Obesity has become a major health issue. Research in economics has provided important insights as to how technological progress reduced the relative price of food and contributed to the increase in obesity. However, the increased availability of food might well have overstrained will power and led to suboptimal consumption decisions relative to people's own standards. We propose the economics of happiness as an approach to study the phenomenon. Based on proxy measures for experienced utility, it is possible to directly address whether certain observed behavior is suboptimal and therefore reduces a person's well-being. It is found that obesity decreases the well-being of individuals who report limited self-control, but not otherwise.

AbstractThis article comments on the role of empirical subjective wellbeing research in public policy within a constitutional, procedural perspective of government and state. It rejects the idea that, based on the promises of the measurement, we should adopt a new policy perspective that is oriented toward a decision rule maximizing some aggregate measure of subjective wellbeing. This social engineering perspective, implicit in much reasoning about wellbeing policy, neglects: (1) important motivation problems on the part of government actors, such as incentives to manipulate indicators, but also on the part of citizens to truthfully report their wellbeing; and (2) procedural utility as a source of wellbeing. Instead, wellbeing research should be oriented toward gaining insights that improve the diagnoses of societal problems and help us to evaluate alternative institutional arrangements in order to address them, both as inputs into the democratic process.

AbstractWe study how political empowerment affected women's emancipation as reflected in their life choices. The staggered introduction of female suffrage in Swiss states allows us to exploit the variation in the age at which women were exposed to the right to vote to estimate the differences in life choices between women who were socialised in a world with politically empowered women and those who were socialised before. Our empirical findings document that early exposure to female suffrage increased female labour force participation, weakened marital bonds and motivated human capital investment.

AbstractThe Swiss Municipal Data Merger Tool (Swiss MDMT) offers a solution to a frequent data management problem encountered when compiling longitudinal datasets involving Swiss municipalities as the observational units. Due to municipal mergers, the number of municipalities in Switzerland declined from 3,095 in 1960 to 2,202 in 2020. As a consequence, manually securing the correct spatial reference when merging historical cross‐sectional data is tedious and time‐consuming. To facilitate this operation, the Swiss MDMT considers mutations at the municipal level and maps municipalities of a first point in time to municipalities in a second point in time based on information provided by the Swiss Federal Statistical Office's municipality inventory. The tool is distributed as an open‐source R package and is freely available on CRAN.

Asylum migration is a major societal challenge in the Western world affecting residents' policy preferences. We analyze the effects of newly hosting asylum seekers in a given municipality on local citizens' preferences in terms of migratory and redistributive policies as well as of support or opposition to political change in general. Policy preferences are measured based on citizens' actual voting behavior in national referendums in Switzerland between 1987 and 2017. We exploit the administrative placement of asylum seekers across municipalities and find that citizens vote temporarily slightly more restrictively on immigration issues in national referendums and are less supportive of redistribution than before hosting asylum seekers. Citizens are not more likely to vote for the status quo and not more likely to participate per se.

We investigate the role of public attention in determining the effect that campaign contributions by interest groups have on legislators' policy positions. We exploit the shock in public attention induced by the Internet service blackout of January 2012 that increased the salience of the SOPA/PIPA bills aimed at stronger protection of property rights on the Internet. Using a new dataset of U.S. congressmen's public statements, we find a strong statistical relationship between campaign contributions funded by the affected industries and legislators' positions. However, this relationship evaporates once the two bills become primary policy issues. Our results are consistent with the notion that legislators choose positions on secondary policy issues in order to cater to organized interests, whereas positions on primary policy issues are driven by electoral support.

The enfranchisement of foreigners is likely one of the most controversial frontiers of institutional change in developed democracies, which are experiencing an increasing number of non-citizen residents. We study the conditions under which citizens are willing to share power. To this end, we exploit the unique setting of the Swiss canton of Grisons, where municipalities are free to decide on the introduction of non-citizen voting rights at the local level (a so called opting-in regime). Consistent with the power dilution hypothesis, we find that enfranchisement is less likely the larger the share of resident foreigners. Moreover, municipalities with a large language/cultural minority are less likely to formally involve foreigners. In contrast, municipality mergers seem to act as an institutional catalyst, promoting democratic reforms. A supplementary panel analysis on electoral support for an opting-in regime in the canton of Zurich also backs the power dilution hypothesis, showing that a larger share of foreigners reduces support for a regime change.

The staggered introduction of female suffrage in Swiss states allows us to exploit the variation in the age women experienced enfranchisement to estimate the differences in life choices between women who were socialized in a world where women had a formal say in politics and those who were mainly socialized before. Our empirical findings document that political empowerment strongly increased female labor force participation, weakened marital bonds and motivated human capital investment. Moreover, being socialized with female suffrage increased long-term voting participation and perceptions of control. Our evidence suggests that changes in formal political institutions hold the power to change norms.
