The article presents an analysis of the legal status and control over the activities of mediators in France. In the country pay close attention on regulating the activities of mediators and associations offering services for the mediation procedure. In order to ensure the proper functioning of conciliators and mediation organizations, control bodies have been established to monitor compliance with the fundamental requirements governing the work of mediators.
In order to develop and improve the mediation procedure in the Russian Federation as the most effective way of alternative dispute resolution, the article analyzes on the France Republic regulations, as well as the qualification requirements of specialized organizations for mediators to be included in the list of conciliators at the appellate courts of France.
In the second part of the study, the issue of requirements for mediators is discussed on the example of the work of the Commission for the control of mediators in the field of consumption (Commission d'évaluation et de contrôle de la médiation de la consommation).
As a result of the analysis, it was revealed that, unlike the Russian legislation regulating mediation issues, the activities, duties, and responsibilities of mediators in France are strictly regulated. Of no small importance is a clear sectoral division of mediators. This practice allows us to conclude that the conditions for the high efficiency of the work of mediators in the republic are created, since each specialist, in addition to having a special professional education, including legal education, is an expert in the area in which disputes arise. Such an organization of the work of conciliators seems to be highly justified, since the persons who have applied for the help of mediators have confidence that the dispute will be resolved with the help of a certified specialist, and not a person who has taken a basic course on the basics of mediation.

The object of research is the efficiency of cleaning of flue gases in group cyclones of CN-15 type with a diameter of 0.7 m steam boiler KE10-14-285 when burning sunflower husk at an oil and fat plant. One of the biggest problems of different sunflower husk combustion technologies in boiler units at oil and fat plants is the low efficiency of trapping in typical cyclones of sunflower husk ash due to the considerable dispersion of ash and other factors.The estimation was made by the use of the developed analytical models and computer technology CFD – Computational Fluid Dynamic of the Certified SolidWorks-2009 computer program on the settlement complex (KPI).The calculated and experimental data on the estimation of the efficiency of flue gas cleaning in cyclones of the steam boiler «KE 10-14-285» (Ukraine) during the combustion of sunflower husk at the Vinnytsia Oil and Fat Plant (Ukraine) is given. The possibility of significant reduction of ash removal into the air during reconstruction according to of new technology of group cyclones type CN-15 (Ukraine) is shown. Using computer and analytical calculations, the possibility of increasing the overall efficiency of flue gas cleaning from ash during combustion in boilers of dream husk is substantiated to 90 % instead of 45…55 %.In the course of the study, the technology of creating high-intensity cyclone cyclones at flow stage with flow of various turbulizers was used at the stepped inlet section. Thanks to this technology, it is possible to reduce the ash removal from cyclone by more than three times compared to similar indicators in typical cyclones prior to their modernization. This makes it possible to satisfy the sanitary standards of the European Union and Ukraine with minimal capital expenditure. This result is achieved due to a number of features – in particular, a sharp increase in the ripple component of the flow rate. ; Объектом исследования является эффективность очистки дымовых газов в групповых циклонах типа ЦН-15 диаметром 0,7 м парового котла КЭ 10-14-285 при сжигании шелухи подсолнечника на масложировом комбинате. Одной из самых больших проблем различных технологий сжигания шелухи подсолнечника в котельных агрегатах на масложировых комбинатах является низкая эффективность улавливания в типичных циклонах золы лузги подсолнечника из-за значительной дисперсности золы и других факторов.Оценка в работе проводилась за счет использования разработанных аналитических расчетных моделей и компьютерной технологии CFD (Computational Fluid Dynamic) – сертифицированной компьютерной программы «SolidWorks-2009», на расчетном комплексе (КПИ).Приведены расчетные и экспериментальные данные по оценке эффективности очистки дымовых газов в циклонах парового котла «КЭ 10-14-285» (Украина) при сжигании шелухи подсолнечника на Винницком масложировом комбинате (Украина). Показана возможность значительного снижения выноса золы в воздух при реконструкции согласно новой технологии групповых циклонов типа ЦН-15 (Украина). С помощью компьютерных и аналитических расчетов обоснована возможность повышения общей эффективности очистки дымовых газов от золы при сжигании в котлах шелухи подсолнечника до уровня 90 % вместо 45. 55 %.В ходе исследования использовалась технология создания на степенной входной области циклонов высокой интенсивности турбулентности потока при обтекании различных турбулизаторов. Благодаря данной технологии обеспечивается возможность снижения в более чем три раза вынесения золы из циклона по сравнению с аналогичными показателями в типичных циклонах до их модернизации. Это позволяет с минимальными капитальными затратами удовлетворить санитарные нормы стран Европейского Союза и Украины. The purpose of current article is to analyze current foreign policy of USA in Asian region, which are widely defined by US politicians as the "reversal" to Asia. The key-elements of this strategy include noticeable military presence, regular military exercises, geopolitical expansion from the Pacific to the Indian Ocean, as well as preservation of American leadership and containment of growing China`s influence inside the region. Later the policy transformed into the so-called Pivot, which means a significant increase in diplomatic, economic and strategic U.S. investment in Asia Pacific. While conducting its new political line Barack Obama`s administration initiated U.S. participation in different geopolitical issues of the Asia-Pacific region, such as the issue of the South China Sea, dispute over Chinese dams on Mekong River and so on. Obama's initiatives are considered by China as U.S. interference into regional affairs. Moreover, many politicians and experts predict that "Georgian scenario" could repeat in the region. This will lead to deterioration of multilateral relations due to increased presence of USA inside Asia-Pacific. Analyzing the American approaches to formation of the regional security architecture the authors come to the conclusion that US administration aims to contain China in the Indo-Pacific geostrategic area. In mid-term, this policy provokes aggravation of a number of disturbing trends in the region. Basically, it becomes less stable and integrated. Apparently, US policy will lead to further deterioration of relations between USA and China. Under such circumstances, Russia should conduct cautious maneuvering between the two poles of power and stick to a policy of non-interference.

The article presents a general characteristic of the "star (celebrity)" frame in the Russian linguoculture based on the material of three chronological periods. The author substantiates the relevance and practicability of studying the star (celebrity) image from the standpoint of the frame approach. It is established that the structure of the "star (celebrity)" frame is determined by the actual nature of the stardom phenomenon, as well as the factual research material. Based on the material of the Russian-language newspapers and magazines of the Soviet pre-war and post-war periods, as well as the media texts of the modern period, the structure of the "star (celebrity)" frame is modelled, which contains a number of slots and terminals. The author remarks that this frame structure is not constant in all three periods and it is represented by some variations. Using the example of the leading slot "wide popularity", which includes such terminals as "a high degree of popularity", "a medium degree of popularity" and "the number of fans", the article discovers the similarities and differences in the objectification of the separate structural components of the "star (celebrity)" frame in the mass media texts of the above-noted periods. It has been established that the terminal "a medium degree of popularity" is eliminated from the texts of the pre-war and post-war periods. In the factual material of all three periods the clichéd expressions, as well as the linguistic units with the root мир- (world) were identified as the leading representatives; the frequent language units in the texts of the Soviet pre-war and post-war periods are a group of impassioned vocabulary, as well as nominations of creative work artifacts. Within the framework of the above-mentioned slot, the linguistic and cultural characteristics of the stardom phenomenon are defined as follows: "glory", "popularity" and "attention". Modelling of the invariant structure of the "star (celebrity)" frame in the Russian linguoculture is indicated as one of the prospects for further research.

The article examines the recent strengthening of Kyrgyz-Chinese ties, that may be seen in a number of infrastructure projects within "One Belt, One Road" project. There are a number of accompanying difficulties that are offset by the further possibilities of cooperation (increasing trade turnover, turning Bishkek into an online trading hub, transferring excess Chinese capacity to the territory of Kyrgyzstan).
