Konsep negara demokrasi menjadi sebuah konsep yang di dengungkan oleh banyak negara selama beberapa abad terakhir ini, konsep negara demokrasi seakan-akan menjadi sebuah konsep negara yang sangat ideal bagi banyak negara yang menerapkannya, Sedang pada kenyataannya, banyak problematika yang terdapat dalam sistem demokrasi itu sendiri, sistem demokrasi yang menentukan suara terbanyak dalam penentuan seorang pemimpin tanpa melihat kualitas calon pemimpin menjadi salah satu titik kelemahan dalam sistem demokrasi. Penelitian ini akan membahas bagaimana konsep Negara ideal dalam pemikiran al-Farabi. Penelitian ini merupakan penelitian kepustakaan, Metode yang digunakan dalam penelitian ini metode deskriptif analisis dan bersifat kualitatif. Al-Farabi mengemukakan teori al-Madīnah al-Fāḍilah untuk mengharmonikan antara agama dan filsafat. Konsep kenegaraan yang terdapat dalam teori al-Farabi ini banyak mencontoh bentuk dan hakikat kepimpinan Rasullullah Saw sebagai seorang Rasul dan khalifah. Disamping itu juga, Konsep negara ideal dalam gagasanya dipengaruhi oleh pemikiran Plato dan juga Aristoteles, khususnya gagasan tentang manusia sebagai makhluk sosial, selain itu juga al-Farabi juga dipengaruhi banyaknya peristiwa sosial politik pada masa khalifah Abbasyiah. Pertentangan politik, pemberontakan, stabilitas politik dan keamanan yang tidak terjamin menjadi faktor utama gagasan tersebut muncul.

Abstract
This study aims to examine the influence of system quality, information quality, and service quality of the lecturer at Malang State University. This study will also investigate the effect on user satisfaction and its impact on net benefits for users of UM Information System Expenses. This study applies a modification of the information system success model from DeLone & McLean. The model is analyzed by modeling the Structural Equation Modeling (SEM) based on components or variants (component based) that are popular with Partial Least Square (PLS) using SmartPLS version 3.2.8. The results of this study are expected to be adopted as input and consideration in developing, improving, and improving the performance of the UM BKD information system. The research design used in this study is quantitative research. Respondents in this study were 93 UM PNS lecturers who were actively teaching. The questionnaire was online distributed by accessing the page provided. The results showed that there was a positive but not significant effect between system quality, information quality, and service quality on the use of the BKD system. However, there is a positive and significant influence between system quality, information quality, and service quality on the BKD system user satisfaction, between the uses of the BKD system on net benefits, and between the satisfaction of the BKD system users on net benefits. The implementation of BKD UM information system can be declared successful because there is a positive correlation between variables.

The purpose of this study is to describe, analyze and know how staffing Agency Regional Performance in Recruitment Candidates for Civil Servants (CPNS) in the province of North Maluku. And what constraints in the implementation of Candidates Recruitment of Civil Servants (CPNS) by the Regional Employment Board of North Maluku province, In this study using qualitative analysis methods presented descriptively by using indicators of Holloway, namely accountability, efficiency, effectiveness, and equity (fairness). From the research that has been conducted on the whole the authors concluded that the implementation of the Recruitment of candidates for Civil Servants conducted by the Regional Employment agency of North Maluku Province normative and procedural already been effective, but there is still infrastructure is still lacking fraction indicated. The Regional Development Planning Agency as a regional technical institution in the field of development planning is demanded for its technical capabilities in accommodating and accommodating the aspirations of the community in order to realize community welfare. This research uses qualitative research by taking the setting or research location in Gorontalo District. The data collection technique is done by using interview, observation and documentation methods. Data analysis in this study used an interactive pattern analysis technique. Data collection, data condensation, data presentation, drawing conclusions or verification. The results showed that the Development Planning Agency Organization is still having difficulties in accommodating and accommodating people's aspirations through the development planning system so that the results have not been able to fulfill all existing aspirations, this is triggered by the ability of the apparatus owned by the Regional Development Planning, Research and Development Agency (BAPPEDA) either Technically, administrative, conceptual and communication have not been able to support the management of community aspirations running well. As for the supporting and inhibiting factors of the Regional Development Planning Agency in absorbing the aspirations of the community, namely as a Supporting Factor, there is extensive authority owned by Bappeda in coordinating, the availability of information technology, the presence of stakeholder participation, while the Inhibiting Factors are the ability and skills of officials, political intervention from authorities, as well as the low ability of Bappeda to identify quality proposals.

Abstract
Community involvement in determining the direction of autonomous region development is still rare. Regional autonomy, conceptualized as the local government's freedom to take care of domestic affairs, is the best way to implement a decentralized governmental approach. This research aims to determine the effectiveness of implementing regional autonomy in the development of Batu City tourism using a qualitative approach with a descriptive type of research. The research locations are Batu City and Batu City's local government office. Batu City was chosen because it has a history of tourism development in a relatively short period of time. The study found that the state still manages Batu City's tourism development policy and development, so the tourism has not referred to the local tourism development master plan. The study aims to know the effectiveness of participatory policy approaches in developing Batu City tourism as an autonomous region.
