After having reconstructed the theoretical framework for the concept of "qualification systems" by analysis of European and national legislation, the study assesses the meaning and the peculiar characteristics of both the systems laid down in art. 27 of Legislative Decree no. 81/2008 and the system introduced by Decree no. 177/2011, pointing out the fundamental differences between them as well as the many contradictions and gaps left, more generally, in the legal construction of the institute. Parallel to a shift towards proper regulation of economic activities for the purpose of protecting health and safety at work, the study identifies, in the development of the relevant legislation, a pathway to the affirmation of the certification of work-related contracts pursuant to art. 75 ff. of Legislative Decree no. 276/2003 as a "qualification" instrument for economic operators, endowed with a stronger role compared to the instrument of the Organization and Management Models pursuant to Law no. 231/2001. The certification, examined in the context of art. 27 L.D. no. 81/2008 and D. no. 177/2011 also in the light of the experience gained by the Commission established within the Marco Biagi Foundation, finally emerges as a specific and distinctive qualification requirement in the field of health and safety, differently from public procurement legislation. ; Muovendo dall'inquadramento concettuale della nozione di "sistema di qualificazione" nel diritto euro-comunitario e nazionale, il contributo ricostruisce il significato e le peculiari caratteristiche sia dei sistemi prefigurati dall'art. 27 del d.lgs. n. 81/2008, sia del sistema effettivamente introdotto dal d.P.R. n. 177/2011, evidenziando le fondamentali differenze tra questi ultimi nonché le molteplici contraddizioni e lacune lasciate, più in generale, nella costruzione normativa dell'istituto. The overflow of information stimuli we currently browse through requires that politi cians -like any social leader- deal with countless screens and data. Storytelling emerged in recent years as an effective technique for a message to conquer the most precious thing in this Economy of Attention: the citizen's time. This study introduces this discursive tool, its conditions and elements. Through a narrative-qualitative analysis, we explain its presence -with strengths and weaknesses- in a speech delivered to the public after the rescue of 33 Chilean miners trapped 700m deep in August 2010. ; La marea de estímulos informativos en la que navegamos actualmente exige que el político –como cualquier líder social– deba competir con innumerables pantallas y datos. El storytelling surge en los últimos años como técnica efectiva para que el mensaje logre conquistar el bien más preciado en esta Economía de la Atención: el tiempo del ciudadano. Este estudio introduce esta herramienta discursiva, sus condiciones y elementos, y por medio de un análisis narrativo-cualitativo se expone su presencia –con aciertos y desaciertos– en el discurso entregado a la opinión pública tras el rescate de los 33 mineros chilenos atrapados a 700 metros de profundidad en agosto de 2010.

This paper highlights some peculiar characteristics of the economic crisis induced by the spread of COVID-19. It suggests two intertwined policy measures in order to tackle the emergency phase of the crisis and to support the economy in the subsequent recovery phase. The proposed short-term policy measures offer policy responses in the event of a second wave of coronavirus infections in the coming months. In the aftermath of the emergency phase, the current proposal puts forward the implementation of a massive EU-wide recovery plan addressing the long-lasting technological and environmental challenges of these years, which will be financed by European institutions through the issuance of European Pandemic Recovery Bonds.
