Der Autor fällt ein vernichtendes Urteil über die bisherige Wirtschaftspolitik der Regierung Gorbacev. Seiner Ansicht nach ließen sich die verantwortlichen in der UdSSR seit 1985 von utopischen Vorstellungen über Zusammenhänge und Entwicklungsmöglichkeiten der Wirtschaft der UdSSR leiten. Deutlich sichtbar wird dies in der Investitionspolitik. Mit einem gewaltigen Investitionsschub sollten zuerst die Maschinenindustrie, dann der Konsumgüter- und Sozialbereich angekurbelt werden. Tatächlich sind die Investitutionen in der UdSSR stark gestiegen. Sie bleiben jedoch ohne positive Wirkung für die Volkswirtschaft, da ihnen eine gemeinsame Zielrichtung und wirtschaftpolitische Koordination fehlen. Unzählige Projekte wurden begonnen und nicht zu Ende geführt. Gewaltige Defizite im Haushalt und Inflationsschübe sind die Folge. Die Chance, daß ausländisches Kapital für eine Stabilisierung der ökonomischen Situation sorgen könnte, setzt der Autor angesichts der insuffizienten Wirtschaftspolitik der sowjetischen Führung als äußerst gering an.
