Modes of Uncertainty offers groundbreaking ways of thinking about danger, risk, and uncertainty from an analytical and anthropological perspective. Our world, the contributors show, is increasingly populated by forms, practices, and events whose uncertainty cannot be reduced to risk-and thus it is vital to distinguish between the two. Drawing the lines between them, they argue that the study of uncertainty should not focus solely on the appearance of new risks and dangers-which no doubt abound-but also on how uncertainty itself should be defined, and what the implications might be for policy and government. Organizing contributions from various anthropological subfields-including economics, business, security, humanitarianism, health, and environment-Limor Samimian-Darash and Paul Rabinow offer new tools with which to consider uncertainty, its management, and the differing modes of subjectivity appropriate to it. Taking up policies and experiences as objects of research and analysis, the essays here seek a rigorous inquiry into a sound conceptualization of uncertainty in order to better confront contemporary problems. Ultimately, they open the way for a participatory anthropology that asks crucial questions about our contemporary state.

In this article, we examine statements by state officials and individuals from the military and the medical establishment regarding the provision of medical aid by Israel to casualties from the Syrian Civil War. We argue discussions of this project have been characterized by three different discourses, each dominant at different times, which we classify as military, medical, and political-security. We propose "unintended securitization" to describe how the project moved from the military into the medical-civilian and then into the political sphere, and came to be seen as advancing the security interests of the Israeli state. We argue the relationship between humanitarianism and securitization seen here challenges the view that humanitarian apparatuses are often subordinated to military rationales by showing how securitization here emerged from the demilitarization of what was initially a military project.

Drawing on the Israeli 'Immanuel Affair' (also called the 'Israeli Brown Affair'), we examine the complex relationship between governmentality and population compositions. In the town of Immanuel, the State attempted to establish a homogeneous population of ultra-orthodox Jews by opening it to unrestricted settlement. Rather than homogeneity however, this strategy produced a divided community, whose Ashkenazi and Mizrahi residents barely interact, and the State responded by withdrawing from its governance. Contrary to the perception prevalent in the literature on governmentality, which refers to the governed population as a homogeneous body, this case invites inquiry into forms of governing in multi-population situations whose radical heterogeneity resists the State's homogenization attempts. We argue that examining governmentality through management of events (or Foucault's notion of 'the milieu') – like the Immanuel Affair – allows for greater appreciation of the interaction between complex governance mechanisms and heterogenic populations.

AbstractInnovation is generally associated with the creation of something new and with economic growth, and is often understood in relation to modernity and its prime social site, 'the city'. Accordingly, the coupling of innovation and rural areas may seem incongruent. Drawing on ethnographic research on Israel's high‐tech scene, we analyse innovation centres located primarily in kibbutzim in the northern and southern regions of the country. This allows us to juxtapose the ultra‐modernist and individualist ethos of the creative actor against a more communal understanding of social life. In these sites, we observe not just the imitation of 'urban' innovation, but also the strong influence of the community and the contribution of local knowledge in the design of technologically innovative products and services. Examining what is taking place outside urban centres thus enables a more complete and nuanced understanding of the interplay between innovation and society at large.

We argue that this humanitarian project differs from the type of humanitarian intervention commonly seen in conflict zones and can be identified as a new form of humanitarian governance. Our case study deals with humanitarian care provided in the country of origin of the medical and security forces involved, rather than in the country of the injured. In this articulation of humanitarianism at home a new nature of life governance and new subjects of security, emerge. We argue that the politics of life shifts and is subordinated to two different ethical frameworks founded on two different logics: that of the human (as in the type of medical treatment seen in traditional humanitarian aid provision, which is often related to short-term immediate treatment) and that of the citizen (the standard of care provided to all official residents of Israel. The conflict between these two moralities, the shifting standard of medical treatment, and the new medical-security space – together, raise a new set of ethical and political questions.

Biosecurity is a concern in many parts of the world but is differently conceived and addressed depending on context. This article draws on two cases concerned with life sciences research involving dangerous pathogens, one in the United States and one in Israel, to examine this variability. In both cases, concern revolves around issues of biosafety and bioterrorism, which are targeted by similar policies and solutions. The cases, nevertheless, differ. In the United States, biosecurity is contextualized in the dynamics between science and society, and apprehension about research with dangerous pathogens focuses on the social risks and benefits of such research. In Israel, biosecurity is contextualized in the dynamics between science and the state and hinges on whether and how far the state should restrict scientific freedom. In view of this difference, the authors advocate the development of a nuanced concept of biosecurity capable of describing and explaining local permutations. They suggest reconceptualizing biosecurity as a boundary object that mediates between competing domains and that takes variable form in efforts to resolve the problem of securing life.

There is surprisingly little fieldwork done on the United States by anthropologists from abroad. America Observed fills that gap by bringing into greater focus empirical as well as theoretical implications of this phenomenon. Edited by Virginia Dominguez and Jasmin Habib, the essays collected here offer a critique of such an absence, exploring its likely reasons while also illustrating the advantages of studying fieldwork-based anthropological projects conducted by colleagues from outside the U.S. This volume contains an introduction written by the editors and fieldwork-based essays written by Helena Wulff, Jasmin Habib, Limor Darash, Ulf Hannerz, and Moshe Shokeid, and reflections on the broad issue written by Geoffrey White, Keiko Ikeda, and Jane Desmond.
