When the existence of several jurisdictions (countries, regions, or cities) is acknowledged, the possibility arises that citizens compare what obtains in their own jurisdiction to what obtains in others. These cross-jurisdiction or yardstick comparisons can have an effect on citizens' support of incumbents (yardstick voting) and, as a consequence, an effect on governments' decisions, making them interact (political yardstick competition proper). Both effects have been mainly studied in the context of federalism and decentralization, with the policy variables concerned being mostly fiscal (taxes and expenditures). In that relatively simple setting, the two effects have been confirmed empirically. This text aims to document and analyze that achievement and also to extend the analysis to broader settings in terms of jurisdictions and policy domains.

A major characteristic of the European Union is its transitional or evolving nature, in particular with regard to the assignment of powers between the two main levels of government. More precisely, under current constitutional arrangements, this evolving nature takes the form of an integration process which tends to be monotonous, that is, which can only with great difficulty be reversed. The paper is mainly devoted to the explanation of how this comes about and what effects this has on other features of the process. As a concluding remark, however, it suggests that an additional criterion for judging -- or an additional indicator for reading -- proposed constitutional reforms can be derived from the analysis. This criterion or indicator should be of some value independently of the position adopted with regard to European integration.

Durant la guerre d'Espagne (1936-1939), des militants de la gauche antifasciste française se sont mobilisés pour envoyer des armes et du matériel de guerre au camp républicain. Cette contribution met en lumière une aide qui a existé en marge de celle, plus massive et aujourd'hui plus étudiée, entreprise par les groupes politiques affiliés à l'Internationale communiste et à l'URSS. Il s'agit d'abord de comprendre pourquoi l'historiographie s'est généralement contentée de mesurer les soutiens à l'Espagne républicaine à l'aune de la mobilisation soviétique. Cet article analyse ensuite la conduite de comités associés à l'Union anarchiste et à la Gauche révolutionnaire. L'étude de cas montre les ressorts d'une mobilisation transnationale appelée à dépasser certains clivages politiques. Sous couvert d'assistance humanitaire, les comités s'essayent à la contrebande et doivent pour cela collaborer avec des cercles criminels. Ainsi, la question des armes sert de prisme pour interroger les mobilisations partisanes en contexte d'illégalité.
International audience ; The Spanish Civil War (1936-1939) gave way to a quiet international struggle that opposed the agents of both sides. In France, a wave of attacks against the republican interests constitutes one of its most obvious evidences. The inability of the French intelligence to analyse this phenomenon led to the anarchists being falsely attributed these attacks. Supporters of the Francoist bloc were found guilty later on, but they were sheltered from strict measures. This article aims to better understand the politicisation of French intelligence following the steps of Peter Jackson, who has already highlighted such tendency in the Spanish Civil War. ; La guerra civil española (1936-1939) da lugar a una lucha internacional silenciosa entre los agentes de cada bando. En Francia, una ola de atentados en contra de los intereses republicanos constituye uno de los aspectos más obvios de este combate. En un principio, resultó difícil para los servicios de vigilancia franceses interpretar este fenómeno, atribuido erróneamente a los anarquistas. Después, unos partidarios del bando franquista fueron culpados sin que se tomaran grandes medidas contra ellos. Para comprender estos hechos, este artículo analiza la "politización" de los servicios franceses de inteligencia que Peter Jackson ya puso de manifiesto en relación a la guerra civil. ; La Guerre Civile espagnole (1936-1939) donne lieu à une sourde lutte internationale entre les agents de chaque camp. En France, une vague d'attentats contre les intérêts républicains en constitue l'un des ressorts les plus manifestes. Les services français de surveillance peinent d'abord à interpréter ce phénomène, attribué à tort aux anarchistes. Des partisans du camp franquiste sont ensuite mis en cause sans que des mesures de forte incidence soient prises à leur égard. International audience ; During the Spanish Civil War (1936-1939), the ambivalent behavior of the French government made the study of arms trafficking aimed at this conflict a complex matter. At first, the government of Léon Blum claimed a « non-interventionist » stance, forbidding any weapon delivery to Spain, before turning a blind eye on this traffic. It may even have encouraged it. Some under-exploited archives show that arms traffic could be a much more complex reality than the one admitted by the former protagonists who gave their testimonies. It seems, at least during the « non-interventionist » period, that the traffic was less dependent on the French State's political stance than what we previously thought. ; Durant la guerre civile espagnole (1936-1939), l'attitude ambivalente du gouvernement français a rendu complexe l'étude du trafic d'armes à destination de ce conflit. Le gouvernement de Léon Blum aurait d'abord défendu la « non-intervention » qui interdisait tout envoi d'armes en Espagne, puis aurait relâché celle-ci en fermant les yeux sur le trafic. Il l'aurait même encouragé. Des archives encore largement inexploitées montrent cependant que le trafic d'armes a pu être une réalité plus complexe que celle relatée dans le témoignage des anciens acteurs Pendant la période de « non-intervention », il semble que le trafic était moins dépendant de la posture de l'État français à son égard qu'on a longtemps pu le penser.
