Despite expectations, 2019 did not bring a significant breakthrough in the existing model of Russian-Belarusian relations. The extreme scenario – Russia's seizure of Belarus in the course of the process of 'deeper integration' is highly improbable. This is primarily because the Kremlin is not significantly determined to change the existing legal and international status of Belarus. Moreover, Belarus is determined to defend the bilateral relations with Russia formed in the mid-1990s and does not accept the Kremlin's proposals regarding 'deeper integration', which mean limiting its sovereignty. Belarus is determined to defend itself against Russia's demands, which paradoxically increases the level of social legitimacy of Lukashenko's authoritarian rule. Russia has a wide set of negative tools to influence Minsk (energy blackmail, destabilisation of the political and socio-economic situation), but it has no positive tools. There is also a noticeable lack of internal coherence in the Russian power camp with respect to the future of Belarus. Russia is interested in changing the current model of the bilateral relations in terms of limiting financial losses resulting from the generous subsidy of the Belarusian economy and Minsk's disregard for existing obligations in the area of customs and taxation. However, Moscow intends to achieve this goal neither by seizing Belarus nor by destabilising the Belarusian political regime. The issue of 'deeper integration' of both countries was, from the very beginning, clearly related to other problems that cast a shadow on Russian-Belarusian relations. Therefore, it should be assumed that Russia's intention was to use a 'tax maneuver' to force Belarus to negotiate in the sphere of finance, economy and compliance with Russian customs and tax standards. The most likely scenario for the development of Russian-Belarusian relations assumes maintaining the existing model of relations but, from now on, Belarus will be deprived of a significant part of the 'integration rent'.

Celem pracy jest osadzenie rosyjskiego modelu federalizmu (przemian dokonujących się w układzie Centrum–regiony) we współczesnej siatce teoretyczno-pojęciowej federalizmu, za pomocą analizy przemian dokonujących się w latach 2000–2016 w obrębie systemu stosunków federacyjnych w Rosji. Autor stosuje metodę historyczną, egzegezę aktów prawnych i metodę ideacyjną. Szczególnie interesująca, zdaniem autora, jest próba odniesienia rosyjskiego modelu stosunków federacyjnych do osi typów idealnych federalizmu autorstwa W. H. Rikera i koncepcji modelu "patrolu policyjnego" i "alarmu przeciwpożarowego". Autor stara się odpowiedzieć na następujące: 1. Jak przebiegała ewolucja stosunków federacyjnych w Rosji po roku 1999?; 2. Co charakteryzuje instytucjonalizację systemu mechanizmu monitoringu działań organów władzy państwowej szczebla regionalnego?; 3. Jak wyglądała ewolucja nowego formatu relacji Kreml–elity regionalne i czy była ona utrzymana w duchu modelu neojarłyku?; 4. Jakie były przesłanki zmian w obrębie systemu stosunków federacyjnych i ich konsekwencje? Odpowiedź na te pytania pozwoli zweryfikować trzy hipotezy: H1. Wyłaniająca się koncepcja centralizmu wydaje się nie tylko szkodzić interesom poszczególnych regionów, ale podważać także siłę putinowskiego reżimu autorytarnego w dalszej perspektywie.

The aim of the work is to embed the Russian model of federalism (changes taking place in the Center – regions system) in the modern theoretical and conceptual grid of federalism, using the analysis of changes taking place in 2000 – 2016 within the system of federal relations in Russia. The author uses the historical method, exegesis of legal acts and ideational method. Particularly interesting, according to the author, is the attempt to relate the Russian model of federal relations to the ideal types of federalism by W. H. Riker and the concept of the model of "police patrol" and "fire alarm". The author tries to answer the following: 1. How was the evolution of federal relations in Russia after 1999? 2. What characterizes the institutionalization of the system of the mechanism of monitoring the activities of regional state authorities? 3. What was the evolution of the new format of relations between the Kremlin and the regional elites, and was it maintained in the spirit of the neo-warrior model? 4. What were the premises for changes within the federal relations system and their consequences. Answering these questions will verify three hypotheses: H1. Due to the Kremlin's lack of readiness to eliminate federalist provisions from the constitution, in conjunction with the "leaching" of federalist content from the center-regions relations, it is accepted to call Russia "a federation without federalism." Attempts to "reconcile" the benefits of federalism with the practice of a unitary state allow defining the federalism of modern Russia as "unitary". H2. As a result of the Kremlin's actions after 1999, the Russian federal model has clearly approached the maximum pole. H3. В сщоич исследованиях Автор использует исторический метод, толкование правовых актов и идейный метод. Особенно интересной, по мнению автора, является попытка соотнести российскую модель федеративных отношений с идеальными типами федерализма У. Х. Райкера и концепциями моделей «полицейский патруль» и «пожарная сигнализация». Автор пытается ответить на следующие вопросы: 1. Как развивалась федеративные отношения в России после 1999 г.? 2. Что характеризует институционализация системы механизма мониторинга деятельности региональных органов государственной власти? 3. Какова была эволюция нового формата отношений между Кремлем и региональными элитами, и поддерживалась ли она в духе модели неоярлык? 4. Каковы были предпосылки для изменений в федеративной системе отношений и их последствия. Ответ на эти вопросы подтвердит три гипотезы: Г1. Кремль не готов исключить федеративные положения из конституции, поэтому в сочетании с «вымыванием» федералистского содержания из отношений центр – регионы, принято называть Россию «федерацией без федерализма». Попытки «примирить» преимущества федерализма с практикой унитарного государства позволяют определить федерализм современной России как «унитарный». Г2. В результате действий Кремля после 1999 года российская федеральная модель явно приблизилась к максимальному полюсу. H3. Обращаясь к плоскости анализа российской системы федеративных отношений, построенной вокруг оси модели «полицейский патруль» против «пожарная тревога», можно предположить, что в обсуждаемый период она однозначно приблизилась к модели «полицейского патруля».

A persistent centralization tendency, applied to the federal-regional model of relations and started under Vladimir Putin's presidency, has created an unusual concept of centralist coordination concerning the international activity of regions. Despite the federal dominance over regions, the concept is far from being consolidated, since the Kremlin lacks the resources, mainly human, to fully control the political situation in the regions. Yet, this evolving centralist concept seems to be detrimental not only to regions' interest, but also questions the strength of Putin's model of an authoritarian regime in the long term.

A persistent centralization tendency, applied to the federal-regional model of relations and started under Vladimir Putin's presidency, has created an unusual concept of centralist coordination concerning the international activity of regions. Despite the federal dominance over regions, the concept is far from being consolidated, since the Kremlin lacks the resources, mainly human, to fully control the political situation in the regions. Yet, this evolving centralist concept seems to be detrimental not only to regions' interest, but also questions the strength of Putin's model of an authoritarian regime in the long term.

The aim of the article is to answer the question of how relations between Kazakhstan and the two key superpowers – Russia and China – involved in the policy of the Central Asian region have changed in the light of Russian aggression against Ukraine. The starting point for the discussion on the complex relations in the Russia-Kazakhstan-China triangle is the speech of Kassym-Jomart Tokayev at the International Economic Forum in St. Petersburg in June 2022. It triggered an avalanche of comments indicating that Kazakhstan, in the conditions of the Russian-Ukrainian war, fears of sanctions from the West and concern for stable socio-economic development driven by revenues from the sale of natural resources, is not ready to support Russia in its confrontation with the West. On the other hand, it intends to follow the Chinese path, seeing Beijing as an influential patron who will stop Moscow from aggressive actions against Kazakhstan. The theoretical basis of the article is the concept of omni-enmeshment. In the literature on the subject, it is assumed that its implementation provided Kazakhstan with stability, security and continuity of the existence of the political regime associated with the person of Nursultan Nazarbayev. The authors assume that this concept could have been realized as long as the powers involved in the region maintained a balance in mutual relations. The war with Ukraine and the confrontation with the West caused Russia to deliberately destroy the Kazakh model of international order in the region. It may take aggressive actions against Kazakhstan because it has not sufficiently taken care of the infrastructural security of its energy links with the West. For many years, Kazakhstan has avoided clientelist obligations towards one of the superpowers, but facing Russia's actions, it is clearly inclined to seek protection from China, which is ready to accept the burden of responsibility for the security of the region, in the interest of the security and success of the Belt and Road Initiative.

The political crisis in Belarus, provoked by public dissatisfaction with the fraudulent presidential election in August 2020, has entailed a number of consequences for the international status of Belarus. On the one hand, there was a rapprochement with Russia and, on the other, Belarus found itself in a state of cold war with the West. The reasons for this state of affairs should be seen primarily in the attitude of Alyaksandr Lukashenka, who perceived the social protests as a serious threat to his illegitimate rule and, at the same time, inspired by the West. The threat of losing power caused him to turn to Russia for help, which was given to him. Russia was guided primarily in this case by its own fears, which concerned: the threat of losing control over a geopolitically important region, the shrinking of the area considered to be a zone of exclusive interests in favour of the West, the prospects of the successful democratisation of Belarus and the transmission of the virus of democracy to the Russian political system. Lukashenka, still unsure of his position and Russia's support, has taken steps to strengthen the Kremlin's loyalty. To this end, he continued to take anti-Western actions, aware that his closest ally in the Kremlin was the siloviks group, which was the most influential group of the Kremlin's elite and at the same time responsible for the Russian confrontation with the West. From Russia's point of view, the Belarus-Russia conflict has become a platform for a whole spectrum of revisionist activities: offensive, defensive and isolationist. At the same time, Belarus and its conflict with the West have become part of information warfare against the West, as a part of which the Kremlin was generating tension in the capitals of European countries and the United States. Russia was interested in keeping this going as long as possible, which was not necessarily in line with Lukashenka's own expectations. Whether he liked it or not, he has become a hostage to the fraternal grip of help from Russia. Even if Lukashenka was overwhelmed with help from Russia, whose hug was suffocating for Belarus' autonomy, the benefits from playing with Russia in one team were greater than the costs of rejecting the Kremlin's friendship... at least until 24 February 2022.

Asian regions and cities have become important international actors but the phenomenon of international engagement of regional and local governments in the Asian countries is still not sufficiently described and recognized in the scientific literature. So far, the research on paradiplomacy mostly concentrated on Europe and North America. However, as shown in this study, the regularities present in Western countries are not necessarily universal. The distinctive features of each Asia n country create quite unique contexts, in which sub-regional actors have to develop their international strategies. Same of those contexts were presented in this study in order to provide better understanding of the conditions of paradiplomacy in Asia.
