In recent years the interest in emotional intelligence within scientific literature has grown, but too little has been written about the influence of emotional intelligence within educational systems, especially the relation between emotional intelligence and teachers' job performance, or emotional intelligence and students' academic achievement. Universities around the world have experiencing changes and reforms, impacting the teachers' job performance and academic achievement among university students. Emotional intelligence plays an important role in many areas of our lives. The scope of the research is to investigate the impact of emotional intelligence on students' academic achievement from public administration programs. We choose students from public administration, since they are supposed to work after graduation in public institutions, and get in direct contact with citizens. At the level of Romania, there is no study with predictive value regarding the "impact of emotional intelligence on students' academic achievements" supported by empirical research. Regarding the methodology, we collected data using the questionnaire which was developed based on the instruments by previous researchers. Respondents were students from public administration programs. The benefits of such a study are to provide a solid basis for understanding the mechanisms of emotional intelligence (EI) and their role in determining or sabotaging academic achievement. The effect of emotional intelligence on students' academic achievement was established. On the basis of the findings, it is suggested that emotional intelligence should be integrated into university students' curriculum. The study further advocated for the promulgation of educational policy on emotional intelligence. Also, this research will represent an important contribution to the Romanian and international literature, both in the field of emotional intelligence, as well as in the field of students' academic achievement and continuous students' personal development (academic self-efficacy).
The present research identifies the most relevant motivation factors of the civil servants from the Fiscal Administration of Bucharest, District 1, Romania, but also the ways in which their motivation can be improved. The purpose of this research was achieved by adapting and combining three different instruments used in the literature in order to evaluate in what extent each factor influences the civil servants' motivation. The research is based on a quantitative approach, and it is an exploratory study that was carried out using a combination of methods: the analysis of the official records, plus published articles; and the opinion survey based on a questionnaire, employing a convenience sampling, in order to design a set of recommendations for improving the current level of motivation among civil servants. The results show the need for introducing new ways of motivating civil servants, in order to increase their satisfaction and involvement.
Burnout is associated with lower levels of job satisfaction. It holds particular importance in the delivery of public services, since employees encounter both psychological-emotional and mental pressure. Due to the recent events that have set the stage for a financial crisis, employees may be forced to work longer hours and experience burnout as a result of the need for more financial resources. The findings presented in this work are applicable to the present situation and help fill the gaps in our understanding of public sector employee burnout and satisfaction levels and the factors that contribute to their development. This study presents a research conducted at the National Institute for Cultural Research and Training. The aim was to identify the levels of burnout and satisfaction among the institution's human resources. Additionally, the study aimed to determine the factors that influence both of these factors. Simultaneously, the researchers examined the relation between burnout and satisfaction among the participants. The research employed a questionnaire as the primary instrument, incorporating two validated tests from the specialised literature: the Maslach Burnout Inventory for assessing burnout levels and the Job Satisfaction Survey for measuring satisfaction levels. After careful analysis and interpretation of the data, it was found that the level of burnout among the institution's personnel is influenced by the presence of conflicts in the workplace. Regarding HR satisfaction, it was discovered that the monthly salary level has no impact on the level of satisfaction and does not lead to increased satisfaction among employees, even if they receive a larger income compared to their peers. Finally, by analysing the relationship between burnout and satisfaction, it was discovered that there exists a negative correlation between the two variables. This implies that a higher degree of burnout is associated with a lower level of satisfaction, while a lower degree of burnout is associated with a higher level of satisfaction among employees.
This article undertakes a comprehensive study of worldwide literature gathered from the Web of Science database, using bibliometric analysis. The analysis covers all the years, and most publications are from 1988 to 2024. The primary focus of the inquiry centres on the development of public service concept, public services citizens' satisfaction, services' stakeholders, public services' quality and performance during this period. The assessment of public services quality by citizens has been a prominent subject of scholarly investigation for a considerable period of time. By conducting keyword co-occurrence analysis on pertinent literature, our objective was to uncover dominant themes and track trends over a period of time. Novel insights were obtained by generating density, network, and overlay maps using VOS Viewer software. The keyword co-occurrence analysis performed using VOS Viewer unveiled an intricate and interrelated network of study themes within the literature on stakeholders' perceptions of the quality and performance of public services. The study discovered four main clusters, each reflecting separate yet intersecting research topics. An in-depth analysis of these clusters provides significant insights into the emerging patterns and key areas of interest in this subject. This research provides essential insights for both academic and practical applications in public services, establishing a foundation for future investigations.
Since the beginning of 1975, researchers have grown their interest in public service motivation and, despite the increased number of publications until our days, no research has been developed on PSM in the Romanian' public administration system. The present study analyses the motivation system in the Romanian public administration and the prime goal was to find out the main problems and aspects that must be improved in order to increase both the extrinsic and intrinsic motivation among Romanian' civil servants. The research is based on a qualitative approach, being an exploratory study conducted using two research methods: the analysis of the official documents and the opinion survey based on an interview, in order to design a series of proposals for improving civil servants' current level of motivation. The results show a difference in the respondents' answers regarding the system of motivation for civil servants. The participants in the interview were respondents from the central and local public administration.
During the pandemic crisis it was observed that the whole global economy was affected especially by severe disruption of supply-demand balance. Even so, the most affected were low-income economies because of lack of resources to redistribute in the sake of resilience and recovery. We cannot say that the developed economies were not affected, in real terms probably much more than the lower-income ones, but developed countries or regions were capable to dislocate huge financial support to overcome the crisis and to quickly regain the level before shock. The purpose of this research is to analyse the effects of health crisis over the economy. Because four crises are overlapping (health, energy, geostrategic conflict, and food), it is quite difficult to measure the impact of each driver with accuracy. To determine the impact of those four factors is necessary to understand the dynamic of productivity and competitiveness during shocks, even though we cope with health influence, energy prices, geopolitical turbulence, or food security. All in all, partially for energy crisis, the other crises were totally unexpected, and the response of humanity, global institutions, alliances, and association of countries is customized according to the evolution of turbulences. Here is the role of government because, from the capacity building perspective, there is necessary more integration between government, research/education, and business ecosystem in order to encourage innovation, creativity, and entrepreneurship. In the 4th Industrial Revolution, the main resource and key factor is knowledge embedded in every step of the process, embodied in equipment and machinery, on the one hand, and in human, on the other hand. Robotics, new materials, nanotechnologies, and digital environment give a new dimension to productivity and competitiveness. From this perspective, our goal is to demonstrate de supremacy of collaborative approach for shaping knowledge in the way of creativity, innovation, entrepreneurship, productivity, and competitiveness.

The aim of our systematic review was to inspect the recently published literature on decentralized governance systems and integrate the insights it articulates on blockchain technology and smart contracts by employing Preferred Reporting Items for Systematic Reviews and Meta-analysis (PRISMA) guidelines. Throughout January and May 2022, a quantitative literature review of ProQuest, Scopus, and the Web of Science databases was carried out, with search terms including "city" + "blockchain technology", "smart contracts", and "decentralized governance systems". As the analyzed research studies were published between 2016 and 2022, only 371 sources satisfied the eligibility criteria. A Shiny app was harnessed for the PRISMA flow diagram to include evidence-based acquired and handled data. Analyzing the most recent and relevant sources and leveraging screening and quality assessment tools such as AMSTAR, Dedoose, Distiller SR, ROBIS, and SRDR, we integrated the core outcomes and robust correlations related to smart urban governance. As data visualization tools, for initial bibliometric mapping dimensions were harnessed, together with layout algorithms provided by VOSviewer. Future research should investigate smart contract governance of blockchain applications and infrastructure using decision-making tools and spatial cognition algorithms.
: The research aim was to analyse the relationship between emotional intelligence and performance of public sector employees, but we also looked at correlations between two dimensions of emotional intelligence and two particular dimensions which impact organizational performance. This study was conducted on employees from Romanian public sector organizations and in order to achieve the purpose of the research we developed a quantitative methodology based on questionnaire. All the measures we used in this study were drawn from established previous research and specially adapted and tailored for employees from public sector. The study was conducted through a quantitative methodology, using a conceptual deductive research approach based on conceptual framework in order to test the hypotheses. For the statistical analysis, we used the package SPSS Statistics 22.0, through which we generated descriptive analyses and several parametric tests aimed at achieving the main purpose of our research. The results of our research are relevant for leaders and human resources managers of public sector organizations, but they can also be useful for practitioners and scientific community from around the world. The conclusions of our research demonstrate that emotional intelligence is important for any organization and does have a statistically significant impact on how performance is measured and encouraged in Romanian public organizations. Although the correlation is not the strongest, the 0,321 Pearson Correlation coefficient is enough to warrant public organizations investing in recruiting and retaining emotionally intelligent workforce if they care about performance.
