This thesis focuses on a kind of problems thoroughly studied in operational research, in particular in Vehicle Routing Problems. Despite there are a lot of studies about them, the most basic are still difficult to solve optimally, even for small size and the lacking practical use. Because of that, this thesis develops exact and heuristic algorithms to solve a particular problem known as The split-demand one-commodity pickup-and-delivery travelling salesman problem (SD1PDTSP). This combines three vehicle routing problems. The first one is the Capacitated Vehicle Routing Problem (CVRP), aiming at designing the routes for a vehicle fleet to deliver a commodity from the depot to a set of customers. Each route starts and ends at the depot, and the load of a vehicle through a route should never exceed the vehicle capacity. A fundamental assumption is that each customer cannot be visited more than once. The aim of the CVRP is to satisfy the demand of each customer while minimizing the total distance travelled by the fleet. The second problem is the Split Delivery Vehicle Routing Problem (SDVRP), which allows a customer to be visited more than once. The third problem still moves one commodity while it allows more than one pickup location. It is the One Commodity Pickup-and-Delivery Travelling Salesman Problem (1-PDTSP). Using the elements of these three problems, the SD1PDTSP is defined as follows. Let us consider a finite set of locations. The travel distances (or costs) between the locations are assumed to be known. Each location is related to a customer, with a known positive or negative demand of a commodity (e.g. bicycles). We assume that the sum of all demands is equal to zero. Customers with negative demands correspond to pickup locations, and customers with positive demands correspond to delivery locations. It is assumed that there is one vehicle with a given capacity that must visit each location at least once through a route to move the commodity and satisfy all the customer demands. Each visit may partially satisfy a customer, and all the visits to that customer must end up with exactly its full demand. The SD1PDTSP consists of finding a minimum-cost route for the vehicle such that it satisfies the demand of all customers. Note that such a route may not exist, and in general checking whether a feasible solution exists is a NP-complete problem due to the limitation in the number of visits to each location and the vehicle capacity. The importance of these kind of problems is not due to the computational complexity only, but also the variety of practical applications. In fact, the idea of Operational Research appears formally in 1938 in the SecondWorldWar, in the frame in collaborative researches between soldiers and scientists about planning of fight military operations. A part of the most obvious examples in logistic (distribution of commodities, scholar routes,etc.), there are more examples as operational control of traffic light, those that can be found in robotic systems that allow to solve production problems, in genetic, etc. Other kind of practical applications arise due to the growing worry about environment. This thesis studies the case of the management of bicycle sharing systems. These are increasingly in demand due to the need of space, the high traffic density and the high emission of noise and CO2.

In Colombia, the creation of citizenship and nation have been closely linked, as in most of Latin America, to the Electoral Processes. These Processes has been studied from several historiographical trends, that is why this article seeks to revise those movements in order to consider them as basis when trying to write history of Political Parties. These trends are analyzed in order to observe the events that have marked the history of towns, cities and countries during the nation's formation as well as its civil culture and democratic elections. Likewise, reviewing these historiographical trends enables us to visualize the Colombian bipartisanship which generates controversy, because despite a constant existence of more than one hundred ifty years, it is considered by some to be the constant confrontation between two political factions seeking to gain power. ; En Colombia, la construcción de Ciudadanía y Nación ha estado muy ligada, al igual que en casi toda Latinoamérica, a los procesos electorales. Dichos procesos han sido estudiados desde diversas tendencias historiográficas, por lo que a través del presente artículo se intenta hacer una revisión de estas tendencias, que pueden servir como base al pretender escribir historia de los partidos políticos. Se analizan las tendencias de estudio a través de las cuales se han observados los hechos que han marcado la historia de pueblos, ciudades y países en cuanto a formación de nación y cultura ciudadana, democrática y electoral. De igual forma, la revisión de dichas tendencias historiográficas permite visualizar el bipartidismo colombiano, que genera polémica, pues a pesar de una existencia estable de más de ciento cincuenta años, es considerado por algunos como el constante enfrentamiento de dos facciones políticas buscando acceder al poder.

Gestión del conocimiento y sostenibilidad en la gestión de la cadena de suministro: revisión de literatura

En los últimos años, tanto la gestión del conocimiento como la sostenibilidad a nivel cadena de suministro han captado el interés de la comunidad científica debido a su potencial para generar una ventaja competitiva en las organizaciones, por lo que su adopción en conjunto podría incrementar los beneficios no solamente para las organizaciones, sino también a las personas y al planeta. Por tanto, se planteó como objetivo de estudio examinar el estado de la investigación en torno a la relación entre la gestión del conocimiento y la sostenibilidad a nivel de la cadena de suministro; la metodología empleada fue la revisión estructurada de literatura en cuyo proceso se revisaron artículos publicados a partir de 1980 hasta marzo de 2019 para someterse al análisis cualitativo de contenido; los resultados pueden ser útiles para la comunidad académica y al sector empresarial al identificar líneas de investigación futura y marcos que direccionen su acción, respectivamente. Los hallazgos posicionan la gestión del conocimiento como impulsor de la sostenibilidad en el contexto de la cadena de suministro y se refuerza la necesidad de contar con más investigaciones que indaguen sobre su relación y efecto. El valor de la investigación reside en la identificación de su estado actual, sus habilitadores y líneas de investigación futuras.
El papel de la cohesión social en las organizaciones
En una sociedad donde el crecimiento económico está aislado del crecimiento social, se tiende a observar, en gran proporción, una calidad de vida marginada, marcada por la exclusión social y la falta de pertenencia, en donde el desempleo, la pobreza, el desplazamiento, etc., son fenómenos que amenazan a largo plazo los procesos competitivos y productivos del país. De cierta forma, el Gobierno, a través de sus instituciones, ha trabajado en la disminución de estas anomalías y ha obtenido resultados no muy significativos; en cierto sentido, cuando se habla de un 48,3% de personas pobres y un 12% de personas desempleadas en Colombia [DANE, 2009], es comprensible. En esta situación, toma importancia el rol en la empresa del sector privado; aquel conjunto de organizaciones con una nueva tendencia en su pensamiento: social en su visión, pública en su imagen y privada en su operación [Restrepo, 2009]. Esta nueva alternativa de adaptación crea escenarios para la aplicación de un modelo que mida la cohesión social ejercida por la empresa y, por consiguiente, una red que genere más impacto en el crecimiento social de la sociedad, equiparable con su crecimiento económico. ; In a society where economic growth is isolated from social growth, a marginal quality life is likely to be observed, largely marked by social exclusion and lack of social belonging, where unemployment, poverty, displacement, etc., are phenomena that threat the competitive and productive processes of Colombia in the long term. In a way, the government, through its institutions, has worked on reducing these anomalies, obtaining few significant results, and in some way is understandable when speaking of 48.3% of people living in poverty and 12% of unemployment rate [DANE, 2009]. In this context, private businesses have an important role; a group of organizations that set a new trend on thought in three parts: social in its vision, public in its image, and private in its operation [Restrepo, 2009]. This new alternative of adaptation creates spaces for the application of a model that measures the social cohesion exerted by the company, and therefore, a network that would generate more impact on social growth, impact that is comparable with its economic growth.

Additive Judgments and Major Conflicts in the Field of Constitutional Interpretation ; Sentencias Aditivas y los Principales Conflictos en el Ámbito de la Interpretación Constitucional
The consistent interpretation and weighting trials are undoubtedly two interpretative remedies of paramount importance when carrying out exercises of constitutional interpretation, which, and on the basis of the premise that the constitution as the supreme legal norm of legal systems can be applied directly to most actions and legal life of countries. However, the challenge of developing these principles of interpretation is few and often carries serious risks as to the overreach that may arise in their application. While there are risks, the Honduran Constitution contains opening clauses that add to a System of Human Rights integration as strong as the Inter-American System of Human Rights, and the United Nations Universal System through its special procedures, puts jurists in a crucial situation, since they become forced into the administration of justice , which necessarily entails an interpretive exercise of the Constitution, often on issues of high controversy for its strong political content and values. ; La interpretación conforme y los juicios de ponderación son sin duda dos recursos interpretativos de suma importancia al momento de llevar a cabo ejercicios de interpretación constitucional, los cuales, y partiendo de la premisa que la constitución en su condición de norma jurídica suprema de los ordenamientos jurídicos puede aplicarse de forma directa a la mayoría de las actuaciones y vida jurídica de los países. Sin embargo, el reto que supone el desarrollo de estos principios de interpretación, no son pocos y a menudo conllevan graves riesgos en cuanto a la extralimitación que pueda derivarse en su aplicación. Aun y cuando existen riesgos, la Constitución hondureña contiene cláusulas de apertura que sumadas a un Sistema de integración de Derechos Humanos tan fuerte como supone el Sistema Interamericano de Derechos Humanos, y el Sistema Universal de Naciones Unidas a través de sus procedimientos especiales, pone a los juristas en una situación crucial, puesto que devienen obligados en la administración de justicia, lo que conlleva forzosamente un ejercicio interpretativo de la Constitución, a menudo en temas de alta controversia por su fuerte contenido político y de valores.

Almeria's Green Pest Management Revolution: An Opportunity That Arose from a Food Safety Alert
Almería, a province of Spain, is the leader in horticultural production on a Spanish and European scale. The specific conditions of greenhouse cultivation favor plant development, but also the proliferation of pests. This high incidence of pests was controlled in the past mainly by means of chemical phytosanitary treatments. The aim of the present work has been to analyze the tools facilitated by the Andalusian Government (Junta de Andalucía) to replace the usual pest management process, taking advantage of the context of the food safety alert arising from the detection of isophenphos-methyl in peppers from the province of Almeria in December 2007. The results illustrate that, unlike many programs of public subsidies which involve long-term expenditure, the aid in question took advantage of the socioeconomic situation following the food safety alert. The program led to substantial economic savings and met its objectives swiftly, achieving excellent results in terms of removing most of the pesticides used in the "conventional production system". In the 2006–2007 season, only 515 hectares in Almería used biological control organisms, four years later, it reached 20,081 hectares, and the average area during the last ten years was 24,953 hectares. This shows that Almeria's green pest management revolution had been consolidated.

Perceptions of risk to COVID-19 among young people from indigenous and rural communities in Southeast Mexico ; Percepciones de riesgo al covid-19 entre jóvenes de comunidades indígenas y rurales del Sureste de México
ABSTRACT Introduction. On January 30, 2020, the WHO declared a health emergency due to the appearance of a new coronavirus: SARS-CoV-2, which causes the COVID-19 disease. In the early stages of a pandemic, adopting precautionary behavior is crucial to preventing the rapid spread of the disease. Objective. Analyze the perceptions of risk, emotions and behaviors of young students residing in rural and indigenous regions of great marginalization of Chiapas, Mexico, on COVID-19. Methods. A survey was applied to young students of the Colegio de Bachilleres de Chiapas, located in 17 indigenous and rural municipalities with high and very high marginalization. Results. 971 young people answered the survey; 47.6% were speakers of an indigenous language. 92.2% indicated knowing or having heard about COVID-19, 88.4% believe in its existence and 76.4% indicated feeling threatened or very threatened. 39.2% believe that the virus was created in a laboratory and 26.9% believe that it was made by the government. Conclusions. It is necessary to implement health promotion and education strategies with an intercultural approach that helps to counteract misinformation and build trust in the authorities and the health response to face the pandemic. ; Introducción. El 30 de enero de 2020, la OMS declaró emergencia sanitaria por la aparición de un nuevo coronavirus: SARS-CoV-2, que provoca la enfermedad COVID-19. En las primeras fases de una pandemia, adoptar conductas de precaución es crucial para prevenir una rápida propagación de la enfermedad. Objetivo. Analizar las percepciones de riesgo, emociones y comportamientos de jóvenes estudiantes residentes de regiones rurales e indígenas de gran marginación de Chiapas, México, sobre el COVID-19. Metódos. Se aplicó una encuesta a jóvenes estudiantes del Colegio de Bachilleres de Chiapas, ubicados en 17 municipios indígenas y rurales de alta y muy alta marginación. Resultados. 971 jóvenes respondieron la encuesta; 47.6% fueron hablantes de alguna lengua indígena. 92.2% señaló conocer o haber escuchado sobre COVID-19, el 88.4% cree en su existencia y el 76.4% señaló sentirse amenazado o muy amenazado. El 39.2% cree que el virus fue creado en un laboratorio y el 26.9% opina que fue hecho por el gobierno. Conclusiones. Es necesario implementar estrategias de promoción y educación para la salud con enfoque intercultural que contribuya a contrarrestar la desinformación y generar confianza en las autoridades y la respuesta sanitaria para hacer frente a la pandemia.
