A dramatic global socio-economic transformation is challenging the traditional university models. Disruptive technologies are quickly changing the way we live and work, inducing shifts in occupational structures and pushing demand toward new skills and competences. Several factors such as the rise of neoliberalism and knowledge economy, the 2008 global economic crisis, Fourth Industrial Revolution, the 2020 COVID-19 pandemic, the continuing emergence of online learning, the amount of student debt, and employers' dissatisfaction are generating pressure to reconsider global higher education systems. The key stakeholder groups—governments, education institutions, employers, and learners are seeking for new models that are more learner-oriented. The power struggle between various tensions within the current volatile, uncertain, complex, and ambiguous landscape generates a range of scenarios for the universities' futures. Regardless of which scenario prevails, it is likely that academia will undergo a significantly dynamic transformation in the near future. Following a literature review shaped by personal experience in higher education, the author analyzes macro factors that may affect higher education in the forthcoming decade, with the aim of supporting strategic planning by universities. By generating a set of potential scenarios—Transformative, Market, and Fortress, the author identifies three possible futures to add to the debate about the direction and intensity of the required higher education transformation.

Formal initial teacher preparation in Ontario began in 1847, with the opening of the Toronto Normal School. Presently initial teacher preparation occurs in Faculties of Education across Ontario. This thesis represents a quest to better understand the evolution of how prospective teachers are prepared for the teaching profession in Ontario. It is a case study that examines initial preparation of elementary school teachers in Windsor, Ontario, focusing on the establishment of the Windsor Teacher`s College and its transition into the Faculty of Education at the University of Windsor. There are three focal points for analysis: the history of teacher education in Ontario, the philosophy of teacher preparation, and the politics of educational institutional change. The main research question is, to what extent did the new Faculty of Education represent continuity with the past, and to what extent was it a break with the past? Archival data from the Ontario Archives, the Windsor Public Library, and the Leddy Library at the University of Windsor were examined, as well as public documents. In the 1950s in order to become a teacher you had to have finished secondary school. By the early 1970s however, teaching was increasingly becoming professionalized, and prospective teachers were required to have a degree before they could begin their initial teacher preparation program. The curriculum of initial teacher preparation stayed largely the same, but the student experience and educational background of the prospective teachers changed significantly. This case study provides a useful historical context for decision makers as they consider new reforms in the formal preparation of teachers.

This article studies the geopolitical traditions of spatial imagining of Serbia amongst the country's political elites since the break-up of Yugoslavia in the early 1990s. It examines some of the socially dominant discourses of spatial positioning of Serbia as a historical-political narrative. The study argues that one can identify five distinct geopolitical traditions that, in variably overlapping or mutually contradicting ways, address two questions: 'Where is Serbia' and 'How is its perceived smallness felt and described'? A first tradition is that which attributes sacred, divine and martyr-like features to the country, its small earthly 'Serbian lands' and people. A second tradition conveys spatially maximised and biopolitical visions of 'Serbdom', amounting to variable designs of a 'Greater Serbia' anxious about its felt frontiers and smallness. The final three traditions are the mutually exclusive positioning of Serbia around an East-West axis as either Eastern or Western, or a geographically unique and exceptional bridge between the two, whereby each positioning recasts smallness as a crucial feature of geopolitical exceptionality. In this article the author argues that Nietzsche?s critique of morality is
based on his metaphysics in which the notion of will to power conceived in
the spirit of the Greek concept of physis plays a key role. He demonstrates
that the revaluation of all values as overcoming of Platonist-Christian
nihilism is aimed at the affirmation of ?living in accordance with nature?,
whereby nature is understood just as physis. He also shows why, for
Nietzsche, pretension to universality and objectivity of the dominant value
system is not justified. Finally, the author points to the difficulties of
Nietzsche?s (inverse) Platonism and concludes that the failure of modernity
to justify morality imposes the task of examining the possibilities of
rehabilitation of Aristotle?s practical philosophy.

The paper examines major propositions of deliberative democratic theory,
divided into problems of inclusion, deliberation and citizenship and their
parallel articulation, as well as empirical examination and specification, in
literature on post-empiricist policy-making. The theory of deliberative
democracy and literature on deliberative policy-making have raised similar
concerns and made parallel proposals about possible remedies of ills of
contemporary democracy i.e. policy-making, specifically concerning broader
inclusion in democratic and policy-making practices, deliberative
consideration of issues in both policy-making and democratic politics and
enhanced civic skills of democratic participants i.e. policy-takers. Authors
in both sets of literature reach a similar conclusion about incorpora?tion of
democratic i.e. policy-making deliberative efforts into institutions of
liberal democracy so as to create a larger ?deliberative system? of
interconnected chains of communication and legitimacy.

The current economic crisis points out to an even greater need to improve
competitiveness. Since 2005, numerous developing countries have succeeded in
increasing their competitiveness scores and decreasing the difference
relative to advanced countries. The countries of Central and South Eastern
Europe, to which Serbia belongs, have recorded an increase in their score by
0.3 on average, whereby the region of South Eastern Europe has achieved
poorer results. During the period 2005-2011, Serbia recorded an increase in
its score by 0.5, from 3.38 to 3.88. In 2011, Serbia was ranked 95th among
142 countries, with the score of 3.88. This is a decline relative to 2008 and
2005, when Serbia was ranked 85th with the scores of 3.38 and 3.90
respectively. However, this increase was not sufficient to improve Serbia?s
ranking, which shows that other countries were more successful. This faces
Serbia with the task to strengthen its efforts towards improving
competitiveness.

In the article the author considers the relevance of intercultural
understanding in the age of globalization and points out the role which
Gadamer?s hermeneutics plays in this context. First, the author presents the
main characteristics of globalization, taking into account Giddens?
understanding of the contemporary epoch as a radicalization of modernity and
Heidegger?s interpretation of the contemporary era as the ending of
metaphysics as nihilism. The author emphasizes that the question about
conditions of possibility of intercultural understanding becomes an important
question of philosophy in the situation of intensification of cross-cultural
encounters. Then he argues that Gadamer?s philosophical hermeneutics,
especially its conception of effective-historical consciousness, provides an
acceptable ground for explanation of possibility of cross-cultural dialogue.
As the author concludes, the importance of the ethics of finality is affirmed
in that way by hermeneutics in the contemporary world.

Development in recent years suggets that Regional Trade Agreements have
become a very prominent feature of the Multilateral Trading System and an
important trade policy instrument for WTO Members. Regional agreements can
play an important role in promoting trade and in fostering economic
development by increasing trade and FDI flows, and by integrating developing
countries into the world economy. However, the proliferation of regional
agreements and the development of complex network of preferential trade
relations known as the ?spaghetti bowl? phenomenon leads to trade diversion
which reduce economic efficiency. There is the need to multilateralize
regionalism. WTO rules could and should be modified to ensure that regional
agreements are designed and implemented so to complement the multilateral
process and not to undermine it. A step forward in that direction would be a
developing a WTO Action Plan on Regionalism.

In this paper, author deals with Heidegger's account of the modern age as the epoch based on Western metaphysics. In the first part of the paper, he shows that, according to Heidegger, modern interpretation of the reality as the world picture, is essentially determined by Descartes' philosophy. Then, author exposes Heidegger's interpretation of the turn which already took place in Plato's metaphysics and which made possible Descartes' metaphysics and modern epoch. In the second part of the paper, author explores Heidegger's interpretation of science and technology as shoots of very metaphysics. Heidegger emphasizes that the essence of technology corresponds to the essence of subjectivity and shows how the metaphysics of subjectivity subsequently finds its end in Nietzsche's metaphysics of the will to power, as the last word of Western philosophy. In the concluding part, author argues that the contemporary processes of globalization can be just understood as processes of completion of metaphysics. They can be identified as a global rule of the essence of technology. On the basis of Heidegger's vision of overcoming metaphysics, author concludes that it opens the possibility of a philosophy of finitude which points to dialogue with the Other as a way of resolving the key practical issues of the contemporary world.
