Among the unsolved problems of domestic health care are the issues of labor standards. The employer has the right to determine the amount of work performed (both in the direction of reduction and increase), taking into account the specific situation. Meanwhile, staff standards of relevant medical organizations and their structural subdivisions can be used to normalize the work of physicians of certain specialties. This method of rationing is applicable only for those medical specialties for which staff standards have been approved. In the article the method of norming of physicians' work, proposed by the authors, based on the use of staff standards, is considered. As an example, we propose the implementation of the proposed methodology for the standardization of the work of pathologists, taking into account the standards of the pathoanatomical bureau (department) approved by the Order of the Ministry of Health of the Russian Federation as of March 24, 2016 No. 178n «On the rules for pathoanatomical research». At the same time, when calculating the load norms, a coefficient is applied, compulsorily taking into account the load standards per rate of the pathologist doctor in accordance with Order No. 178n as of March 24, 2016, the type of load and the category of complexity of the work performed. The proposed approach can also be applied to physicians of other specialties, for which statutory standards have been legislatively approved, expressed in the appropriate units of workload. The article also provides all the necessary standards for the relevant calculations and presents the legislative base (orders of the Ministry of Health of the Russian Federation) for the period 2015-2016, which contains staff standards for physicians of other specialties. ; К числу нерешённых проблем отечественного здравоохранения относятся вопросы нормирования труда. Работодатель вправе определить объём выполняемой работы (как в сторону уменьшения, так и увеличения) с учётом конкретной ситуации. Между тем, для нормирования труда врачей отдельных специальностей могут быть использованы штатные нормативы соответствующих медицинских организаций и их структурных подразделений. Данная методика нормирования применима лишь для тех врачебных специальностей, для которых утверждены штатные нормативы. В статье рассмотрена предложенная авторами методика нормирования труда врачей на основе использования штатных нормативов. В качестве примера предлагается реализация предложенной методики для нормирования труда врачей-патологоанатомов сучётом штатных нормативов патологоанатомического бюро (отделения), утверждённых Приказом Министерством здравоохранения РФ от 24 марта 2016 г. № 179н «О Правилах проведения патологоанатомических исследований». При этом при расчёте норм нагрузки применяется коэффициент, в обязательном порядке учитывающий нормативы нагрузки на одну ставку врача-патологоанатома в соответствии с Приказом от 24 марта 2016 г. № 179н, вид нагрузки и категорию сложности выполняемой работы. Предложенный подход также может быть применён и для врачей других специальностей, для которых законодательно утверждены штатные нормативы, выраженные в соответствующих единицах нагрузки. В статье также приводятся все необходимые для соответствующих расчётов нормативы и представлена законодательная база (приказы Министерства здравоохранения РФ) за период 2015-2016 гг., содержащая штатные нормативы для врачей других специальностей.

The 2015 agreement setting forth the UN Agenda 2030 for Sustainable Development Goals (SDGs) is an important achievement that poses complex and demanding challenges. To adequately address them, judgments must determine contextually and culturally appropriate balances between independently valuable, but often conflicting targets (Singh et al. 2018). Simultaneously, a global coherence across local and regional actions must be ensured, so that local efforts do not destructively interfere with each other, nor overstep limitations in the resources of the planet (Randers et al. 2018). The Global Sustainability Strategy Forum (GSSF) responds to the fact that, after some 40 years sustainability science has produced many insights, but has not really affected our collective behavior with respect to its impact on the environment. Generally, that is deemed to be the result of lack of communication between scientists and the outside world. But might it be that the present practice of science is in itself deficient in producing results that are useful to implement the changes called for? The Forum was established in 2018 with funding from the VW Foundation to identify and address sustainability challenges at the global to regional scales by bringing together, in week-long work-shops, renowned experts in sustainable development and thought leaders in business, government, and civil society from around the world. Under the patronage of Prof. Dr Rita Süssmuth, former President of the German Bundestag, the first Forum was coordinated by Solène Droy with assistance from Paul Skaloud. Moderated by Ilan Chabay (IASS), Sander van der Leeuw (Arizona State University), Ortwin Renn (IASS), 14 panelists convened in Potsdam (Germany) 4-8 March 2019. Eight main lessons emerged from in-depth discussions and reflections towards the end of the forum.
