The African continent has witnessed new, inclusive, multi-party legislative elections in 35 States since the end of 1989. By 1999 22 of the newly democratised states in sub-Saharan Africa had held second multi-party elections. This article tries to establish how "successful" second elections have been. A "successful" election is more stringent than the popular criteria for "free and fair" elections as it also focuses on the outcome and aftermath of the election rather than merely the integrity of the election process. In the assessment of second elections various indicators are used, such as: the extent to which second elections were held and whether they were held within the required time; the extent to which they were free and fair (which includes the levelling of the playing field before the elections, voter registration, the election campaign and the execution and the monitoring of elections); the impact of the electoral system on the results, voter turnout, the meaning and implications of the results as well as the acceptance of the outcome.
