Recent European Disability Policy provides a framework for political action for all member states of the European Union. Even though European countries are confronted with different starting points in their disability policy all countries face the challenge to implement changes that affect existing structures and routines of service provision. This article describes some of the difficulties of implementing reforms in the field of intellectual disability in Germany. The New Institutional Approach in Organisational Analysis is used to explain why a reduced understanding of quality assurance does not lead to modernisation of service structures. It is outlined how quality assurance and quality development can be conceptualised as a knowledge‐based approach to evaluate and improve institutionalised routines in services organisations and local organisational fields.

Zusammenfassung
Der Beitrag stellt Ergebnisse empirischer Untersuchungen zu den Feldern der Behindertenhilfe, Pflege und Sozialpsychiatrie zur Diskussion, die im Rahmen des zweijährigen Forschungsprojekts KoKoP durch eine Forschungsgruppe des ZPE der Universität Siegen durchgeführt wurden. Diese bestätigen Annahmen über Sektoralisierungsprobleme in der Erbringung von Unterstützungsleistungen im Einzelfall, aber auch auf der Ebene des kommunalen Angebotssystems. Sektoralisierungsphänomene ergeben sich vor allem aus leistungsrechtlichen Zuordnungen, fest verankerten fachlichen Annahmen, Berufsgruppenprofilen sowie aus praktizierten Routinen der jeweiligen organisationalen Felder, die in den ihnen zugehörigen Organisationen institutionalisiert sind. Abschließend werden Implikationen für die kommunale Planungspraxis dargestellt sowie weitergehender Forschungsbedarf skizziert.
Abstract: Results from Empirical Studies on Local Fields of Disability Services, Long-Term Nursing Care and Mental Health Services
This paper presents results from empirical studies on local fields of disability services, long-term nursing care and mental health services which were carried out by a research group of the ZPE, University of Siegen. Results support assumptions about sectoralization problems in the provision of services at both individual and service system level. Sectoralization phenomena stem primarily from the assignment of services to legal categories of funding systems, from taken-for-granted assumptions in use, but also from professional traditions and routines practiced in each field. Finally, challenges and options for local communal planning practice are presented, while further research needs are outlined.

Die Behindertenpolitik und die Hilfen für Menschen mit Behinderung stehen vor neuen Herausforderungen. Der Schutz vor Diskriminierung als internationales Leitbild sowie neue Rechtsnormen, wie etwa die UN-Konvention über die Rechte behinderter Menschen, fordern die Weiterentwicklung der etablierten institutionellen Hilfearrangements. Örtliche Teilhabeplanung steht für einen systematischen Handlungsansatz, mit dem die Herausforderungen an die Behindertenhilfepolitik als lernorientierter und partizipativer Prozess im örtlichen Kontext unter Federführung der Kommunen schrittweise umgesetzt werden kann. Dieser Sammelband stellt theoretische Überlegungen und Praxiserfahrungen vor, an denen sich die örtliche Planungspraxis orientieren kann.

The project was implemented from January 2019 to December 2020 by the Centre for Planning and Evaluation of Social Services (ZPE) / University of Siegen in cooperation with the district administration of Siegen-Wittgenstein. The project pursued the goal of developing an updated data basis as well as cornerstones for decentralised integrated local planning and coordination of the social infrastructure for people with disabilities, people with mental illnesses and people with care needs. This includes both the social services and facilities in the three areas as well as support structures that complement service provision.

The United Nations Convention on the Rights of Persons with Disabilities is a major human rights instrument of the United Nations with the goal of ensuring protection of rights of persons with disabilities. In Article 33, 'National implementation and monitoring' establishes, among other things, that States Parties shall implement the Convention and establish or designate a coordination mechanism at government level. This article aims to show the results of implementing Article 33 in Andalucía (Spain) in the context of the European project 'Planning Inclusive Communities' led by the University of Siegen (Germany). The methodology used in this study was based on a comparative analysis of data obtained through a series of surveys addressed to local governments in different European regions. This article shows the results obtained in Andalucía region where the Convention is disseminated in various formats, at local levels it shows a low presence, because ratification have neither led to a legal obligation at lower state levels. Local managers showed disregard for the principles of the Convention and its practical application. This lack of information at local level influences the methods that Spanish occupational therapists (OT) use with persons with disabilities in occupational centers (OC). ; La Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad es un importante instrumento de derechos humanos que tiene como objetivo garantizar la protección de los derechos de las personas con discapacidad. Este artículo muestra los resultados obtenidos en la región de Andalucía, en la cual la Convención se difunde en una gran variedad de formas. A nivel local, la Convención se muestra con una presencia baja debido a que la ratificación no ha conllevado una obligación legal en los niveles administrativos más bajos. Los gerentes locales mostraron un cierto desconocimiento de los principios de la Convención de las Naciones Unidas y su aplicación práctica. Esta falta de información a nivel local influye en los métodos que los terapeutas ocupacionales (TO) españoles utilizan con las personas con discapacidad en los centros ocupacionales (CO).

The UN Convention on the Rights of Persons with Disabilities (CRPD) obliges States Parties to respect, protect and fulfil the rights of person with disabilities. The Republic of Ghana ratified the CRPD in 2012 and started to adopt legislative and policy measures for its implementation at all government levels. But how are these legislative and policy measures being taken up in Ghanaian districts? Which approaches for a local implementation of the CRPD prove to be effective in Ghana? These and further questions were addressed by researchers of the Department of Social Work at the University of Ghana and the Centre for Planning and Evaluation of Social Services (ZPE) at University of Siegen, Germany in a Pilot Project at Suhum Municipal, in the Eastern Region of Ghana, implemented between July 2017 and June 2018. This report presents the findings of a qualitative baseline study on support systems and social service arrangements for persons with disabilities in Suhum, which was conducted in late 2017 as part the pilot project.

Potentials of Coordination for Local Politics of Care, Disability and Mental Health Service The aim of the research project was to explore possibilities for municipalities to optimize the local design of participatory services in nursing, assistance for the disabled and mental health in interaction with relevant local actors. Using the example of the district of Siegen-Wittgenstein, the research project investigates possible sectoralisation phenomena, cooperation needs and coordination potentials in these fields. The results support assumed sectoralisation problems, arising mainly from the legal allocation of services to legal funding systems, professional assumptions, occupational groups and routines practiced in the fields, which are firmly institutionalized in the respective organizations. Recommendations include integrated coordination and planning efforts that link the various regional levels of action and fields, and the creation of several so-called 'local participation centers' in the district in order to foster despecialisation and strengthen socio-spatial orientation.

Am Beispiel der Pflege, Behindertenhilfe und Sozialpsychiatrie werden Sektoralisierungsphänomene örtlicher Hilfesysteme dargestellt. Diese führen u.a. zur unzureichenden Versorgung von Leistungsberechtigten mit 'komplexem', feldübergreifendem Bedarf. Die Nutzer_innen Sozialer Dienste benötigen eine umfassende, leistungsbereichsübergreifende Beratung, die in räumlicher Nähe verfügbar ist. Vorgeschlagen wird die Schaffung von 'örtlichen Teilhabezentren' als dezentrale übergreifende Anlaufstellen.
