Subject of research is the processes of transformation of international economic relations. The purpose of this article is to consider the range of possibilities and the arsenal of their political and economic use. The methodology of the work is based on studies of socio–economic dynamics. The processes of international, multilevel regional and national changes are multi–vector and include deliberately different–speed trends. The transition to a new political and economic paradigm radically changes the window of opportunity, affecting the ratio of objective and subjective factors of development. The transitional period in the implementation of transformations requires scrupulous decisions on optimization and the order of stages, especially a careful selection of the tree of goals and means, since it has the potential not only short– and medium–, but also long–term consequences. The information base of the research is made up of regulations, domestic and foreign publications, research on the content of international economic relations, the direction and nature of mega– trends in world development, the role of transition periods, the ratio of strategy and tactics in making organizational and managerial decisions. Results of the work – an analysis of the productive use of the possibilities of the transitional period for the implementation of forced transformations was carried out. Conclusions. The transition to post–globality conditions combines the conditions of the global scale of mutual influence with the growth of endogeneity of political, economic and socio–cultural integrity. The time of forced transitional transformations expands the corridor of opportunities (in particular, organizational and managerial decisions that affect the level of the long–term economic orbit). Accordingly, mastering the post–global organizational and managerial range is an important prerequisite for successful defending national interests.

The subject of the research is the change in the prerequisites of the educational process in political and economic reproduction. The purpose of this article is to identify the opportunities and requirements for training for the growth of the effectiveness of scientific, educational and industrial clusters and the environment for change. The methodology of the work is based on a combination of logical and historical approaches in the analysis of socio–economic processes as the basis for regulatory influences. The concentration of changes, which makes it possible to characterize the emerging society and its economy as «knowledge», «cognition», «information» and so on, shifts not only the duration, but also the functions and tasks of learning. If earlier history taught us to a situation where active participation in the learning processes was a rather short period of intensive preparation for life in society, and the role of a teacher was sometimes concentrated around the transfer of knowledge already developed by someone, then the new reality requires constant learning from a person (including self–study), and the quality of the teacher's activity is integral to his personal (in particular, spiritual and intellectual) creativity. The abundance of information increases the value of methodological, conceptual knowledge, understanding of situational and procedural characteristics, as well as the ability to convert them into conscious activity, first of all, in industrial life and economy of education. Results of the work – an analysis of the possibilities of increasing the role of education in the formation of scientific, educational and industrial clusters and the development of an environment of changes was carried out. In the context of solving the tasks of society's humanization, the possibilities of social partnership are being explored. Against the background of the strengthening of the European vector of international integration, the determining directions of its dynamics are fixed. To further improve the reforms, conclusions about the trends in the development of its forms and mechanisms are drawn. The results of the analysis of social partnership as a factor of social consent in the labour sphere and in society as a whole and, consequently, – sustainable security and development of cultural–civilizational world are given. The connection between social partnership and industrial democracy are learned. The dynamics of the conditions for realising of the balance of the strategy and tactics of change are examined. The potential of social partnership for the harmony of interests in society and the formation of socially responsible behaviour is analysed. Transformations of labour relations are considered in the context of the law of uneven historical development. From the author's point of view, the system of social partnership can contribute to the creation of favourable conditions for the development of organizational and managerial relations in the production sphere, and for the formation of civil skills and the position of workers. So, for a radical extension of the field of public participation in the work (especially in the labour and management) is necessary to further improve the conditions for a permanent methodological and professional training and retraining.
