The spatial planning policies had become the mediators for political, social, economic, and environmental relations. This study aims to describe the implementation of public policy from the perspective of Dye theory about a spatial planning for industries in Semarang Regency. The primary data used in this study was from nine informants of nine companies which applied for a location permission license for industrial activities. The secondary data was from the Semarang Public Works Office. The study shows that there were nine investment activity plans for industries in Semarang Regency. Initially, the nine applications were not granted permission from the relevant agencies because they were not in accordance with the provisions of spatial planning. However, after being considered by the government in terms of public policy, the nine companies obtained location permission licenses to utilize the land under certain conditions. Thus, the public policy is essentially designed by the government to guarantee and fulfill the needs of the community to conduct investment activities such as industry. The spatial planning policies had become the mediators for political, social, economic, and environmental relations. Thus, harmonization of political, social, economic and environmental aspects would create sustainable development.

Conceptually and empirically, inflation volatility in Indonesia is a monetary and fiscal phenomenon. This study focuses on the macroeconomic policy and public policy especially causality between two variables namely inflation and money supply in Indonesia. This study uses Indonesian macroeconomic data of inflation and money supply from the Bank of Indonesia publication during 2007.1–2017.7. Inflation is measured by the consumer price index, reflects the annual percentage change in costs of acquiring a basket of goods and services to the average consumers that may change at specified intervals. Meanwhile, money supply is measured by the currency, demand deposits, time deposits, and saving deposits. Methodically, this study uses the Granger Causality model to determine the causality between inflation and money supply. The results show that there is a one-way causality between inflation and money supply in Indonesia. These findings imply that money supply causes inflation, but not vice versa. This condition implies that the role of Indonesian Government and Bank of Indonesia were very crucial in managing and controlling macroeconomic policy and public policy. Then, analysis of money supply and inflation also related to impacting factors such as money laundering, role of banks, taxation, tax evasion, and corruption.

Money and space were elements that continually contested. This article aimed to described the role of money and space to support development activity, using the case study of Mbatakapidu. "Money" in this article was referred to fund assistance from external parties such as government (central, province or regency), non-governmental organization (NGOs), and internal side such as self-supporting (local resources), while "space" that referred in this article was local institution called BUMDes (Badan Usaha Milik Desa). This research applied qualitative approach by conducting a case study. Data were gathered through in-depth interview to 5 purposively-selected informants. Secondary data from previous research was used as complement to primary data. Researchers also held a focus group discussion to gain more accurate explanation about the phenomena. The case study shows that fund which entered the village was not yet accompanied by the presence of BUMDes, due to the absence of supporting regulations such as regional regulation (Perda) and village regulation (Perdes) about BUMDes East Sumba regency, especially in Mbatakapidu. BUMDes as an instrument to develop village's economics must followed by the presence of regulation as a legal basis, driven by local value which guide knowledge, attitude and practice of indigenous people.

Schools should be able to create an inclusive, safe, and supportive learning environment, as outlined in the United Nations (UN) Sustainable Development Goals (SDGs). These goals have been translated into policies and implemented through a Child-Friendly School (CFS) program in UN member countries. This study examines how the CFS program is implemented in one UN member country, specifically in Indonesia, particularly in Junior High Schools in the city of Semarang. This research employs a qualitative exploratory method conducted through interviews, focus group discussions, and observations with various participants, including school principals, educators, education staff, students, and parents in eight schools, CFS facilitators, school supervisory coordinators, and education department officials. The study results identified several CFS program concepts, which were grouped into six dimensions such as first, the CFS policy dimension; second, the dimension of trained educators and education staff on children's rights; third, the dimension of CFS learning process implementation; fourth, the dimension of CFS facilities and resources; fifth, the dimension of children's participation; and sixth, the dimension of parent, alumni, community organization, and business world participation. The findings of this study are expected to make a significant contribution in the form of CFS programs in Indonesian junior high schools, creating inclusive schools that prioritize equality values in achieving academic success. Additionally, these research results can serve as a reference for the goverment in optimizing the development of CFS programs in schools. Furthermore, this study can contribute to the body of knowledge, especially in the field of inclusive education.

Penelitian ini berfokus pada posisi laki-laki dan perempuan terkait post-marital residence dalam praktek belis di Desa Aiteas bagi pengantin yang sesudah menikah tinggal (matrilokal) dan yang tidak tinggal bersama keluarga perempuan (neolokal). Penelitian menggunakan pendekatan deskriptif kualitatif. Data diperoleh melalui wawancara dan observasi. Penelitian dilakukan di Desa Aiteas, Posto Administrativu Manatuto, Municipio Manatuto, Timor Leste. Berdasarkan hasil penelitian, praktek perkawinan di Desa Aiteas pengantin laki-laki dari luar Desa Aiteas yang menikah dengan perempuan Desa Aiteas terkait post-marital residence antara yang tinggal dan yang tinggal di luar keluarga perempuan secara tahapannya adalah sama. Besarnya belis merupakan kesepakatan bersama. Di Desa Aiteas sesuai adat matrilineal menempatkan posisi laki-laki dalam relasi keluarga : Pertama, Laki-laki mengalami sub-ordinasi dalam pengambilan keputusan. Kedua, kekuasaan harta benda dan sistem warisan berada di tangan di pihak istri. Ketiga, marga anak mengikuti marga pihak keluarga perempuan. Posisi laki-laki ini tidak berbeda antara post-marital residence matrilokal maupun neolokal. Posisi perempuan dalam keluarga : pertama, pada aspek pendidikan, semakin banyak perempuan Desa Aiteas yang sekolah sampai Universitas. Kedua, dalam aspek sosial budaya, perempuan Desa Aiteas berperan aktif dalam kegiatan sosial budaya sebagai kewajiban berpartisipasi bagi rumah adat (uma lisan). Ketiga, dalam aspek politik, perempuan Desa Aiteas bisa terjun ke dunia politik. Perbedaan post-marital residence antara matrilokal maupun neolokal hanya berbeda dalam hal jumlah belis, tetapi sesuai dengan sistem adat matrilineal Desa Aiteas, tidak ada perbedaan posisi laki-laki dan perempuan dalam keluarga.

International audience ; The Kedungsepur National Strategic Area was formed to realize urban areas as the center of national and international economic activities. In order to realize this goal, government expenditure and economic growth are important variables in the development process. Empirically, the study was conducted to analyze the relationship between government expenditure and economic growth from the perspective of Wagner's Law in 6 regencies or cities in the Kedungsepur National Strategic Area during 2012 to 2017. Methodically, this study used Panel Granger Causality and Panel Data Regression to explain the short-term relationship between both variables. The results showed that there was a negative one-way relationship from economic growth to government expenditure. The increase in economic growth in the previous year would reduce the government expenditure in the short term, resulting the Wegner's Law inapplicable in the Kedungsepur National Strategic Area. This was due to the ineffectiveness of institutions, differences in regional expenditure structures towards state expenditures and the lack of government work programs in the productive sector. Thus, a good and coordinative institutional environment was needed to realize the cooperation in crucial sectors, as well as the distribution of regional expenditures on more productive expenditures based on priority interests, aiming at the welfare of the community.

This study examines the communication strategy designed by the Konawe district government. The design of the communication strategy aims to invite all people to be actively involved in collaborating with the local government in efforts to develop the Toronipa Beach tourism area. The research method used is a qualitative descriptive research approach as a methodological basis, while the data collection techniques are observation, in-depth interviews, and literature review. The communication strategy is analyzed using the communication strategy theory which states that the communication strategy is a combination of all communication elements consisting of message sources, messages, media, recipients, and also communication effects designed to achieve optimal communication goals. Based on the results of the research, it is known that the communication strategy carried out by the government involves the Chairperson of the LPM and Pokdarwis, the content of the communication message is an invitation to participate and information related to tourism development, deliberation forums as a medium of communication, different aspects review in communicant analysis, and organizational and participatory communication as the communication patterns. With this communication strategy, the government hopes that community participation will continue to increase and contribute to the development and management of Toronipa beach.

This article aims to describe the capability of public access to social capital as a form of livelihood diversification through tourism entrepreneurship. This idea was originated from the optimization of the tourism sector and the creative economy by the local government since 2017, aiming to encourage creative entrepreneurship in tourism, creative multimedia, and coffee shop businesses. This study was conducted in a qualitative approach; thus, primary and secondary data sources were used to analyze the data. The primary data was obtained through in-depth interviews and observations, while the secondary data was obtained from document studies. In this case, the in-depth interviews were conducted with the entrepreneurs. The participants involved as key informants had various backgrounds in tourism entrepreneurship such as travel agent and tour guide service, creative multimedia service, and coffee shop business. Furthermore, field observations were done based on activities or events, aiming to observe the process of involvement of these entrepreneurs in regional tourism activities during the events of "Torang Angkat Sampah" in 2017, "Tanjung Bongo Festival" in 2017, "North Galela Festival" in 2018, "Wonderful North Halmahera" in 2018, and "O Molulu Ma Akere" in 2019. The secondary data used was the Medium Term Program Plan of the Local Government Agencies of the Regional Tourism Department of North Halmahera Regency after there was a policy of creative economy development elaborated in the bureaucratic structure changes at the Regional Tourism Department. The results show that the availability of infrastructure, accessibility of information and transportation, and the capability of access to social capital were such a stimulus for the diversification of people's livelihoods to run tourism, creative multimedia, and coffee shop businesses. Through social capital, entrepreneurs were strengthened by their social relations with various communities to have more consumers while also maintaining the business sustainability.

International audience ; This study aims to describe the community participation in regional tourism development from the perspective of Arnstein's theory through ladder of participation in Pitu Beach as the top Tourist Destination of North Halmahera Regency, Indonesia. The primary data used in this study were obtained from the representatives of local government (district-subdistrict-village), youth organization, local entrepreneur community and stakeholders who involved in regional tourism development of North Halmahera. While the secondary data were obtained from the Public Works Office of North Halmahera Regency. The results show that community participation in regional tourism development showed the existence of the control society in tourism planning, implementing and evaluating the development program. Thus it could be proofed that community-based tourism approach had been successfully implemented in the context of North Halmahera, Indonesia.

Sustainable livelihood approach has been a strategic approach that can improve the economy of rural communities and create harmonization of socio-cultural, economic, environmental and political development through policies. However, it is holistic and contextual, enabling the existence of different capital characteristics formed based on the community's culture. The Indonesian context shows that customary rituals of the community in Kakara and Limau villages in North Halmahera Regency are forms of capital that mobilize claims and access to capital such as natural, human, physical, financial, and social capital. This article aims to describe the ritual capital in rural livelihood for sustainable tourism development. Key informants involved were leaders of community, traditions, religion and rural government and they were interviewed to obtain in-depth information about the ritual capital. The results indicate that the ritual capital was integrated with the rural tourism development, enhancing the capabilities of the customary community in the Kakara and Limau Village to access other capital. This finding supports the argument explaining that ritual capital is a livelihood asset in the context of tourism development in North Halmahera Regency, Indonesia.

This study aims to evaluate the results of tourism policies implementation in Bobale Island, Kakara Island, Tagalaya Island and Meti Island in North Halmahera District. The method used is qualitative methods, data collection techniques using the technique of in-depth interviews, observation and study of the documents. This study uses a model of George Edward III, results showed that the factors that affect the implementation of tourism policies are resources, communication, disposition and bureaucratic structure. Nonetheless, this study shows that public support through public participation also affect tourism policy implementation process. Thus, to consider the parameter level of community support or community participation as consideration attraction determine development priorities in the Regional Tourism Development Master Plan of North Halmahera District.

Data collection techniques used included in-depth interviews, observation and study of the documents. Results of the study showed that resources, communication, disposition and bureaucratic structure are the main factors that influence the implementation of tourism policies are. Nonetheless, this study also showed that public support through public participation in the implementation process is also an important factor that determines the success of tourism policy. To that end, community support or community participation should be an important factor that must be taken into account in the formulation of development priorities of Tourism development Master plan for North Halmahera District government.
