REDD+ (Reducing Emissions from Deforestation and Forest Degradation) and FLEGT (Forest Law Enforcement, Governance and Trade) are two initiatives with roots at an international scale that aim to influence national and local level forest governance. This paper looks to understand how the breadth and depth of participation of different types of actors, most particularly civil society, compares between these initiatives and in what ways the structure of the governance arrangement and/or the focus of commodities may influence this participation. The paper presents findings from an assessment study on the dynamics of participation of civil society actors in REDD+ and FLEGT processes in four countries of Central and Western Africa: Cameroon, Ghana, Liberia and the Republic of Congo. Building on key civil society participation literature, a questionnaire tool was developed and applied in these countries. The analysis is drawn from interviews based on the questionnaire tool, some in-depth interviews and secondary research. The study finds that there is a growing recognition of civil society participation in national policy making of forest governance in the four countries, and a majority of the civil society organisations are participating in REDD+ and FLEGT processes. The quality and degree of their participation (that can range from informing to empowering) however, varies between FLEGT and REDD+ (i.e. FLEGT being more accommodative than REDD+), among a diversity of these actors and the studied countries. The difference in participation between REDD+ and FLEGT is related to the design of these two processes, the general lack of time and financial investment and the technical nature of REDD+ consultations. This paper explores dynamics of conflict over forests in Vietnam, as the country lays the groundwork for Reducing Emissions from Deforestation and Forest Degradation (REDD+). Drawing on a case study in Lam Dong province and applying an environmental justice lens, we examine how various social actors assert claims over forests and how these claims invoke different notions of justice, authority and identity. Our analysis highlights that the development and implementation of the project has generated renewed competing claims and conflicts over forests among social actors. Underlying these conflicts there are incompatible notions of justice and associated rights, which lead different actors to accord legitimacy variously to the global norms brought about by REDD+, the customary resource practices of indigenous people, or to the state's laws. We show that the negotiations over forests in REDD+ reflect the influence of the specific historical and political-economic settings in which REDD+ activities take place, including pre-existing conflicts over forests and power relations underpinning forest management. From a policy perspective, our research suggests that any attempts to introduce simplified and uniform regulations for forest governance in REDD+ should be avoided, since local institutions and conceptions of justice will significantly influence what is regarded as legitimate policy and can thus be endorsed as inspiration for sustainable forest governance. Key policy insights REDD+ in Vietnam has spurred contestations over who is legitimately entitled to govern and manage forests. Claims and conflicts over forests can be explained by incompatible and distinct notions of justice, authority and identity. Contestations over justice pose radical challenges to any global and national efforts that attempt to implement simplified rules and ideas for forest based-climate change mitigation. Attention to justice, especially to compatibility and differences in ideas about justice, is crucial for sustainable forest governance.

Since the 1970s, the Government of Ethiopia has implemented villagization, whereby nomadic pastoralist groups are supported to develop (more) sedentary lifestyles and livelihoods. Villagization has been officially promoted to encourage diversification from livestock herding to agricultural cultivation, and to fulfil basic needs through infrastructure and services. From the late 2000s, villagization was reintroduced for arid and semi-arid regions as a strategy for adaptation to climate change, as part of the country's green growth agenda. The aim of this paper is to evaluate to what extent this phase of villagization has contributed to adaptation strategies among pastoral and agro-pastoral communities, based on an empirical analysis of four villagised sites in the Middle Awash Valley using qualitative data collected between 2014 and 2018. Perceptions and experiences of villagization varied across individuals, households, villages, and districts. While villagization has generally delivered infrastructure and services, and offered income diversification to those able to access irrigated agriculture, its implementation has been partial and uneven, and it has reproduced previous problems of resource scarcity while creating new risks and vulnerabilities. We argue that villagization may play a role in some aspects of adaptation, if programmes address the drivers of livelihood change, and embed equity and rights.

Policies and projects aimed at Reducing Emissions from Deforestation and forest Degradation, and the sustainable management of forests and the enhancement of forest carbon stocks (REDD+), have been regarded as an opportunity to improve forest governance while supporting rural livelihoods. However, now that REDD+ policies are being increasingly implemented, a number of justice-related challenges have emerged, including how social heterogeneity should be approached to avoid deepening the unequal access to land, resources and livelihood opportunities or even violating human rights in rural contexts. Applying an environmental justice lens, this article analyses the experience of three local communities in Nepal participating in REDD+ pilot projects, focusing on how indigenous peoples, women and Dalits have participated in and been affected by such initiatives. Our research shows that the studied REDD+ pilot activities in Nepal have been, to some extent, able to recognise, empower and benefit certain social groups, indigenous women in particular, whilst Dalits (particularly Dalit women) had a different experience. REDD+ projects have had limited impact in addressing more entrenched processes of political discrimination, male dominance in decision-making, and uneven participation driven by spatial considerations or specific social targeting approaches. While the projects examined here have been partially just, and rather sensitive to existing patterns of social differentiation, the complexity of social differentiation still makes it difficult to operationalise environmental justice in REDD+ implementation. Hence, we conclude that deficits in distributive, recognition and procedural justice cannot be resolved without first addressing wider issues of social injustices throughout Nepal, historically inherited along the dimensions of class, caste, ethnicity, gender, and spatiality.

In this article, we interrogate how newly articulated REDD+ governance processes established to guide the formulation of Nepal's REDD+ approach address issues of participation for different social groups. Specifically, we analyse available forums of participation for different social groups, as well as the nature of their representation and degree of participation during the country's REDD+ preparedness phase. We find that spaces for participation and decision-making in REDD+ have been to date defined and dominated by government actors and influential civil society groups, whereas the influence of other actors, particularly marginalized groups such as Dalits and women's organizations, have remained limited. REDD+ has also resulted in a reduction of influence for some hitherto powerful actors (e.g. community forestry activists) and constrained their critical voice. These governance weaknesses related to misrepresentation and uneven power relations in Nepal cast doubt on the extent to which procedural justice has been promoted through REDD+ and imply that implementation may, as a consequence, lack the required social legitimacy and support. We discuss possible ways to address these shortcomings, such as granting greater prominence to neglected civil society forums within the REDD+ process, allowing for an increase in their influence on policy design, enhancing capacity and leadership of marginalized groups and institutionalizing participation through continued forest governance reform.
