This article focuses on the implications of such asylum policies aimed at reducing alleged pull factors. It analyses the particular case of Switzerland, where the removal of social assistance for the asylum-seekers who become subject to a decision of non-consideration (NEM decision) was intended to support a policy of return by encouraging failed asylum seekers to leave. Based on the results of a study conducted in four Swiss cantons through a series of interviews among asylum specialists and persons affected by this policy, this article argues that such a policy leads paradoxically to prevent voluntary return. We identify several social psychological impediments arising from the treatment of failed asylum seekers that might explain why most of them do not choose to return to their home states.
