Wage inequality in Chile has remained high for decades and it is currently at the center of the political agenda. Increasing education of workers is expected to contribute to reduce wage inequality. Based on historical trends of age, education, and returns to education, this paper attempts to forecast wage inequality. Despite an increase in average earnings due to higher levels of education of workers, high levels of wage inequality within age groups and within education groups produce that forecasted wage inequality remains high for the next 10- year period. The structure of the Chilean labor market appears to imply that there is a high level of underlying wage inequality. Nevertheless, the good news are that the labor market structure seems to prevent further deteriorations of wage inequality. ; La desigualdad de salarios en Chile ha permanecido alta por décadas y está actualmente en el centro de la agenda política. Aumentar la educación de los trabajadores se espera que contribuya a la disminución de la desigualdad. Basados en tendencias históricas de edad, educación y retornos a la educación, este trabajo intenta predecir la desigualdad de ingresos. A pesar del aumento en ingresos promedios, debido a mayores niveles de educación de los trabajadores, altos niveles de desigualdad salarial en los grupos etarios y los grupos educacionales producen que la desigualdad de salarios predicha permanezca alta por los próximos 10 años. La estructura del mercado laboral chileno pareciera implicar que existe subyacentemente una alta desigualdad en los salarios. Sin embargo, las buenas noticias son que la estructura del mercado laboral parece impedir futuros deterioros en la desigualdad de salarios.

ResumenLos gobiernos chilenos desde 1990 han confado en el crecimiento económico para generar empleo, salarios más altos y mejores condiciones de trabajo, obteniendo resultados cuantitativos, pero no de la calidad del empleo. Revelando el contraste entre una legislación aparentemente rígida y la flexibilidad real del mercado laboral, los autores resaltan la importancia de las condiciones de trabajo para evaluar el comportamiento del mercado. Exploran empíricamente los efectos de las características individuales y laborales en la capacidad para encontrar empleo y generar ingresos, cuyo determinante más importante, según sus resultados, es el contrato indefinido. Concluyen con sugerencias para la elaboración de políticas.

RésuméDepuis 1990, les autorités chiliennes s'en remettent à la croissance économique pour créer des emplois, élever les salaires et améliorer les conditions de travail. Les résultats sont contrastés: la qualité de l'emploi n'a pas suivi les progrès quantitatifs en nombre d'emplois et en niveau de salaires. Opposant un cadre réglementaire formellement rigide à la réalité d'un marché du travail flexible, les auteurs soulignent l'importance des conditions d'emploi dans l'évaluation du marché du travail. L'examen des effets des caractéristiques des emplois et des travailleurs sur l'emploi et les revenus montre que leur premier déterminant est la détention d'un contrat de durée indéterminée.

AbstractChilean governments since 1990 have relied on economic growth to generate employment, higher wages and better conditions of employment. But the results of this policy have been mixed: quantitative improvements in employment and wages have not been matched by improvements in job quality. Contrasting Chile's seemingly rigid regulatory framework with its actual labour market flexibility, the authors stress the importance of employment conditions in assessing labour market performance. They empirically explore the effects of individual and job characteristics on employment and income‐generating capabilities, whose most powerful determinant, they find, is employment under an open‐ended contract. They conclude with a discussion of policy implications.

AbstractThis article evaluates the impact of the Chile Solidario anti-poverty programme. The evaluation is based on propensity score matching and a difference-in-difference estimator along with databases of Social Assistance Committee forms. The results show a positive but small impact on employment and housing along with a slightly negative impact on self-generated income. They also suggest that gains tend to be concentrated in the first phase, during which beneficiaries work with a family support professional, and that these benefits may not be sustainable. Participant families show absolute gains in income and employment, but these may be attributed to environmental conditions rather than the programme; this raises doubts about the premise that these families were initially marginalised from the economy and social networks.
