Socialist and Post-Socialist Functional Elites in East Germany ; Sozialistische und postsozialistische Eliten in Ostdeutschland
This paper provides a brief overview of elite change and continuity in East Germany as a post-socialist society. To do so, at first, some peculiarities of the former cadre system and elites in socialist East Germany, i.e. the late German Democratic Republic, are addressed with regard to social structure development and the arrangement of generations. Selected empirical evidence is based on cross-sectoral, longitudinal and cohort analyses and the inspection of prosopographic elite data compiled until the end of the 1980s which deconstruct the myth of a levelled egalitarian socialist society. In the second part of the paper, elite change and continuity after the political change of 1989/90 is discussed in the context of the transformation of institutions. Inspired by Bourdieu's analytic paradigm, one central thesis on the career survivals, take-offs, and breakdowns of East German elites is the continued validity and efficacy of social and cultural capital obtained before the fall of the wall, most of all formal qualification. Dimension of vertical social inequality under socialist rule, such as gender and class background, remain to be decisive until today.

"This paper provides a brief overview of elite change and continuity in East Germany as a post-socialist society. Social Inequality, Mobility, and the Illegitimate Inheritance of Status: Recruitment and Career Patterns of GDR Business Elites ; Soziale Ungleichheit, Mobilität und illegitime Statusvererbung: Die Rekrutierungs- und Karrieremuster von DDR-Wirtschaftseliten
Functional elites of the GDR, the so-called cadres, formed a rather large and inhomogeneous stratum of the socialist society. Empirical evidence based on quantitative analyses of large prosopographical and biographical datasets unveils paradoxical patterns of social inequality underlying the processes of recruitment and career mobility of cadres. Hereditary aspects had a greater impact on the allocation of social status than expected and thwarted the socialist project. Not only did a New Class or 'socialist intelligentsia' emerge, increasing social closure also reverberated a distinguishably 'bourgeois' tradition. In the 1980s, workers and cooperative farmers belonged to the most disadvantaged social strata in the 'Workers' and Peasants' State'. While this could be observed for different sectors of the GDR society, economy in particular gave an instructive example. Factories and large industrial combines (Kombinate) were led by businessmen who often did not even have a documented worker's origin. Instead, and in the first place, they boasted required aspects of high cultural capital, such as academic and special vocational training, and were politically reliable with regard to SED state party alignment and honorary functions. Thus, even the descendents of 'capitalist' entrepreneurs, persons with a National Socialist family background or persons with a personal NS past had fairly good prospects to embark on careers in the GDR economy. The paper briefly discusses statistical analyses of data on higher executive personnel such as director generals (CEOs), branch directors, and heads of department.

Handling Ideological Bias and Shifting Validity of Longitudinal Data: The Case of Process-generated Data on GDR Elites ; Ideologisch bedingte Verzerrung und Shifting Validity bei Längsschnittdaten: Prozess-produzierte Daten von DDR-Eliten
Prozessproduzierte Daten der staatlichen Verwaltungsorgane der DDR wie der Zentrale Kaderdatenspeicher des Ministerrates (ZKDS) bieten die einzigartige Möglichkeit, die Rekrutierungsmodi von Funktionseliten, die Sozialstrukturentwicklung und die gesellschaftliche Differenzierung im Sozialismus umfassenden Analysen zu unterziehen. Im Gegensatz zu herkömmlichen Umfragedaten oder den scientific use files aus anderen prozessproduzierten Datenquellen sind bei DDR-Daten insbesondere 1. die ideologische Beeinträchtigung bestimmter Variablen und Kategorien sowie 2. Phänomene von shifting validity zu beachten. Beide Problemkreise überschneiden sich und erfordern bestimmte Strategien bei der Datenaufbereitung und der Interpretation statistischer Ergebnisse. Außerdem treten teilweise erhebliche Qualitäts- bzw. Validitätsgefälle zwischen Daten auf, die in unterschiedlichen Organisationen, Staatsorganen oder Hierarchieebenen erfasst wurden. Im Beitrag werden die konzeptionellen und datentechnischen Herausforderungen skizziert und Beispiele aus der Forschungspraxis des SFB 580 vorgestellt. ; Process-generated data from the vanished East German socialist society offer an in-depth picture of elite recruitment, change of social structure, and societal differentiation. However, in marked contrast to generic survey data or scientific use files derived from other types of process-generated data, in those remnants of GDR administration 1. the ideological 'contamination' of various items, and 2. the occurrence of shifting validity has to be observed. Either phenomenon demands special attention in data handling and the interpretation of statistical results. Ideological bias (e.g., the forging of biographical data) is a general problem encountered when analyzing social background or political affiliation of elites, whereas coding errors and missing data are conditional on the administrative body, sector, and hierarchy position the data were assembled from. The author shall discuss techniques of validity evaluation and adjustment that have proved helpful while analyzing the Central Cadre Database of the Council of Ministers (ZKDS).

Der Zentrale Kaderdatenspeicher (ZKDS) des Ministerrats der DDR enthält die Daten von ungefähr 700.000 Personen aus den verschiedenen Bereichen der untergegangenen DDR-Gesellschaft. Ein großer Teil davon waren Angehörige der mittleren und oberen Exekutivebene der volkseigenen Industrie. Die Vielzahl von verfügbaren Merkmalen ermöglicht tiefschürfende Analysen zur Kollektivbiographie diesen Leitungspersonals und der komplexen Rekrutierungsmechanismen, die dabei wirksam wurden. Im vorliegenden Beitrag wird der Datensatz in seinen Grundzügen vorgestellt, werden Probleme der Auswahl von Subpopulationen diskutiert und die Auszählungen einiger wichtiger Variablen mit Angaben aus externen Quellen verglichen. Darüber hinaus befasst sich der Beitrag mit einer besonderen Personengruppe der DDR-Gesellschaft - den Kindern ehemaliger Unternehmer, also Sprösslingen der entmachteten kapitalistischen Klasse. ; The Zentraler Kaderdatenspeicher (ZKDS, Central Cadre Database) of the Council of Ministers of the GDR contains the data of approx. 700.000 functionaries from different parts of that late socialist society, of whom the management elite from state owned enterprises of the highly industrialized GDR is a large part of. A variety of variables allows discriminating scholarly access to the collective biography of the managers and the complex recruitment processes underlying it. The paper delivers a short description of the core data, discusses the problem of selecting subpopulations, and compares figures of important categories to statistic sources. Additionally, a special category of GDR personnel is examined which can be researched into by detecting it from the ZKDS entries on social background, namely persons hailing from private entrepreneur's families - the children of the abolished old capitalist class.

'Du und deine Elite!' - Leitungskader im Elektroniksektor der DDR-Industrie zwischen fachlicher Qualifikation und politischer Loyalität ; 'You and your elite!' - management cadres in the electronics sector in industry in the GDR between technical qualification and political loyality
Der vorliegende Beitrag befasst sich mit Rekrutierungs- und Karrieremustern von 4.451 Leitungskadern des DDR-Elektroniksektors. Diese Kader waren ein sehr spezifischer und überschaubarer Teil jener Funktionseliten in der DDR-Industrie, deren Personendaten im Zentralen Kaderdatenspeicher des Ministerrats der DDR (ZKDS) miterfasst wurden. Aufgrund der besonderen Entwicklung und Bedeutung des DDR-Elektroniksektors können dessen Kader exemplarisch als 'Kronzeugen' einer wissenschaftlichen-technischen Elite angesehen werden. Dem Elektroniksektor wurde innerhalb der Industrie der DDR eine privilegierte Stellung eingeräumt. Die Bedeutung des Sektors für den 'wissenschaftlich-technischen Fortschritt' drückte sich in überproportional hohem Investitionsaufkommen aus. Mittelfristiges Ziel war es, sich mit leistungsfähigen Eigenentwicklungen auf dem Weltmarkt zu behaupten. Auch wenn sich die meisten Elektronik-Kader selbst in erster Linie als Spezialisten, Technokraten, politikferne Spitzenkräfte begriffen haben, zeigt eine Auswertung des Kaderdatenspeichers des Ministerrats der DDR, wie ihre Karrieren vor allem von ihrer politischen Loyalität, ihrer Konformität, ihrem Opportunismus abhängig gemacht wurden, erst an zweiter Stelle von fachlicher Qualifikation, also meritokratischen Prinzipien. ; This article summarises an in-depth-analysis of the qualification level, political loyalty, and careers of 4.451 higher executives in the electronic industry of the GDR. Data were taken from the ZKDS, the Central Cadre Database of the Council of Ministers. Electronic industry was one of the few high-tech sectors of GDR economy. Thus, its development was a matter of prestige for the SED. In order to overcome blatant backwardness, the sector received enormous subsidies. Productivity was to be measured with regard to the world market. It is argued that 'conflicts between technocracy and the claims of party rule' were likely to become more obvious in electronic industry than in many other sectors. The question is raised to what degree recruitment and career patterns of the executive personnel were biased by that. Data reveal a high level of formal qualification but also an extraordinary amount of political loyalty (e.g., cf. percentage of SED members). It is shown that - even in electronic industry as a relatively modern and competitive sector of GDR economy - criteria of professionalism were second to political criteria in personnel recruitment and development.
