Dans les années 1990, la politique extérieure de l'Union européenne, qui s'était jusqu'alors limitée au reste de l'Europe occidentale, à la Méditerranée et aux anciennes colonies d'Afrique, des Caraïbes et du Pacifique (les pays ACP), changea radicalement. L'Amérique latine, absente durant les premières décennies, fit son apparition. Il est assez aisé d'établir un lien entre cette apparition et l'adhésion, cinq ans plus tôt, des deux pays ibériques, l'Espagne et le Portugal, à la Communauté économique européenne. En effet, ces adhésions donnèrent l'impulsion qui manquait aux relations bilatérales, et même si le renouveau des relations bi-régionales s'explique également par d'autres facteurs, il est indéniable que l'Amérique latine constitue un élément important de la politique européenne de l'Espagne. Reste à savoir si cet avantage est réel et, surtout, s'il est durable.

Résumé L'histoire de l'intégration est indissociable de l'histoire même de l'Amérique latine. Commencée par l'échec du morcellement initial, sauf au Brésil, elle est depuis une suite de tentatives avortées. La présence des États-Unis introduit une complication additionnelle et à l'alternative consolidation nationale/intégration régionale s'ajoute celle de l'intégration ou non des États-Unis (panaméricanisme contre latino-américanisme). Depuis la Seconde Guerre mondiale, le débat s'est précisé et enrichi d'expériences de plus en plus concrètes qui n'ont toutefois pas su apporter un élan décisif à l'intégration dans le continent. La fin de la guerre froide semble avoir donné un nouveau souffle tant au latino-américanisme avec le Marché commun des pays du Cône Sud, qu'au panaméricanisme avec l'Initiative pour les Amériques puis la Zone de libre échange des Amériques lancées par George Bush et Bill Clinton. S'il est difficile de savoir si les expériences actuelles connaîtront davantage de succès que les précédentes, elles prouvent au moins que, quelles que soient les conditions historiques, sociales ou économiques, les dirigeants latino-américains se remettent sans relâche à l'ouvrage inachevé, prouvant qu'il reste au cœur du débat politique dans la région.

Regional integration stimulated by the failure of the initial fragmentation, except in Brazil, has been a series of aborted attempts. The presence of the United-States adds an additional complication. Indeed, to the alternatives of national consolidation and regional integration must be added the possible integration of the United States (pan-Americanism vs. Latin-Americanism). The end of the Cold War seems to have given a new vitality both to Latin-Americanism, with the creation of Mercosur, and to Pan-Americanism with the Initiative for the Americas and the Free Trade Zone of the Americas launched by George Bush and Bill Clinton. While it is difficult to know whether the current experiments will be more successful than previous ones, they nevertheless testify to the fact that, regardless of the historical, social and economic conditions, Latin-American leaders go back to work without respite on the unfinished project, thereby proving that it remains at the center of the political debate in the region. Este articulo proporciona una vision critica de las relaciones entre Mexico y la Union Europea. Se divide en dos secciones. La primera destaca la escasa prioridad que tradicionalmente habia tenido America Latina para los paises europeos frente a la importancia politica que adquiere la region en la decada de los ochenta, y de la cual Mexico fue motor principal. La segunda seccion analiza las actuales relaciones, compara la estrategia mexicana de acercamiento a la UE con las seguidas por otros paises y concluye sobre la conveniencia de que Mexico adopte una vision mas politica en su accion para lograr un nuevo acuerdo con la UE.
