tools has supposed democrati-zation in its use by a society increasingly nomadic, which has increased its scope and insight into the culture. Against this background, and high workability and update of these tools, it reflected in their action in the process of perception, represen-tation and transformation of the urban landscape. It is possible to identify some similarity with the precepts of unitary urbanism, given by Constant and the Situationists, where through the experience of playfulness and use of tech-nology, they intended the transformation of space by citizens. This is contrasted with artistic experiences of early twenty-first century, in Spain, in urban space action seeking citizens using digital tools to collect and transform the landscape. Make available to others thoughts and reactions that provoke perceptual experience of space is a key to the use of digital tools, because beyond being reader, it becomes a writer of perceptual experiences that gives meaning, memory and pres-ence to the urban space. The perception of space and its regis-tration may go beyond the visual and the use of these tools is presented as an opportunity for knowledge and the transfor-mation of space, which allows investigate new values in archi-tecture, and to recognize items that rescue space, to rediscover the city, using new ways of perceiving and representing space, creating structures that can play with memory and rooting, and give meaning to the urban landscape.

La representación del paisaje urbano ha estado vinculada al momento histórico en que se vive, a los valores del espacio que se representan y a los avances tecnológicos disponibles. En la actualidad las herramientas digitales, han supuesto su uso democratizado, por una sociedad cada día más nómada, apoyado en su poder de alcance y penetración en la cultura. Ante el panorama globalizado, la alta capacidad en la manipulación y actualización de estas herramientas, se indaga en su poder en la percepción y transformación del espacio urbano, a través de la actualización de las ideas de Constant, en diferentes manifestaciones artísticas en el espacio urbano. Se reflexiona en la capacidad como instrumento para expresar los estímulos que se perciben en el espacio urbano, y así vislumbrar su acción en la arquitectura, y la transformación del paisaje. ; The representation of the urban landscape has been linked to the historical moment in which we live, the values of space that represent and the technological advances available. In front of this global panorama, high capacity in handling and updating of these tools is investigated the perception and transformation of urban space through updating Constant ideas in different art forms in the urban space. It is reflected about the capacity as an instrument to express the stimuli that are perceived in the urban space, and thus envision their action in architecture and landscape transformation.

The electrical system in the European Union as a whole, has suffered during the last years from several threats, both from international causes as the recent crisis in Ukraine, but also from the lack of natural resources in the continent. A common energy policy in the Union is necessary to counteract these threats and to guarantee the continental energy security. This paper has the aim of offering a perspective of how three particular countries could act in the upcoming years in order to assure access to electricity in Europe, taking into account their current electric power situation and their actual policies in a frame towards year 2030.

Within the standard propagation scenario, the flavor ratios of high-energy cosmic neutrinos at neutrino telescopes are expected to be around the democratic benchmark resulting from hadronic sources, (1/3:1/3:1/3)?. We show how the coupling of neutrinos to an ultralight dark matter complex scalar field would induce an effective neutrino mass that could lead to adiabatic neutrino propagation. This would result in the preservation at the detector of the production flavor composition of neutrinos at sources. This effect could lead to flavor ratios at detectors well outside the range predicted by the standard scenario of averaged oscillations. We also present an electroweak-invariant model that would lead to the required effective interaction between neutrinos and dark matter. ; Peer Reviewed

The research was carried out in the context in which the municipality's socioeconomic processes are developed. The techniques that were used: the in-depth interview, focus groups and documentary review. The subjects that got involved: municipal authorities, officials of institutions, representatives of base organizations, community leaders and politicians. The processing of qualitative data was through the coding of categories, comparisons between groups based on the use of matrices and the triangulation of information. The subjects express the impertinence and the impact assessment that the Siuna Municipal Investment Plan has. In its references elements that are not coherent with the obligations of law, the development plan and the municipal investment plan are evidenced. ; La investigación se efectuó en el contexto en que se desarrollan los procesos socioeconómicos del municipio. Las técnicas que se utilizaron: la entrevista en profundidad, grupos focales y revisión documental. Los sujetos que se involucraron: autoridades municipales, funcionarios de instituciones, representantes de organizaciones de base, líderes comunitarios y políticos.
