There are six factors of economic growth which influence on the economic growth level is analyzed in this research. The factors are: General Allocation Fund, government expenditure, investment, quality of human resources, agglomeration, and labor. The analysis tool used ist the regression of data panel/pooled data with the approach of Least Square Dummy Variable (lSDV). This approach is used because it is in accordance with the aim of research, which is to know the role of the economic growth factors to the GDP and to know the rate of economic growth from 2004 to 2013 in the West Pantura (northern coastal) areas of Central Java. From the estimation, it is known that the economic growth factor of human resource is the one that influence the GDP ipm with coefficient of 0.199316 percent, followed by the labor factor with coefficient of 0.165086 percent, an investment of 0.0013066 percent and the government expenditure with coefficient of minus 0.019731 percent. However, the General Allocation Funds does not have much influence on the economic growth, only at 0.009572 percent. Whereas, the agglomeration has no influence on the role of the GDP and on the economic growth in the West Pantura areas of Central Java. The regression result indicates -0.013514 percent.

RCA (Revealed Comparative Advantage) index of soybean in Indonesia from 1983 up to 2013 is less than one, mostly. It means that the competitiveness of soybean in Indonesia is low. The purpose of this study is to analyze the factors influence the soybean competitiveness. OLS (Ordinary Least Square) was used as the analysis method. Hypotheses test based on that analysis model is not bias, so that, classic divergence test is needed. It is for getting the Best Linier Unbiased Estimator (BLUE) appraisal. T statistic and F statistic were also applied. The result of this research shows that production and export have positive and significant influence. In addition, exchange rate and government policy do not influence the Indonesia soybean competitiveness.Indeks RCA (Revealed Comparative Advantage) kedelai Indonesia dari tahun 1983-2013 kecenderungan bernilai kurang dari satu yang berarti daya saing kedelai Indonesia rendah.Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi daya saing kedelai Indonesia.Metode analisis yang digunakan adalah Ordinary Least Square (OLS).Pengujian hipotesis berdasarkan model analisis tersebut tidak bias maka perlu dilakukan uji penyimpangan klasik yang tujuannya agar diperoleh penaksiran yang bersifat Best Linier Unbiased Estimator (BLUE).Pengujian statistik menggunakan uji t statistikdan uji f statistik.Hasil penelitian ini menunjukkan bahwa produksi dan ekspor berpengaruh secara positif dan signifikan terhadap daya saing kedelai Indonesia. Nilai tukar rupiah dan kebijakan pemerintah tidak berpengaruh terhadap daya saing kedelai Indonesia.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

Namun tetap ada komitmen dari Kepala Daerah untuk membangun konsistensi antara perencanaan dan penganggaran untuk mewujudkan kesejahteraan masyarakat. Penelitian ini memiliki tujuan: untuk mengetahui dan menganalisis bagaimana konsistensi antara perencanaan dan penganggaran pada tahun anggaran 2018 hingga 2020 melalui analisis proses perencanaan dan proses penganggaran untuk melihat faktor-faktor apa saja yang mendukung konsistensi tersebut. Metode penelitian yang digunakan menggunakan pendekatan kualitatif dan analisis melalui Model Interaktif Miles dan Huberman. Hasil yang diperoleh dari penelitian adalah proses dan penganggaran di Pemerintah Kota Pangkalpinang masih belum konsisten. Lokus penelitian berada di Badan Perencanaan Pembangunan dan Penelitian Pengembangan Daerah Kota Pangkalpinang, Badan Keuangan Daerah Kota Pangkalpinang dan Badan Anggaran DPRD Kota Pangkalpinang. Konsistensi yang terjadi berbeda pada setiap tahun Rencana Kerja Pemerintah Daerah (RKPD). Konsistensi tertinggi terdapat pada bagian akhir Rencana Pembangunan Jangka Menengah Daerah (RPJMD) yang dalam penelitian ini jatuh pada Rencana Kerja Pemerintah Daerah (RKPD) tahun 2018.

This research background is property tax management authority transfer by center government to local government according to the laws of local tax number 28 in 2009. The purpose is to make government financial independently and increase local revenue in property tax sector. Problem of that condition is local government must be set up many supporting factors, that is human resources especially property appraisal, computer and server tools, operating system and data base, compatibel files and service room, and exist budget to implement intensification and extensification tax program. Readiness of supporting factors are very influence optimization level of property tax revenue. According that condition, this research purpose is to analyse property tax management in Blora Regency so that from result of analysing can be arrange scenario planning which is consider uncertainty situation in future. Collecting data method of this research use Miles, Huberman, and Saldana method (2014), while scenario planning analysis use TAIDA method from Lindgren and Bandhold (2003). Result of this research is Government of Blora Regency has not maximaly implement property tax management yet. That condition based on empirical fact which is only one man appraisal to analyse NJOP with more than 500 thousand property tax object in Blora Regency. That situation cause property tax revenue not accordance with real potension.

Mitigation, preparedness, and public adaptation for drought hazard in Grobogan regency(implementation as a contextual learning module of High School Geography Class X in the disastermitigation subject). Sebelas Maret University Surakarta.The goals of this study are to determine: (1) public mitigation for drought hazard (2) public preparedness fordrought hazard (3) public adaptation for drought hazard in Grobogan regency (4) the implementation ofpublic mitigation, preparedness, and adaptation in Grobogan regency as supplement of contextual learningmodule on disaster mitigation material in class X Social Science Program.This research is descriptivequalitative. The subject of this research was the residents of Grobogan which experience drought and thegovernment (BPBD). The sample was collected using cluster random sampling technique.The sample for thisresearch was 120 respondens of 5 districts.The result of this research reveals: (1) drought mitigation inGrobogan resident is done by residents and government by constructing retention basins, creating drilledwells, building water tank, reforesting, and improving irrigation channels. The government also conductingsocialization of drought mitigation and implementing community sanitation program (Pamsimas) (2) publicpreparedness to face drought is done by residents by creating personal water tank, deepening their well, andpreparing reserve fund before the drought. The socialization of preparedness to face the drought is also doneby the government. (3) the adaptations which are done to face the drought are: cropping pattern adaptation,efficient water usage, provision of allocation of funds to purchase clean water from private, and maintaininghealth and providing medicine to face the disease due to drought. The purpose of this research is to know (1) distribution; (2) potential coastal tourism; and (3) directions of coastal tourism development in Watu Karung Village and Sendang Village of Pacitan Regency.This research was developed using descriptive qualitative method with spatial approach. The population of in this study were tourism object and tourism subject in Watu Karung Village and Sendang Village, Pacitan Regency consisting of tourists, tourism managers, tourism industry/ tourism service providers, government, local community and non-governmental organizations. The sampling technique employed was purposive sampling and accidental sampling. Data collection techniques used was observation, interview and documentation. In analyzing the data, technique used was scoring parameter of tourism object potential and SWOT analysis for tourism development direction. Based on the result of the research, it can be concluded that: (1) there are 12 coastal tourism objects in Watu Karung Village and Sendang Village, Pacitan Regency which spread into 10 tourism objects in Watu Karung Village and 2 tourism objects in Sendang Village. (2) Based on the assessment of tourism potential, Watu Karung Village and Sendang Village, Pacitan Regency have potential class of 2 tourism objects including highly potential class, 3 tourism objects including sufficiently potential class, and 7 tourism objects including less potential class. (3) The development of tourism object is done by improving the tourism object attractions through the procurement of tourism facilities and infrastructure supported by the increase of accessibility to the tourism object. The government should provide basic tourism facilities such as tourist transportation, travel agency, tourist attraction and accommodation, as well as providing holiday packages of various destinations at affordable cost. Abstract
The current publication of scientific journals is transitioning from a print format format to an electronic format, which has a different management model than before. Publication of scientific journals is an important thing in the existence of universities. In the dissemination of science results of an education, research, and community service generated by college civitas (Students & Lecturers) can be done with the publication of scientific journals. The purpose of this study is to determine the strategy of management publication of scientific journals that publish many articles of students at higher education. The type of this research is qualitative descriptive research. The research data were collected by indepth interview the Director of Graduate, Head of journal publishing unit, and staff of journal publishing unit. This research was conducted at the Journal Publishing Unit of Postgraduate of Brawijaya University. The managers of scientific journal publications should be continue to improve scientific publishing services and the quality of published articles, so that the management of scientific publications can compete with other electronic journals. The development of electronic journals in Indonesia has grown rapidly, within three years of electronic journal publication in Indonesia has increased sharply, from 1500 journals in 2012 to 16280 journals in 2016. This is a challenge for managers of scientific publications in Brawijaya University. The strategy in developing the management of scientific journal publications of students is to hold training activities of scientific journal writing for students to be able to provide the availability of quality articles. Benchmarking activities and management training for journal editing teams to maintain quality management and scientific journal publications. In addition, it is necessary to improve the reputation of scientific journals by paying attention to the Impact Factor; Index Journal, Ranking Journal, h-index, Number of Cites, & Percentage of Rejection Rates in managed journals.

Disaster risk reduction needs to involve various parties, such as the community, certain institutions and organizations and the government. Mangrove-related studies prove that they can make a high contribution to becoming a natural fortress from the tsunami. The purpose of this study was to determine the plan, implementation and role of nurses in disaster nursing for tsunami risk reduction. This study uses a qualitative design. The data collection process used interviews and Focus Group Discussion (FGD) of 5 participants consisting of medical personnel namely nurses and lay people. The role of nurses in tsunami risk reduction as leaders, educators, responders, and assisting in communication in making policy with the government

Abstract
Public policy formulation as a political process is a dynamic formulation of policies involving many actors, ranging from the executive, legislative, academic, to non-governmental organizations. The purpose of this study was to find out the political process of drafting the Oil and Gas Law and determine the model for the formulation of the Oil and Gas Law in the Republic of Indonesia's House of Representatives. This research method uses a qualitative approach, through observation, in-interview techniques and documentation of secondary data in the process of collecting data. Data analysis using the Interactive Model method by Miles & Huberman's. The results of the study indicate that the political process of drafting the Constitution of Oil and Gas takes place in the following stages: planning, drafting and discussion. Politically, the planning of the Constitution of Oil and Gas comes from several sources: (1) the bill from the President; (2) the bill from the House of Representatives; and (3) the bill from the Regional Representative Council. The long political process in the public policy formulation in the House of Representatives starts from the process of inventorying input from factions, commissions, and the public to be determined as a Legislative Body decision, then the decision is to be consulted with the Government; afterwards, the results of the consultation are reported to the Plenary Session to make the decision.

This paper aims to explore qualitatively the concept of implementing public policy in infrastructure development in the Municipality of Surabaya. That the number of roads in Surabaya is not balanced with the increase in the number of vehicles. For this reason, the central government proposed the construction of a mid-city toll road, but the Surabaya Municipality Government refused because the construction of the city toll road was considered unable to solve the Surabaya traffic problem, namely congestion. So that the Surabaya Municipality Government still wants to build infrastructure, namely the frontage road, on the east and west of Ahmad Yani frontage road. The construction of the frontage road, it has reduced traffic congestion on Ahmad Yani frontage road, especially around Wonokromo and East Java Province Logistics Agency. The construction of Ahmad Yani frontage road is also a form of innovation in the implementation of public policy because so far the regional government has always followed what was suggested by the central government. In the next development, Surabaya Municipality not only built a frontage road, it was only limited to road Ahmad Yani, because in the future it was expected to connect to the road in the Sidoarjo Regency.

Pengabdian kepada masyarakat yang dilakukan di Panti Pelayanan Sosial Anak (PPSA) Taruna Yodha Sukoharjo meneruskan program kegiatan sebelumnya. Program ini bertujuan untuk mendukung keberhasilan PPSA Taruna Yodha dalam mengembangkan keahlian pembuatan produk lain dengan teknik Happa Zome dan steam serta sistem pelayanan on-line yang akan dijalankan untuk para siswa. Pengetahuan tentang desain pada produk sangat diperlukan guna meningkatkan pengetahuan dan sebagai bekal penerapan secara visual, sehingga dapat menghasilkan produk dengan teknik happa zome dan steam yang lebih baik. Sistem pelayanan on-line shop tidak kalah pentingnya dalam pengembangan ini. On-line shop yang mulai dijalankan oleh PPSA Taruna Yodha masih memerlukan sistem yang strategis dalam menawarkan produk yang dihasilkan. Program kegiatan pendampingan yang di berikan selain desain dan Teknik Happa Zome dan steam juga tentang sistem pelayanan on-line shop yang mencakup pengetahuan produk yang berkualitas, product knowledge/story telling product, sistem kemasan pada produk. Program kegiatan pengabdian ini dilaksanakan dalam wujud pendampingan dan pelatihan kepada 20 orang penerima manfaat dan pemberian wawasan selama 7 kali pertemuan yakni diawali dengan pemberian wawasan dan praktek tentang desain serta bagaimana mulai membuat sebuah perancangan produk teknik happa zome dan steam secara sederhana, pemberian wawasan material atau bahan, sistem pelayanan secara on-line dengan pemberian wawasan tentang product knowledge, produk yang berkualitas, packaging untuk menyampaikan layanan komunikasi secara tepat.Metode yang diterapkan dalam kegiatan ini adalah melalui metode pendampingan, pelatihan tentang pengembangan desain dengan teknik Happa zome dan steam serta system online shop untuk memasarkan produk yang telah dibuat oleh para siswa yang ada di PPSA Taruna Yodha. Hasil yang di capai dalam kegiatan ini adalah para siswa di PPSA Taruna Yodha mendapatkan wawasan dan tambahan keahlian dalam bidang olah tekstil teknik Happa Zome dan steam serta mempu mengenal produk yang baik, memanange produksinya, serta memanage strategi sistem pelayanan online shop nya secara maksimal dan mandiri.

This community service is carried out with the participation of PPSA (orphanage) Taruna Yodha in Sukoharjo, Central Java. By creating textile products, the activity that incorporates an eco-friendly production process inspired by the Japanese Happa-zome technique (manual leaf-printing decoration technique) is chosen and improved to motivate environmental awareness while strengthening the entrepreneurial capacity of the beneficiaries. The service program is conducted by (in)direct presentation and mentoring, a participatory and iterative process from the beginning to the end. Within the program, design survey activity in the form of exploring nature's potential involves introducing the surrounding natural environment while collecting leaf material. The results are; (1) Providing environmental awareness for beneficiaries through textile-making, (2) the Happa-zome technique for interior textile product development, (3) creating an Entrepreneurial program including story-making and online marketing strategy
