BACKGROUND: Scientific misconduct is a prevalent phenomenon with many undesirable consequences. In Iran, no original research have been done about scientific fraud. So, this study aimed at describing a challenging research misconduct in Iran, its related causes, and the ways Iranian authorities deal with it. METHODS: In this cross-sectional study, through a two-year period, all the advertisements installed in the study sites were collected and the content analysis was performed. Semi-structured interviews were held with experts for discovering the causes of misconduct. Also, published issues were collected for review of the laws on confronting the fraud in Iran. RESULTS: The content analysis resulted in identifying four categories of misconduct issues: advertising approach, types of services, outcome guarantee, and justifying the academic credit. Besides, reviewing the related literature indicated that Iranian government and the responsible authorities have recently established serious penalties for dealing with scientific misconduct through legislation. CONCLUSIONS: This study revealed some misconduct in scientific activities which has persuaded the authorities to enforce strict rules to deal with it. The effectiveness of this legislation needs to be investigated in some further studies.

PURPOSE: Successful application experiences on public-private partnership (PPP) in different countries, suggest that PPP could be an option in road traffic injury (RTI) prevention. The present study aims at investigating the applicability of PPP policy in RTI prevention in Iran based on the experts' perspectives. METHODS: This is a qualitative study with grounded theory approach which has been conducted in Tabriz University of Medical Sciences, Iran in 2018. The participants were 22 experts in the field of RTIs selected using purposive sampling method. Data were collected by semi-structured interviews and analyzed with content-analysis method. RESULTS: The results were classified under 5 main themes (applicability, scopes and services, challenges, advantages, and strategies) for applying PPP policy and 37 sub-themes. Due to the prevalence of RTIs, the present challenges in public sector, existence of qualified private sector, and successful experiences in other areas, there are opportunities for private sector partnership in prevention of RTIs. Private sector could participate in different scopes and services regarding RTI prevention, including road construction and maintenance, maintenance and provision of vehicles safety and public education. The main challenges including legislation issues, ambiguities in collaboration, political and organizational unsustainability, government's financial hardship and lack of experienced experts in the field of RTI. However, there are significant advantages including high efficiency in program implementation, covering the weaknesses of public sector, effective and efficient management on application of PPP in RTI prevention. The new government of Iran announced a health reform movement including the health reform in PHC system of Iran. The Health Complex Model (HCM) was chosen as the preferred health reform model for this purpose.Methods: This paper aims to report a detailed research protocol for the assessment of the effectiveness of the HCM in Iran. An adaptive controlled design is being used in this research. The study is planned to measure multiple endpoints at the baseline and 2 years after the intervention. The assessments will be done both in a population covered by the HCM, as intervention area, and in control populations covered by the traditional health care system as the control area.Discussion: Assessing the effectiveness of the HCM, as the Iranian PHC reform initiative, could help health system policy makers for future decisions on its continuation or modification.Trial registration: The study protocol is registered in Iranian Registry of Clinical Trials under the unique code IRCT201402112150N3. Purpose: This study aims to systematically review and investigate the benefits and challenges of strategic purchasing implementation in health systems and suggests a basis for improving their performance.Method: This is a systematic review in which electronic databases and search engines—including PubMed, Springer, OvidSP, ProQuest, Google scholar and Scopus, along with related journals, library, and grey literature—were searched for related articles from 1990 to 2015. Updates were added to the searches if found. Search strategies included the combination of two sets of keywords ("purchasing,†"contracting†OR "commissioning†OR "buying†OR "procurementâ€) with ("strategic†OR "active†OR "proactiveâ€). Articles in English or Farsi, which discussed benefits and challenges of strategic purchasing in a health context, were eligible to be included in the study. Two researchers independently completed all steps of the research. Quality assessment of all included articles for final review were done using related checklists.Results: 2049 records identified through searching databases, which were refined to 23 final articles. Based on the result of this study, the benefits of strategic purchasing implementation in health systems were reported as higher quality, higher efficiency, better value for money (VfM), while high administrative costs, issues in priority setting, a need for accurate information and political issues were among the main challenges and disadvantages.Conclusion: Strategic purchasing can be a healthy useful option for every health system to adequately reach health system objectives.
