Social defense exists in the developed countries of the world long time, and a large value is spared to the special attitude toward national minorities. The necessity of social defence purchased wide application in the end XIX and beginning of XX of century, includes the different types of defence of citizens in case of temporal loss of capacity for diverse reasons, unemployment, professional diseases, industrial accidents, pension system. This system is the complex of socio-economic and legal guarantees of every citizen of country. Social defence of population is called to create the normal terms of residence and stay of citizens in a middle a country, and is priority direction of realization of social politics.

Samborska O.Yu., Horhota V.A. EMIGRATION PROCESSES OF UKRAINE AS A DESTABILIZING FACTOR OF LABOUR POTENTIALPurpose. The aim of the article consists in the study of emigration processes as a destabilizing factor of labour potential in the modern transformational economy, substantiates the problems and ways to overcome the consequences of such processes for economic development and preservation of intellectual and labour potential.Methodology of research. In the course of writing the article, the methods generally accepted in economics were used: theoretical and comparative analysis – to reveal the essence and significance of migration processes; analysis and synthesis, system and structural; grouping method – to determine the number of persons, causes and consequences of emigration of the population; graphical method – to visualize the result of determining the amount of population reduction and the number of citizens who have received residence permits in the European Union; abstract and logical for theoretical generalization and formulation of conclusions.Findings. The article examines the causes, consequences of migration processes, identifies the types of migration and the concentration of the largest number of migrants in some European countries. The social and economic characteristics of external labour migrants, directions of labour emigration, the status of stay of Ukrainian citizens abroad are analysed.Originality. The main causes and consequences for the social and economic development of the country of migration processes have been assessed, the situation with the demographic crisis in the country has been studied and the countries where emigrants from Ukraine live the most have been identified. The functional responsibilities of state authorities to control unregulated migration and the consequences of such processes on the development of the country's economy have been established. The measures of the state migration policy are substantiated.Practical value. The results of the study can be used in the development of social and economic development programs at the regional and local levels, taking into account the peculiarities of accumulation and development of labour potential in the territorial units of Ukraine.Key words: migration; emigrant; potential; relocation; reduction in numbers; population.

The historical aspect of the development of scientists' views on the company's capitalization is studied in the work, the stages of development of the concept of cost-oriented management are determined. The role and place of market capitalization in the system of indicators of cost-oriented management are determined, modern methodical approaches to the assessment of the value of the enterprise taking into account the indicator of market capitalization are given. The fundamental differences between the areas of application of indicators of market value of the enterprise and market capitalization are established. The current problems of the Ukrainian economy that limit the widespread use of market capitalization in the valuation of companies are outlined, and proposals are made on the feasibility of valuing Ukrainian companies in terms of real capitalization. The importance of enterprise capitalization in the development of a market economy is emphasized. The evolution of the views of foreign scientists on the capitalization of enterprises has been studied. It is established that the economic essence of the capitalization of enterprises, as well as any asset, is the present value of future income generated by this asset. Bringing future income to the present is a process of discounting. The theory of capitalization of the company in its modern context began to be formed by neoclassical economists from the end of the XIX century. and gained popularity in the second part XX century. The theory of capitalization has given impetus to well-known neoclassical theories of corporate finance, such as the irrelevance theorem, risk theory, investment portfolio optimization theory, arbitrage pricing theory, and so on. It is established that according to the theory of capitalization, the capitalization of the enterprise and the market value of the enterprise are identical concepts, although the methods of their calculation differ. The theory of capitalization has given impetus to the development of many modern financial theories, which are currently under development and improvement.

Political power is the integral part of constituent of development and stability of society, that is why her efficiency are one of main tasks of domestic politics. Success of the state depends in the international political arena, first of all, from experience and professionalism of own political management. Studies of scientists from the marked theme full have not fully covered the of problems, it is today necessary to work out the own effective model of politics, that would connect success and experience of international association, Ukrainian history, traditions and customs. Main reason of the crisis phenomena in Ukrainian society see in absence of clear strategy of development and absence of professional competenses of politicians, in relation to state creation. The purpose of the study is to find out the essence of political power and influence on the effectiveness of state-building, substantiation of directions of increasing the effectiveness of political power in Ukraine on the basis of political intelligence. The article discusses topical issues regarding the prospects for the development of the milk and dairy market. It is investigated that the largest breakthrough has been achieved by the dairy industry with milk, since DSTU 3662: 2018 "Cow's milk" came into force on January 1, 2019, the inflow of milk processing plants is not lower than the first grade, and it is known that private households provide largely only milk of the second grade. As a result, the quality and safety of milk purchased from industrial farms has increased significantly. The authors emphasize that an important factor in the development of production activity for producers is the selling price of milk, which in 2018 in Ukraine amounted to 7602,4 UAH /t, which is 368,4 UAH /t more than in 2014.It is substantiated that there are a number of problems in the dairy industry of Ukraine that hinder its further development, the main ones being: increased competition from illegally operating enterprises, the shadow market, counterfeit products, lack of confidence and lack of cooperation between producers and processors of products, etc. The author has proved that these problems can be solved by combining milk producers and processors in cooperatives and providing them with effective state support.

The agro-industrial complex of Ukraine with its basic component – agrarian sector is a system-forming element of the national economy. The Ukrainian agrarian sector has a production potential, which far exceeds the needs of the internal market. It is a link that can become the engine of development of the national economy and its effective integration into the world economic space. The purpose of this research is to determine the approaches to ensure sustainable development of the agrarian sector of Ukraine in the context of globalization and integration processes strengthening. The main task is to determine the problems of ensuring the sustainable development of the agrarian sector of Ukraine in the process of its integration into the world economic space. The category of "sustainability of agrarian sector development" has been considered and improved. It has been suggested to include in the classification of "sustainability of the agrarian sector" an element of the description of global integration processes. It has been proved that the sustainability of the agrarian sector development lies in the balanced combination of industrial, economic, social, environmental, intellectual and globalization processes.

The industrial economy is gradually disappearing. It is replaced by a creative economy, the basis of which is creative human capital. The study aims to define creative human capital's value in an economy based on intellectual activity. Methods. The research used general scientific methods: the method of comparison, statistical analysis, assessment of dynamic structural shifts, as well as index and analytical methods. The economic research methods were also used in this work; the regression analysis was carried out by the economic-statistical method. Economic and mathematical modeling defined the influence of creative economy indicators on the GDP level per capita. Results. As a research result, the meaning of the category "human capital development in the creative economy" is established, and its basic elements are defined. It was determined what role creative economy human capital plays. Creative sector value in countries' development was also described in the study. The analysis of the number and structure of the innovative sphere enterprises has allowed defining the features of the new economy structure type in the European countries. The study established the relative share of the population working in the creative industry. Characteristics of human capital development in European countries are presented in illustrations. Interaction between human capital and the creative economy has been defined by carrying out the regression analysis. According to the study results, the main components of the evolution and protection of human capital in a fast-growing branch of the world economy - the creative economy - have been established.
