Résumé. Cet article porte sur la Politique
culturelle du Québec, adoptée en 1992. Outre le fait d'avoir défini une nouvelle mission pour le ministère
des Affaires culturelles et modifié ses responsabilités, cette politique constitue un changement majeur dans les orientations
gouvernementales, notamment par la création du Conseil des arts et des lettres du Québec et par la mise en place de nouveaux
partenariats avec des ministères et sociétés d'État ainsi qu'avec le monde municipal. Un des objectifs de cette étude est de démontrer l'originalité de
l'Advocacy Coalition Framework (ACF) pour l'analyse des politiques culturelles. Développé par Paul A. Sabatier et
Hank Jenkins-Smith, l'ACF se concentre particulièrement sur le processus résultant du changement dans les croyances et les actions
des acteurs impliqués.Abstract. This article
concerns the Politique culturelle du Québec which was
adopted in 1992. Besides having outlined a new mission for the Ministry of
Cultural Affairs of Quebec, this policy constitutes a major change in
governmental orientation, notably through the creation of the Conseil
des arts et des lettres du Québec (Provincial Arts Council)
and through the establishment of new partnerships with other ministries,
public corporations and municipal authorities. One of the objectives of
this study is to demonstrate the originality of the Advocacy Coalition
Framework (ACF) in the analysis of cultural policies. Developed by Paul A.
Sabatier and Hank Jenkins-Smith, the ACF focuses primarily on the process
resulting from changes in the beliefs and actions of the actors
involved.

"How do Canadian provincial and territorial governments intervene in the cultural and artistic lives of their citizens? What changes and influences shaped the origin of these policies and their implementation? On what foundations were policies based, and on what foundations are they based today? How have governments defined the concepts of culture and of cultural policy over time? What are the objectives and outcomes of their policies, and what instruments do they use to pursue them? Answers to these questions are multiple and complex, partly as a result of the unique historical context of each province and territory, and partly because of the various objectives of successive governments, and the values and identities of their citizens. Cultural Policy: Origins, Evolution, and Implementation in Canada's Provinces and Territories offers a comprehensive history of subnational cultural policies, including the institutionalization and instrumentalization of culture by provincial and territorial governments; government cultural objectives and outcomes; the role of departments, Crown corporations, other government organizations, and major public institutions in the cultural domain; and the development, dissemination, and impact of subnational cultural policy interventions."--

Cultura, llengua i diversitat cultural de nacions minoritàries: els casos del Quebec i de Catalunya, territoris… compartits?
RESUM Des de l'aprovació de la Convenció sobre la protecció i la promoció de la diversitat de les expressions culturals de la UNESCO de 2005, la diversitat cultural esdevindria un objectiu central en les polítiques públiques de molts estats signataris. Però, tot i que s'han trobat diferències entre situacions nacionals pel que fa al reconeixement d'aquesta diversitat, què passa amb aquestes nacions minoritàries que treballen des de fa dècades per a desenvolupar una cultura societària legítima per la seua pertinença cultural i lingüística? Hi ha un desajust pel que fa als instruments d'acció pública posats en pràctica al llarg de dècades per assegurar l'esplendor d'una cultura i d'una llengua particulars? En aquest text, ens centrem en les polítiques culturals i en altres àrees connexes (sobretot en llengua, educació i immigració) que també estan relacionades amb la qüestió de la diversitat cultural al Quebec i a Catalunya, dues nacions minoritàries que, com a societats democràtiques dotades d'autonomia parlamentària i governamental, també tenen l'obligació de protegir, valoritzar i donar suport a les minories i als grups etnoculturals que habiten als seus territoris. ABSTRACT. Culture, language and cultural diversity in minority nations: The cases of Québec and Catalonia, 'shared' territories'? Since the adoption of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions in 2005, cultural diversity is said to have become a central goal in many ratifying countries' public policies. While differences among countries have been acknowledged when it comes to its recognition, what about minority nations that have been working for decades to develop a «societal culture», one legitimized by the value of their cultural and linguistic belonging? Is there a gap when it comes to policy instruments implemented over the decades to ensure the fulfillment of a particular culture and language? In this paper, we focus on the political culture and related areas (language, education and immigration in particular) which are also linked to the issue of cultural diversity in Quebec and Catalonia, two minority nations, which, as democratic societies entitled to parliamentary and governmental autonomies, also have the duty to protect, valorize, and support minorities and ethno-cultural groups established on their territories.
