Not Available ; This case study is about a unique institution called Kadakkody (literally meaning "sea court") prevalent in Kerala, in Malabar coast of India. Its presence as well as the institutional reinvention it has undergone raises interesting questions like (1) how and why this institution has survived? (2) what role does it play in resource management? (3) status and validity of regulations endorsed by the Kadakkody and (4) does it offer any policy insights for resource management in tropical waters? It has been found that its persistence depends on a multiplicity of factors and so defies any bureaucratic duplication in its instifutionalisation. The role of the State should be to enable political contexts that nurture the genesis and co-evolution df people's own resource management initiatives and institutions. Not Available ; This paper examines how the coastal areas are highly productive rich in biodiversity and support intense economic and social activities. Indian subcontine~t has a vast coastline extending 8129 km with enormous potential for development. These coastal areas are often the sites of wealthiest settlements and the most dynamic growth centres and as a consequence rapid development has taken place utili sing the vast resources sustaining the life of coastal villages and the 'fishermen, besides economic gains for the country as a whole. Over the years, due to diversified activities and human interference, intense deterioration ofsuch areas has taken place leading to several intra and inter-sectoral conflicts. In order to protect the resources and ,promote coastal area development Integrated Coastal Management (ICM) plan has been drawn by the Government of India for its effective implementation. However, the ICM plans have not been fully operational due to various reasons. Not Available ; Emphasis for the development of fisheries and the extent of resource allocation bas increased in each successive Five Year Plan and several welfare schemes for fishermen were launched. Removal of poverty and attainment of self reliance are given top priority in our national planning. la the fishery sector, adoption of technological innovations bas been encouraged and fishery infrastructure facilities have been enhanced by the Government, The increased pact of mechanization and step-in deep sea fishing have undoubtedly helped in boosting the production and export of marine products, and fishermen are given ban end subsidy under various schemes. Fishermen cooperatives are encouraged by the Government. Commercial banks arc also coming forward to extend liberal loans at reasonably low rate of interest. In s p i t e of all these efforts, the economic benefits of several development and welfare schemes are believed to have hen, mainly reaped by a few, and most of the fishermen are still in the grip of poverty. Not Available ; Agriculture, animal husbandry and fisheries provide maximum employment in the primary sector and form the major source of income and livelihood security of about 70 percent of the population in India. After the introduction of the liberalisation policy and giving thrust for the adoption of improved technologies, there has been a spectacular increase in production in all these segments and the country has witnessed a rapid structural change. Massive adoption of scientific inventions and technological interventions witnessed revolutionary changes in all sectors of development and quality of life of people. Achieving self-sufficiency on food front has been one of the finest Indian successes of the post independence era. The food grain production increased four times (from 50.8 million tonnes during 1950-51 to 198.7 million tonnes during 2000-01) since independence as compared to the three-fold increase in population. Further significant advances have also been made in the production of milk, fish, oilseeds, fruits and vegetables. In fisheries, the country has ushered in the blue revolution with gross production reaching 5.6 million metric tonnes offish and edible invertebrates during 2000- 2001. India is the second largest Asian country in terms of culture fisheries and the third largest in terms of capture fisheries (NAAS, 2001). Due to concerted efforts on strategic research and production technology in oilseeds sector, the country witnessed yellow revolution with the production reaching 25 million tonnes per annum.
