En Roumanie, la situation des personnes âgées est confuse et les offres éducatives quasi-inexistantes. Nous avons identifié une liste non-exhaustive d'obstacles à l'apprentissage pour les personnes âgées : 1) pauvreté; 2) manque de personnel et 3) législation inadéquate. Pourtant, une culture enracinée exige que la personne âgée demeure à la maison, élément fort pour l' "apprendre ensemble intergénérationnel". Pour faire face aux défis évoqués, nous proposons : 1) un niveau de vie décent; 2) repenser la vieillesse; 3) renforcer le "pôle associatif"; 4) des équipes interdisciplinaires et 5) stimuler la solidarité intergénérationnelle. I identified a non-exhaustive list of learning barriers for older adults: 1) poverty; 2) lack of staff and 3) inadequate legislation. Yet, there is an entrenched culture that requires that older people stay at home, which could be a strong element for " intergenerational learning together". To face the challenges mentioned, I propose to: 1) guarantee a decent standard of living; 2) rethink old age in order to promote a positive image; 3) strengthen the "associative pole"; 4) build interdisciplinary teams and 5) stimulate intergenerational solidarity. Au niveau de l'Union européenne, une liste de huit compétences clés, incluant le savoir scientifique, a été établie. La finalité éducative de cette compétence réside dans la transmission d'une culture scientifique. Afin d'atteindre ce but, la transposition pédagogique dépasse le stade de préparation pour glisser vers la communication et la diffusion du contenu scolaire. Notre article se propose d'expliquer les fondements de l'ingénierie pédagogique mise en œuvre dans la préparation et la transposition de la culture scientifique en France, mettant en parallèle le cadre européen et le socle commun français. --- In the context of lifelong learning, the preoccupation for scientific knowledge is increasing. In this regard, at the European Union¿s level, a list of eight core competencies for lifelong learning, including the scientific knowledge was established. Under this European influence, member states endeavour to put into practice the key competencies for the national system of education. France defined a common base on competencies in which scientific knowledge play a relevant role. The new common base ¿ socle commun ¿ came into force in September 2016 and presented some specificity in comparison with the previous one. The educational purpose of the competency in scientific knowledge is the transmission of a ¿scientific culture¿. In order to reach this goal, the pedagogical transposition slipped from the preparation towards the communication and the diffusion of the scholar content. Thus, this article aims to explain the fundaments of the engineering process involved in the preparation and the transmission of scientific culture in France, under the influence of the European Union. ; Artículo revisado por pares

Legally, in the Member States of the European Union, education remains a national competence. But in reality, certain changes in public policies are emerging, particularly in higher education. We notice that both European strategies - Lisbon 2010 and Europe 2020 - refer to common criteria concerning the higher education. In this article, we formulated the hypothesis that higher education is a "vanguard" of the harmonisation of educational policies through the European integration process. In order to test our research hypothesis, we conducted semi-structured interviews with officials of international organisations (UNESCO, OECD, ILO, CoE), the European institutions (European Commission, European Parliament and European Council) but also with educational professionals and political leaders from Romania. Founded on gray literature and field research, qualitative analysis of 63 interviews confirms that with the introduction of the open method of coordination, higher education has paved the first way towards a common educational policy, becoming thus a European "model" of the educational harmonisation. --- Negli Stati membri dell'Unione Europea, a livello teorico, l¿educazione rimane una competenza nazionale. Ma, in realità, alcuni cambiamenti nelle politiche pubbliche stanno avvenendo, particolarmente nell¿insegnamento superiore. Si osserva che le due strategie europee - Lisbona 2010 e Europa 2020 - fanno riferimento a un benchmark comune, riguardo all¿insegnamento superiore. Nel presente articolo, si ipotizza che l¿insegnamento superiore constituisca un'« avanguardia » per l¿armonizzazione delle politiche sull'educazione attraverso il processo di integrazione europea. À l'aube du nouveau millénaire, l'humanité se confronte à une diversité de défis sociétaux : taux élevé du chômage ou le vieillissement de la population. L'éducation est appelée à y faire face. Étant donné que la globalisation s'associe à la disparition des frontières nationales, les politiques éducatives concernent dorénavant non seulement les décideurs politiques nationaux, mais aussi supranationaux. Notre recherche doctorale vise à comprendre les politiques éducatives actuelles. Des entretiens semi-directifs ont été menés auprès d'une centaine de fonctionnaires de l'UNESCO, de l'OCDE, de l'OIT, du Conseil de l'Europe, de la CEDH, de la CJUE, de l'EUROSTAT, du CEDEFOP, de l'ETF, de la Commission Européenne, du parlement Européen, du CRELL et des acteurs éducatifs de Roumanie. Les résultats montrent que chaque organisation internationale a une vision distincte de l'éducation tout au long de la vie. Si au niveau de l'Union européenne (UE), on tend vers une politique commune d'éducation, en Roumanie, la mise en place des politiques éducatives cohérentes se heurte à l'instabilité politique et économique. La sociedad de nuestros días se caracteriza por la velocidad e importancia de loscambios, los cuales presentan un notable impacto en educación. En tal contexto histórico, preverel futuro de las políticas educativas se convierte en una misión particularmente delicada para laspersonas encargadas de las decisiones políticas, investigadores, padres y madres, y alumnado. Eneste artículo hemos formulado la hipótesis de que las perspectivas educativas se encuentran fudamentalmente sujetas a factores económicos, pedagógicos, geopolíticos y sociales, lo que se hallevado a cabo desde un enfoque interdisciplinar en el que aparecen implicadas tanto la metodologíade las Ciencias de la Educación como aquélla de la Ciencia Política y el Derecho. Con el objetivo decomprobar esta hipótesis, se han llevado a cabo sesenta entrevistas semi-directivas a funcionariosnacionales de Francia, europeos y también internacionales, estos últimos pertenecientes a organismos educativos de Rumanía, instituciones de la Unión Europea y organizaciones internacionales. Elanálisis del discurso político revela que el futuro de las políticas educativas resulta principalmenteinterdependiente de las inversiones presupuestarias en educación, los desafíos que plantea el "envejecimiento", los resultados obtenidos a lo largo de una trayectoria educativa, así como la toma enconsideración del enfoque de la educación permanente.

The thematic analysis of the data revealed lifelong learning governance is characterised by an «effects spiral» or «interactive governance» – an institutional formation, functioning and conditioning in decision making of international, European and national actors. A double issue is also highlighted: the economic difficulties (employability, flexi-security, funding and mobility) and the monitoring process (expertise, comparison, transposition, supervision and control), which are prioritised over the social role of education. This is important because it is the social role of education that empowers citizens to realise national, regional, and international strategic plans, and the monitoring process for sustainable development. The thematic analysis reveals new forms of governance in lifelong learning policies, namely collaborative governance, competitive governance, control governance and thematic governance. The authors present this taxonomy on lifelong learning governance with recommendations of how lifelong learning policies can be optimised. ; Lifelong learning policies are subject to various approaches of educational governance. Unsere Untersuchungen gehen davon aus, dass die politische Förderung lebenslangen Lernens neue Formen finden muss. Um die Beweiskraft dieses Konzepts zu testen, führte der Erstautor Gespräche mit Beamten und politisch verantwortlichen Vertretern internationaler Organisationen wie der UNESCO, der OECD, der Internationalen Arbeitsorganisation (ILO) und dem Europarat. Die thematische Analyse der Ergebnisse zeigte, dass die Förderung lebenslangen Lernens von einem "spiralenförmigen Effekt" oder von "interaktiven Bemühungen", mithin einer institutionellen Zusammenarbeit gekennzeichnet ist, die sich bei der Entscheidungsfindung internationaler, europäischer und nationaler Gremien ergibt und die Bedingung dafür ist. Gleichzeitig ergab sich ein doppeltes Problem, nämlich die wirtschaftlichen Schwierigkeiten (Beschäftigungsmöglichkeit, Arbeitsplatzsicherheit und Flexibilität, Finanzierbarkeit, Freizügigkeit) sowie das Überprüfungsverfahren (Expertise, Vergleichbarkeit, Übertragbarkeit, Überwachung und Kontrolle), Gesichtspunkte, die gegenüber der gesellschaftlichen Rolle der Bildung Vorrang genießen. Dies ist wichtig, weil es die soziale Rolle der Bildung ist, die es dem Bürger ermöglicht, nationale, regionale und internationale politische Vorhaben Wirklichkeit werden zu lassen und weil es das Überprüfungsverfahren ist, das für nachhaltige Entwicklung sorgt. Die Auswertung der thematischen Analyse der Gesprächsergebnisse zeigt deutlich neue Formen der Förderung lebenslangen Lernens, beruhend auf Zusammenarbeit, Wetteifern um die beste Politik, Kontrolle und thematischen Schwerpunkten. In our society, there has been a controversy concerning the "research globalization". It seems that the harmonization of educational policies is taking place at the level of higher education. Thus, at the European Union¿s level, the "common academic market" is already being invoked. This close collaboration generates a reciprocal inspiration of researchers both at the level of the topics addressed as well as at the level of the methodology. In this context, we can be questioned about the specificity of qualitative research in France and the United Kingdom. In this paper, we will present a model of scientific similarities arising from examples from the both countries to address the question. In order for this purpose, our analysis highlights the deontological arsenal, the scientific ethics and interview research methods applied to different contexts for academic research. ; À l¿ère de la globalisation, on parle de plus en plus de la « mondialisation » de la recherche. Il paraît que l¿uniformisation des politiques éducatives est en train de se réaliser pleinement et en premier plan à l¿échelle de l¿enseignement supérieur. Ainsi, au niveau de l¿Union européenne, on invoque d¿ores et déjà le « marché commun académique ». Cette étroite collaboration émerge une mutuelle inspiration des chercheurs tant au niveau des thématiques abordées qu¿au niveau de la méthodologie. Dans ce contexte, on peut se demander quelle est la spécificité de la recherche qualitative en France et au Royaume-Uni ? Afin d¿y répondre, nous présenterons un modèle de similarités scientifiques surgies des exemples provenant des deux pays. Le système dual d'enseignement professionnel d'Allemagne est mondialement reconnu. L'alternance des périodes théoriques et pratiques constituerait un tremplin idéal pour l'apprentissage d'un métier. Dans le cadre de cet article, nous nous sommes proposés de vérifier si l'enseignement professionnel est une véritable clé de succès pour un parcours fléxi-sécurisé vers l'emploi ? À travers des observations participatives, entretiens semi-directifs et brainstorming, nous avons identifié les principaux avantages de cette offre éducative : rémunération, expérience acquise, compétences relationnelles et personnelles. Pourtant, des défis majeurs restent à relever, en matière de mesures législatives en matière de protection des mineurs au travail, de rémunération (souvent insuffisante), de charge de travail, de motivation, d'implication des entreprises concernées, etc. De plus, le bilinguisme est une opportunité inoubliable dans ce contexte transfrontalier. En croisant les données, nous avons pu décrypter les solutions envisagées afin d'améliorer le futur de l'enseignement professionnel --- German dual system of vocational training is recognised worldwide. The alternation of theoretical and practical periods would be an ideal springboard for the craftsmanship. In this article, we propose to check whether vocational education is a real key to success the flexible-secured path towards the employment? Through participatory observations, semi-directive interviews and brainstorming, we have identified the main advantages of this educational offer: remuneration, acquired experience, interpersonal and personal skills. However, there are still major challenges in terms of legislative measures concerning the protection of minors at work, the remuneration (often insufficient), the workload, the motivation, the involvement of the partner companies, etc. Moreover, bilingualism is an unforgettable opportunity in this cross-border context. By crossing data, we were able to decrypt the solutions envisaged in order to improve the future of vocational education.

Le numérique semble inonder la vie humaine, pénétrant dans le paysage éducatif. Implicitement, les politiques d'éducation promues à l'échelle européenne sont davantage influencées par les technologiques numériques. Dans cet article, nous nous proposons d'identifier les caractéristiques principales de la politique de numérique éducatif développée par l'Union européenne. Fondé sur l'analyse des textes législatifs émanant des institutions européennes en la matière, ce travail relève l'interdépendance des éléments institutionnels et pédagogiques eu égard le numérique éducatif. Il en ressort que la politique du numérique éducatif dans l'Union européenne repose à la fois sur trois piliers fondamentaux, à savoir : 1) les éléments institutionnels comportant les critères de référence, la méthode ouverte de coordination et la dichotomie inter-gouvernementalisme – intégration européenne ; 2) les compétences clés et notamment la compétence numérique ; et 3) le chaînon « émergent », comportant la compétence médiatique et l'éducation aux médias qui s'avèrent nécessaires et incontournables à l'avenir.
