In recent years, "public interest law" (PIL) has become a frequent component in conversations about law and policy around the globe. While this worldwide manifestation of a professional and political script that thus far seemed to be typically so American suggests a remarkable process of diffusion, its mechanics and significance are yet to be examined more deeply and systematically. The available account contends that this process has been one of "convergence" and "adaptation". Yet, there are good empirical and theoretical reasons to subject this account to further examination. Drawing from a comparative and international empirical research on the everyday lives of "public interest lawyers" in the United States and Latin America, this article stresses significant differences in the ways US and LA lawyers have structured "public interest law" - thus challenging the idea of convergence -, while also unveiling factors in the rich histories of professional and political development in the studied contexts, which initially account for such differentiation. These findings call for further research, but already speak to a variety of theories about institutional development in times of globalization, such as theories of institutional isomorphism and field constitution.

Abstract As Brazil makes it to international headlines with its new official stance against human rights and environmental protection, one can hardly imagine that the country was, at one point, engaged in human rights cooperation in the Global South. Most of these projects were outside of the media's radar, as they were low-budget initiatives developed in small and poor countries. One might reasonably ask: Why engage in small, low-profile projects on marginalized topics in the peripheries of the Global South? This article addresses this question by presenting data and testimonies of individuals working on two of those experiences, namely Brazil's cooperation with Haiti for the promotion of the rights of persons with disabilities; and Brazil's cooperation with El Salvador for the protection of children against violence and abuse. This article will suggest that the answer to the proposed research question is to be found in the rich experiences these projects brought to the bureaucrats who were, in their own domestic contexts, struggling to secure a place for their policy issues in the agenda.

As one of the first pieces of published research on New York's conditional cash transfer (CCT) programme, this paper presents the nuts-and-bolts of Opportunity New York City. It details the programme's performance-based conditionalities, contrasts its different subcomponents, and compares its design and conception to that of its precursor CCT programmes in Latin America. Finally, the paper considers whether Opportunity NYC will be able to harness broad political support in the city and become an enduring solution to education reform in the largest public school system in the United States. Critics of its conception and practice certainly abound.
