Дослідження присвячено висвітленню пріоритетів політики Європейського Союзу у сфері вищої освіти. На основі структурно-логічного аналізу документів ЄС, присвячених проблемам якості вищої освіти, схарактеризовано тенденції розвитку стратегій європейської спільноти щодо забезпечення якості викладання у вищій школі. Конкретизовано сутність ключових понять дослідження (якість вищої освіти, якість викладання у вищій школі). Висвітлено структуру та змістові характеристики стандартів забезпечення якості вищої освіти, прийнятих ENQA. Виокремлено та конкретизовано сутність політичного, адміністративного, науково-педагогічного та технологічного вимірів рекомендацій, поданих у документах ЄС щодо забезпечення якості викладання у вищій школі. З'ясовано актуальні напрями оновлення порядку денного ЄС у досліджуваній сфері, прийняті у 2017 р. ; The study is devoted to highlighting the priorities of European Union policy in the sphere of higher education. On the basis of structural and logical analysis of the EU documents devoted to the problems of higher education quality, the dynamics of development of Quality Assurance strategies in teaching in HEI is characterized. The analysis of the source of the study made it clear that the issues of ensuring the quality of teaching in higher education had become the subject of cooperation between the political and academic communities of the European region from the very first days of the existence of the EU. It is revealed that the problem of the quality of higher education and teaching excellence remains relevant in modern conditions. Through the terminological analysis of the content of international and national documents on higher education, the essence of key concepts of research (quality of higher education, quality of teaching in higher school) is specified. The structure of standards for quality assurance in higher education developed and adopted by ENQA in cooperation with other regional organizations, members of the E-4 Bologna Process Group is highlighted. It is shown that the Standards outline, first of all, the context, scope, purposes and principles for Quality Assurance (QA) in the European Higher Education Area. Three dimensions of standards are defined: 1) internal (institutional); 2) external (national, supranational); 3) standards for the quality assurance agencies. The political, administrative, pedagogical and technological dimensions of the recommendations presented in the modern EU documents on QA of teaching at the higher school are outlined. The urgent directions of the updated EU agenda on QA of higher education, adopted in 2017, were found: 1) tackling future skills mismatches and promoting excellence in skills development; 2) building inclusive and connected higher education systems; 3) ensuring higher education institutions contribute to innovation; 4) supporting effective and efficient higher education systems. Conclusions are made on deepening of interpretation of the essence of the problems existing in European higher education in EU documents. The trends consist in the transition from general political rhetoric to the need to ensure the quality of the educational process to a highly professional, holistic analysis of the mechanisms for solving the problem, which includes the characteristics of the external (political, economic, social, cultural) and internal (academic) contexts of the functioning of European higher education; generalization of the positive experience of national educational systems from the problem under study; development of European Standards and Recommendations on QA; scientific and pedagogical recommendations on the application of innovative forms and teaching methods, high-tech approaches to organization of the educational process; promotion of high quality teaching and formation of a system of continuous professional development of higher school teachers.

У дослідженні проаналізовано політичні документи ЄС, у яких системно відображено численні виклики й визначено стратегії модернізації вищої освіти в регіоні. Виокремлено такі виміри розгляду забезпечення модернізаційних перетворень у європейській ВО: політичний, адміністративний, науково-педагогічний, технологічний. Підкреслено важливість гармонізації українських стратегій модернізації вищої освіти з прийнятими в ЄС. ; In the study the EU policy documents, which systematically reflect the challenges and identify strategies for upgrading higher education in the region are analyzed. The following dimensions are considered in the consideration of providing modernization transformations in the European VO: political, administrative, scientific-pedagogical, technological. The importance of harmonization of the Ukrainian higher education modernization strategies with the EU has been emphasized.

У статті схарактеризовано пріоритети політики ЄС у сфері вищої освіти в контексті реалізації програми «Освіта та професійна підготовка 2020» (ЕТ 2020). Здійснено аналіз джерельної бази дослідження, завдяки якому доведено, що модернізаційний порядок денний у сфері вищої освіти постійно перебуває в центрі уваги ЄК та академічної експертної громади. Показано динаміку уточнення й конкретизації пріоритетів модернізації вищої освіти в межах реалізації програми ЕТ 2020. Виокремлено політичний, адміністративний, науково-педагогічний та технологічний виміри реалізації модернізаційних перетворень європейської вищої освіти, що реалізуються на наднаціональному, національному та інституційному рівнях. ; In the article the priorities of EU policy in the sphere of higher education in the context of the Program "Education and Training 2020" (ET 2020) are determined. The analysis of sources of research helped to prove that modernization agenda in higher education is the constant spotlight of the EU expert and academic communities. The dimensions of the modernization of European higher education (political, administrative, educational and technological) are determined and the levels of implementation of changes (supranational, national and institutional) are characterized. The analysis of the political priorities of the modernization of European higher education and generalizations of the experts on ways of implementing them allowed the author of the article to reach the following conclusion: the constant super-priority of the modernization of European higher education is the high quality, efficiency and compliance to urgent needs of society, economy, each individual. Increasingly pronounced is the problem of compliance of higher education with needs of the digital age, requiring a complex modernization of higher education, namely: 1) the development and continuous improvement of the system of digital competences of teachers, students, university administration; 2) formation at institutional, national and European level of infrastructure, which will enable a restructuring of the educational process through the application of innovative digital teaching and learning technologies; 3) formation of the open culture of change at different levels of functioning of educational system 4) the legislative support for the recognition of qualifications obtained through innovative digital educational technologies of (on-line, MOOCs, etc.); 5) sufficient investment programs of the modernization of European higher education; 6) the development and implementation of new approaches to quality assessment of higher education obtained through innovative digital educational technologies; 7) strengthening the relationship between education, research and business, the development of relationships within the "knowledge triangle", which provides innovative development of society.

У статті окреслено особливості впливу глобальної фінансово-економічної кризи 2008–2009 рр. на розвиток національних, субрегіональних та європейської регіональної системи вищої освіти у кризовий та посткризовий час. Подано порів¬няльні характеристики змін обсягів державного фінансування національних систем вищої освіти та студентських контингентів. Виявлено особливості впливу кризи на фінансове забезпечення навчальної та наукової діяльності, матеріальної інфраструктури університету, кадровий потенціал та платню за навчання. З'ясовано тенденції розвитку систем вищої освіти європейського регіону у контексті досліджуваної проблеми. Зроблено висновок про принципи, покладені в основу трансформації фінансування європейської вищої освіти: конкурентність, автономність, відповідальність, диверсифікація. ; The article deals with the peculiarities of the global financial-economic crisis of 2008–2009 influence on the development of national, sub-regional and European systems of higher education. The comparative characteristics of changes of the amount of state funding of higher education systems and student contingents are defined. The peculiarities of the crisis influence on the financial support of educational and research activities, university's material infrastructure, human resources and tuition fees are found out. The tendencies of development of higher education in the European region in the context of the research problem are determined. The main tendencies under consideration are: the growing differences between the level of funding of higher education in various European countries that threatens the existence the European Higher Education Area as a unity; becoming a norm limiting state funding of higher education in Southern and Eastern Europe; stabilization and growth of financing of higher education in Scandinavia, Western and Central Europe; growth of student contingents in most European countries; updating of state investment in the infrastructure of higher education; further regionalization (Europeanization) of competitive research funding in universities as a part of the program "Horizon 2020"; fundamental rethinking and restructuring of all areas of activities and aspects of the Higher School of European countries in order to optimize financial expenses and to diversify funding sources. The peculiarities of the development and strategy of reforming higher education in Ukraine are identified in the context of the research problem.

У статті схарактеризовано ключові елементи та суб'єкти використання відкритого методу координації як інноваційного механізму управління євроінтеграційними процесами у сфері вищої освіти. Окреслено спільні цілі європейської освітньої політики, що визначені Лісабонською угодою, та індикатори досягнень у рамках програм «Освіта і професійна підготовка 2010», «Освіта і професійна підготовка 2020». Виявлено інноваційні підходи до організації співпраці та взаємного навчання як елемента відкритого методу координації. З'ясовано особливості впливу доповідей Європейської Комісії та Ради Європи як інформаційно-аналітичного забезпечення відкритого методу координації на формування політичної волі до змін у європейській вищій освіті. ; The article is devoted to the analysis of the key elements and subjects of the Open Method of Coordination (OMC) as an innovative governance mechanism in the process of European higher education integration. The Lisbon Strategy objectives of the European education policy, indicators and benchmarks of the programs "Education & Training 2010", "Education & Training 2020" are characterized. Innovative approaches to pear learning as an element of the OMC are identified. The impact of information and analytical support for the OMC on the formation of the political will for change in European higher education is clarified. It is proved that an important trend in the definition of common objectives of European education policy is the consideration of interests of the region as a whole and each country individually. The use of the OMC enabled oncoming traffic of reform initiatives: a combination of «top-down» (the Council of Europe and European Commission as subjects of initiatives) and «bottom-up» (initiated by individual countries). The indicators and benchmarks of the programme «Education and Training 2020» are proved to be flexible and differentiated according to the characteristics of each EU member state. The peculiarities of the cooperation and pear learning, in particular the use of the cluster approach, which allows to attract to the interaction a wide range of stakeholders, especially representatives of political, educational and scientific communities of the EU Member States, the EC experts and non-governmental organizations are characterized. It is determined that the information and analytical support of European education policy development through the system of CE and EC reports provides considerable incentive for voluntary implementation by the EU member states of education transformations recommended by the Council of Europe and European Commission. The CE and EC reports are international comparative studies that include serious arguments, form the political will of national governments to implement reforms on the basis of agreed solutions.

У дослідженні проаналізовано сутність Болонського процесу як складної багатоаспектної сукупності реформаційних процесів у сфері вищої освіти, що відбуваються на наднаціональному, національному й інституційному рівнях. Схарактеризовано політичний, соціальний, академічний і культурний виміри змін, що здійснюються в рамках Болонського процесу. Зроблено висновки про позитиви та негативи Болонських реформ у кожному з досліджуваних вимірів. ; The study analyzed the essence of the Bologna process as a complex multidimensional set of reform processes in the field of higher education that take place at the supranational, national and institutional levels. The political, social, academic and cultural dimensions of the Bologna process are described. Conclusions are made on the positive and negative aspects of the Bologna reforms in each of the investigated dimensions.

У статті схарактеризовано цільові пріоритети та механізми модернізації європейської вищої освіти у контексті реалізації стратегії «Європа 2020», проаналізовано змістові особливості новітніх програмних документів Європейського Союзу, що мають на меті підвищення інноваційного потенціалу вищої освіти, її конкурентоспроможності на глобальному ринку освітніх послуг. ; In the article the key priorities and mechanisms of the European higher education modernization in the context of the implementation of the strategy "Europe 2020"are characterized, the substantial features of the latest European Union policy aimed at enhancing the innovation capacity of higher education and its competitiveness in the global market for educational services are analyzed.

У дослідженні схарактеризовано широку сукупність глобальних чинників, що здійснюють найбільш суттєвий вплив на розвиток вищої освіти в умовах сучасного суспільства, а саме, суспільно-політичні (процеси політичної та економічної глобалізації, регіоналізації); суспільно-економічні (розвиток економіки знань та перетворення університету на складову національної інноваційної системи); науково-технологічні (розвиток мережевого суспільства, ІКТ, становлення нової теорії навчання) та культурно-освітні чинники впливу (інтернаціоналізація, масовізація та диверсифікація освітніх систем). ; The study describes a wide range of global factors that have the most significant impact on the development of higher education in today's society, namely socio-political (processes of political and economic globalization, regionalization); socio-economic (development of knowledge economy and transformation of the university into the component of the national innovation system); scientific and technological (development of a network society, ICT, the formation of a new theory of learning) and cultural and educational factors of influence (internationalization, massification and diversification of educational systems).

Констатовано, що стратегія має комплексний характер, спрямована на вирішення проблеми формування інноваційних умінь сучасного фахівця як на рівні міжнародної економічної та освітньої політики, комплексних державних політичних ініціатив, так і адміністративних рішень, що приймаються на рівні окремих виробничих фірм, державних установ та освітніх організацій. ; The study describes the essence of the Strategy for the Development of Skills initiated by the OECD. It was stated that the strategy is complex, aimed at solving the problem of forming the innovative skills of a modern specialist both at the level of international economic and educational policy, of complex state political initiatives, and of administrative decisions taken at the level of separate production companies, state institutions and educational organizations

Схарактеризовано орієнтири інноваційного розвитку у сфері освітньої політики для держав – членів ОЕСР. Проаналізовано портфель моделей розвитку школи завтрашнього дня, розроблений фахівцями Організації Економічного співробітництва та розвитку в рамках програми «Schooling for Tomorrow». Розглянуті моделі політичних інновацій у сфері шкільництва об'єднано у три групи. У першій з них представлені варіанти еволюційного розвитку існуючої освітньої парадигми, тобто зроблена екстраполяція на майбутнє існуючого «status quo» у трьох можливих варіантах. У другій групі спрогнозований суттєвий якісний розвиток школи як соціального інституту, який набув нової динаміки та принципово нових ознак (визначений як «рескулізація» – відродження школи). Третя група моделей змальовує перспективу суттєвого занепаду формального шкільництва («дескулізація»). ; The guidelines for innovative development in the field of educational policy of OECD member states are described. The portfolio of models of development of the school, developed by the specialists of the Organization for Economic Cooperation and Development within the framework of the program "Schooling for Tomorrow", was analyzed. The considered models of political innovations in the field of schooling are grouped into three groups. The first of them presents variants of evolutionary development of the existing educational paradigm, that is, an extrapolation to the future of the existing "status quo" is made in three possible variants. In the second group, the significant qualitative development of the school as a social institute, which has gained new dynamics and fundamentally new features (defined as "re-schooling" - the revival of the school), is projected. The third group of models outlines the prospect of a significant decline in formal schooling ("de-schooling").

Автором публікації проаналізовано основоположні глобальні тенденції розвитку сучасної вищої освіти: глобалізація, інтернаціоналізація, масовізація та регіоналізація. Здійснено порівняльний аналіз двох провідних стратегій модернізації європейської вищої освіти: Болонського процесу та Лісабонської стратегії Європейського Союзу. В контексті з'ясування тенденцій розвитку європейської вищої освіти схарактеризовано основні напрями реформування педагогічної освіти у регіоні. ; The author of the publication finds out the basic global trends in the development of modern higher education: globalization, internationalization, massivization and regionalization. A comparative analysis of two leading European higher education modernization strategies: the Bologna Process and the Lisbon Strategy of the European Union. In the context of finding out trends in European higher education, the main directions of reforming pedagogical education in the region are described.

У статті підведено підсумки великого порівняльно-педагогічного дослідження, в якому з'ясовуються тенденції реформування середньої освіти розвинених англомовних країн у 90-х рр. ХХ − на початку ХХІ ст. Виокремлено політичний, структурний, символічний та людський виміру розгляду результатів реформ і, відповідно, недоліків їх реалізації. ; The article summarizes the results of the large research in the sphere of comparative education, which reveals trends in the reforms of secondary education in developed English-speaking countries in the 90's. XX - early XXI century. The political, structural, symbolic and human dimensions of the consideration on the results of reforms and, correspondingly, the shortcomings of their implementation, are singled out.

Охарактеризовано чотири виміри реалізації освітніх реформ: політичний, структурний, символічний (культурний) та людський. ; The article is devoted to the analyses of the main characteristics and dimensions of educational change. Two paradigms of educational change process are looked through: the rational-structural and the strategically-systemic.
