Uluslararası İlişkiler disiplininin önemli konu başlıklarından biri uluslararası terörizmdir. Uluslararası terör yeni bir kavram değildir ancak uluslararası güvenliği tehdit eden unsurların başında yer alması ve küresel bir önem kazanması esas olarak 2001 yılında ABD'de meydana gelen 11 Eylül saldırıları ile gerçekleşmiştir. Saldırıların meydana geldiği 2001 yılı itibariyle ABD dünyadaki en büyük güçtür ve her türlü askeri ve ekonomik imkânlara sahiptir. O halde böyle bir saldırının engellenmesi niçin mümkün olmamıştır ve ABD neden böyle bir saldırının hedefi haline gelmiştir? Bu sorular uluslararası terörle mücadele anlamında önemli bir dönüm noktası olmuştur ve o zamana kadar kullanılan yöntemler tartışılmaya başlanmıştır. Bu çalışmada uluslararası terörle mücadelede geleneksel yaklaşım olarak ifade edilebilecek olan sadece askeri unsurların kullanıldığı sert güç yaklaşımının yeterli olmayacağı, farklı kamu diplomasisi araçları ile desteklenecek yumuşak güç politikalarının bu mücadelede önemli rol oynayacağı anlatılmaktadır. Bu yapılırken de terörle mücadelede en uygun ve işlevsel kamu diplomasisi araçlarının başında medyanın olduğu ve geleneksel ve yeni medyanın bu mücadeledeki rolü esas alınmaktadır. ; One of the major topics of international relations discipline is international terrorism. Although international terrorism is not a new problem it is still a most important issue that threatens international security in last years especially after the September 11. In 2001, when the attacks occurred, the US was the biggest force in the world and has all kinds of military and economic capabilities. So, why did it not possible to prevent such an attack? And why has the US become the target of such an attack? These questions have been an important milestone in the struggle against international terrorism. After that, the methods used until then have been started to be discuss. In this study, first of all, it is stated that the hard power approach, which is expressed as the traditional approach to the struggle against international terrorism, and which uses only military elements, will not be sufficient. It is explained that soft power policies to be supported by different public diplomacy tools will play an important role in this struggle. Finally, the role and importance of the media as an important public diplomacy tool in the struggle against international terrorism is emphasized.

Abstract. With the emergence of first political structures of the world, struggles between them gave rise to the concept of power. Since the ancient times, power has played an important role in the concept of international relations and made a significant contribution to the establishment of the discipline as an autonomous structure. The concept of power, which has always maintained its importance, has evolved in time and, for the time being, is known for its rather soft side. In this century, many academic studies that dealt with the soft side of the power have been published, however, while being mentioned in popular publications, the concept has not been favored in the academic publications in Turkey. With this dissertation that is the first study that deals with the soft power within the context of international relations, we intended to contribute to the filling of the void in the Turkish literature. For this purpose, we first discussed the concept of power and the soft power in every aspect. Afterwards, we analyzed the soft power potential of Turkey culturally, politically and within the frame of foreign affairs practices and essentially in the context of Middle East, Caucasus and Central Asia regions. As the soft power sources that may influence the national politics may vary for every country, we chose Azerbaijan as the model of this study and sought for an answer to the question, "How Turkey can possibly/efficiently have the soft power influence over Azerbaijan?". As the hypothesis of the study and the answer of the question, we considered the cultural link between these two countries would constitute the most important and effective soft power source. In the conclusion of the study, we interviewed a group of fifteen Azerbaijanis that consisted NGO members, journalists and academicians thus proved the hypothesis of the study.Keywords. Türkiye Ermenistan ilişkilerinde, soykırım iddiaları, geçmişteki ASALA terörü, Dağlık Karabağ'ın işgali, diasporanın faaliyetleri ve bunun gibi sorunlar bulunmakta ve bunların kısa bir zamanda çözülmesi de pek mümkün görünmemektedir. Nitekim ilişkilerin normalleştirilmesi adına 2009 yılında imzalanan protokollerle bu yönde ciddi bir adım atılmış ancak iki ülke kamuoylarının ve Azerbaycan'ın tepkisi bu protokollerin parlamentolarda kabul edilerek hayata geçirilmesine imkan tanımamıştır. Yaş anan bu dumm hükümetler nezdindeki siyasi çözüm arayışlarının başarılı olabilmesi için öncelikle kamuoylarının--Azerbaycanlılar dahil-- ikna edilmesinin gerekliliğini ortaya koymuştur. Türk ve Ermeni toplumları arasında karşılıklı olarak olumsuz anlamda ciddi önyargılar bulunmaktadır ve ilişkilerin normalleşmesi adına atılacak adımlara bunlar engel olmaktadır. Bu nedenle de ilişkilerin normalleştirilmesi bağlamında öncelikle bu önyargıların ortadan kaldırılmasına yönelik çalışmalar yapılmalıdır. 2005 ve 2012 yıllarında Türk ve Ermeni toplumları nezdinde farklı kuruluşlar tarafından yapılan iki anket çalışması bu konuda önemli fikirler sunmaktadır. Söz konusu anketlerdeki verilere bakıldığında, toplumlar arasında iletişim ve etkileşimler arttıkça önyargıların ve nefretin azaldığı görülmektedir. Bu durumda ilişkilerin normalleştirilmesi bağlamında atılması gereken ilk adımlar karşılıklı olarak iletişimin ve etkileşimin artırılması olmalıdır. Bunun yolu da kamu diplomasisinden geçmektedir. Bu bağlamda, Türkiye'de yaşayan Ermenileri de dahil ederek, televizyon yayıncılığı başta olmak üzere medyanın etkin kullanımı, turizm politikaları ve bunlar gibi diğer kamu diplomasisi araçları ile başarılı sonuçlar alınması muhtemel görünmektedir. ; There are various problems in the relations between Turkey and Armenia such as genocide allegations, terrorist activities of the ASALA terror organization in the past years, occupation of Nagorno— Karabakh, and activities of the Diaspora and various other problems of similar nature and there is very little reason to think that these problems will be solved in the near future. As matter of fact, serious steps were taken through the protocols signed in 2009 for the sake of normalization of the relations; however, the reaction of the public opinion in both countries and of the Azerbaijani side did not allow these protocols to be implemented after being adopted by both countries' parliaments. The situation encountered revealed the necessity of convincing the public opinion of the countries involved, including of the Azerbaijanis' for the success of the efforts of both governments in seeking political solutions. Serious prejudices in negative sense mutually exist between the Turkish and Armenian societies and these prejudices prevent steps from being taken for the sake of normalization of the relations. For this reason, efforts should be made in the first place to eliminate these prejudices in the context of normalization of the relations. The results of the two surveys conducted by two different organizations among Turkish and Armenian citizens in 2005 and 2012 help to capture important details and ideas on this subject. When looked at the data obtained from these surveys studies it is seen that increase of communication and interaction between the Turkish and Armenian societies helps decrease the deep seated prejudice and hate between these two societies. Under the circumstances, the first steps to be taken in the context of normalization of the relations should be directed at increasing mutual communication and interaction between these two societies. Public diplomacy is key tool to achieve this goal. In this regard, it seems possible to achieve successful results with this goal by efficient use of media resources primarily television broadcasting by also involving the Armenians living in Turkey and tourism policies and other tools of public diplomacy.
