This paper focuses on regional organisations, looking at how they are studied in international relations and especially in international political economy. Regions are considered to occupy a place midway between the state and the global order. This paper mainly assesses how regions are affected by systemic factors. One key issue is how global-level changes are shaping regional organisations. A second issue is the regions' capacity to meet the challenges and difficulties resulting from global events. In terms of regionalism, the two systemic factors studied here are globalisation and multipolarity.

Se considera que las regiones ocupan un lugar intermedio entre el estado y el orden global. El objetivo central de este trabajo es evaluar cómo las regiones se ven afectadas por factores sistémicos. Por lo tanto, la pregunta sobre la cual se basa esta reflexión es ¿cómo los cambios a nivel mundial están dando forma a las organizaciones regionales? De este tema surge un segundo que se refiere a la capacidad de las regiones para enfrentar los desafíos y las dificultades resultantes de factores mundiales. This article revisits the debate about the place of Europe on the international stage. Faced with the growing power of emerging countries, what place can the European Union (EU) hope to occupy? In other words, is the world in the process of developing outside Europe, or is Europe positioning itself as one of the principal centres of the international order? In attempting to answer this vast and complex question, the article will examine three points. The first will look at the distribution of global power through the rise of emerging powers. Second, it will examine Europe in the light of changes affecting the international order. There are opposing interpretations. The vision of a Europe in decline is contrasted with arguments that present the Union of twenty-eight Member States as one of the leading poles of the new, emerging international order. The exaggerated nature of these visions persuaded us to favour a third way - that of a European player with relative influence, but 'under construction'.
L'Union européenne (UE) cherche à se lier avec des puissances dites « émergentes » avec lesquelles elle n'hésite pas à sceller des partenariats « stratégiques ».Pourtant, elle a longtemps privilégié des relations avec des blocs régionaux au détriment des rapports individuels avec les États, comme en témoignent ses rapports avec l'Amérique latine. L'UE a, d'ailleurs, porté une attention particulière vis-à-vis du Mercosur. Mais depuis peu elle développe aussi un canal de relation privilégié avec le Brésil au travers du partenariat dit « stratégique ». La présente contribution s'interroge sur les raisons de ce partenariat, sur les intérêts des parties pour une telle association, sur la manière dont cette dernière s'articule avec les relations que l'UE entretient avec le Mercosur ainsi que sur les obstacles et les limites qu'elle rencontre. La démarche européenne consistant à sceller des « partenariats stratégiques » avec des « puissances émergentes » vise aussi bien à retirer des avantages économiques pour ses multinationales qu'à accroître la visibilité et la reconnaissance de l'UE comme acteur international et à démontrer sa capacité à se mouvoir dans un monde stato-centre. Ce faisant, l'UE renverse sa logique stratégique. Elle passe d'une stratégie fondée sur l'idée d'acteur normatif qui encourage le régionalisme international et les relations interrégionales, à une approche aux relents de Realpolitik qui, loin de domestiquer et multilatéraliser l'action internationale des BRICS, valorise la puissance des États.
Brazil uses international development programmes as its vehicle for its approach to Africa. It has two concerns: to consolidate its international posture of 'generous diplomacy', and to defend its interests as an economy which is already well positioned in the African market. By doing this it is looking to establish a natural outlet for its strategic expansion.
