Federalism and courts for the arbitration of industrial disputes have emphasized legalism in Australian politics, yet the Commonwealth parliament has had fewer lawyer members than the legislatures of most democratic countries. Lawyers have been predominant among the able parliamentary orators. They have been more prevalent among ministers and conservative members than among backbenchers and Labor members. They have often been reluctant to accept party discipline. Some have been attracted to politics by the hope of the attorney-generalship and eventual appointment to the judiciary. While the number of lawyers in the parliament has risen since World War II, they now tend to be only a small proportion of all graduates in the parliament.
