Wirkt das Geburtsortsprinzip positiv auf die Bildungsbeteiligung und den Bildungserfolg von Immigrantenkindern? Seit der Reform des deutschen Staatsangehörigkeitsrechts im Jahr 2000 können Kinder ausländischer in Deutschland lebender Eltern unter bestimmten Voraussetzungen die deutsche Staatsangehörigkeit nach dem Geburtsortsprinzip erhalten. Analysen administrativer Mikrodatensätze erlauben einen Vergleich dieser Kinder mit Kindern, die (kurz) vor dem Stichtag 1. Januar 2000 geboren wurden. Die gefundenen Ergebnisse zeigen, dass die deutsche Staatsangehörigkeit für Kinder ausländischer Eltern anfänglich positive Effekte auf die Bildungsbeteiligung der Kinder entfalten kann. Allerdings weisen die Ergebnisse ebenfalls daraufhin, dass höhere Bildungsbeteiligungsraten nicht dauerhaft zu größerem Bildungserfolg führen. Durch die deutsche Staatsbürgerschaft erhöhen sich demnach nicht die schulischen Leistungen der Kinder. Integration durch Einbürgerung ab Geburt allein garantiert noch keinen nachhaltigen Erfolg im deutschen Bildungssystem. Dafür sind weitere politische Anstrengungen notwendig, die das Bildungspotenzial von Immigrantenkindern besser ausschöpfen.

Inequality of opportunity, particularly when overlaid with socioeconomic, ethnic, or cultural differences, may limit the scope of cooperation between individuals. A central question, then, is how to overcome such obstacles to cooperation. We study this question in the context of Germany, by asking whether the propensity of immigrant youth to cooperate with native peers was affected by a major integration reform: the introduction of birthright citizenship. Our unique setup exploits data from a large-scale lab-in-the-field experiment in a quasi-experimental evaluation framework. We find that the policy caused male, but not female, immigrants to significantly increase their cooperativeness toward natives. We show that the increase in out-group cooperation among immigrant boys is an outcome of more trust rather than a reflection of stronger other-regarding preferences towards natives. In exploring factors that may explain these behavioral effects, we present evidence that the policy also led to a near-closure of the educational achievement gap between young immigrant men and their native peers. Our results highlight that, through integration interventions, governments can modify prosocial behavior in a way that generates higher levels of efficiency in the interaction between social groups.

Der Arbeitsmarkt ist von zentraler Bedeutung für Wettbewerbsfähigkeit, Stabilität und gesellschaftlichen Zusammenhalt einer Volkswirtschaft. Die Stellungnahme der Arbeitsgruppe zu Arbeitsmarkt- und Sozialversicherungsdaten verdeutlicht, dass die Datenverfügbarkeit zur Beantwortung von Forschungsfragen in diesem wichtigen Gebiet jedoch erhebliche Mängel hat. Die Probleme werden in vier Feldern diskutiert: Zusammenführung von Daten, fehlende Daten, Datenschutz und Zugangsbedingungen. Es werden konkrete Lösungsvorschläge erarbeitet, die unter anderem im geplanten Forschungsdatengesetz der Bundesregierung umgesetzt werden sollten.
