Two explanations of the relevance of the increase in the number of black politicians & administrators in the South are explored -- equity relevance, which argues that where there are large numbers of blacks, there should be large numbers of black public officials; & political relevance, which argues that a political agenda reflects black concerns where blacks reach positions of authority -- using rankings of important problems collected via a survey of 122 black & white public officials in 1987 in eastern NC, a traditionally rural region. Blacks see a larger number of problems & a lower degree of government effectiveness in addressing them than do whites. Black local officials are thus coming to office seeking a different, expanded government agenda. The increase in black local public officials thus has the potential of remaking southern local politics, since these officials will be seeking solutions to different problems than those that traditionally white-dominated local governments have addressed in the past. 1 Table, 2 Figures, 15 References. The authors place reinventing government (REGO) efforts in the context of mayor-council municipalities. After briefly reviewing the emerging body of local government research on reinventing government, they address two principal research questions: First, what are the correlates and extent of REGO actions by managers, mayors, and city councils? Second, what is the nature of REGO interactions among managers, mayors, and councils? Employing two International City Management Association data sets, the authors conclude that although managers may be the prime movers of REGO in U.S. municipalities, they can only accomplish what their community, governmental, and political environments permit.
