As famous as the quotation by Lawrence Lessing "Code is law", the sentence by David Clark at a meeting at the IETF in 1992 "We reject kings, presidents and voting, we believe in rough consensus and running code" became a "motto for Internet standardization" (Russell, 2006) that invites us to have a look at the past relationships and intertwinements between networks design and governance. From the 1970s topics related to distribution and openness have become key in networks infrastructures, while complementary issues related to asymmetries and multi-stakeholderism (Raymond and DeNardis 2015) have been emphasized in the 1990s and 2000s, and notably during the WSIS in Tunis and Geneva. Research related to Internet governance (Mueller and Badiei, 2020; Musiani, Schafer, 2021) has also brought to the table strong issues related to agencies, privacy, and many others that have strongly followed the development of networks and their uses as well as controversies related to net neutrality or information flows for example (DeNardis, 2020). This presentation will go through several historical case studies and rethink them through the lens of infrastructure design and governance, from Arpanet in the 1970s, XNS and then the OSI (Russell, 2014), to web archives (Schafer, Winters 2021) and research infrastructures today, through past designs and attempts, related to the Web and Xanadu, the Minitel (Schafer, Thierry, 2012; Mailland, Driscoll, 2017), platforms like Wuala (Musiani, 2022) and Wikipedia (Cardon and Levrel, 2009). This will allow us to explore some notions and approach related to closure, secret, incentives, empowerment, while finally moving from "governance" to "good governance" and its challenges.

This roundtable, which is organized by the WARCnet network and chaired by Valérie Schafer (C2DH, University of Luxembourg), aims to shed light on the issues, challenges, values and limits of web archiving during the COVID crisis. It will combine analysis by web archivists and scholars and entwine analysis of web archiving practices and preserved web content, in order to address several key issues related to the conference, such as the "silences" and "noises" of these archives. The first part of the roundtable will focus on web archives collections that have been created during the COVID-19 crisis by many institutions throughout Europe. Friedel Geeraert (The State Archives of Belgium and the Royal Library of Belgium) will provide a short comparative overview of the strategies of web archiving institutions in Europe, that the team documented through an oral history campaign, while Nicola Bingham (The British Library, UK) will offer more precise overviews of the collections that were gathered respectively by the UK Web Archive and the IIPC (International Internet Preservation Consortium). Claude Mussou (Ina THEQUE, France) will explore the archiving of Twitter at the Institut national de l'audiovisuel (France). Niels Brügger (Aarhus University, Denmark) and Jane Winters (SAS, University of London) will then discuss memories and heritage of the COVID-crisis through the lens of these web archives. Finally the last part will focus on research approaches, notably close and distant reading, and the collective and individual traces, social and political expressions at stake in these web archives: Valérie Schafer will comment on the distant reading approach within these archives. Sophie Gebeil (Aix-Marseille University, France) will underline issues related to "carers" and social struggles. Valérie Schafer will also briefly mention the gendered approach of the COVID crisis that the working group is currently conducting. This roundtable will be followed by a discussion with the audience in order to deepen the topics that are at the core of the conference, whether it be loss, preservation, the political "we", feelings, etc.

Descriptif de la journée Le vendredi 18 octobre 2019, les Archives de l'État et la Bibliothèque royale (KBR) vous emmèneront dans l'univers complexe de l'archivage du web, lors d'un colloque sous le thème « Saving the web : the promise of a Belgian web archive ». Pourquoi le web belge devrait-il être archivé ? Quel contenu du web belge est/sera sauvegardé ? Qu'est-ce au fond, le web belge ? Quels instruments sont utilisés pour archiver le web ? Comment le contenu est-il sauvegardé ? Comment peut-on avoir accès aux archives du web ? Quels sont les besoins des utilisateurs en matière d'archives du web ? Qu'en est-il de l'archivage du web à l'étranger ? Quels sont les aspects juridiques que les Archives de l'État et la Bibliothèque royale doivent prendre en compte ? Depuis 2017, les Archives de l'État, la KBR, les universités de Gand (Research Group for Media, Innovation and Communication Technologies ; Ghent Centre for Digital Humanities) et de Namur (Research Centre in Information, Law and Society) et la Haute-École Bruxelles-Brabant (Unité de Recherche et de Formation en Sciences de l'Information et de la Documentation) développent une stratégie pour l'archivage du web au niveau fédéral, dans le cadre du projet de recherche PROMISE. Les chercheurs de ce projet, qui est financé par le SPP Politique scientifique (Belspo), auront le plaisir de présenter les résultats de leurs travaux lors d'un colloque consacré à l'archivage du web. Entre-temps, ils continuent à mettre en place et à tester une plateforme d'accès, ils contrôlent la qualité des informations archivées et ils analysent en profondeur les aspects juridiques des modalités de consultation des archives du web. Après l'été, la stratégie sera présentée au comité de direction des Archives de l'État et de la KBR, et ensuite, des procédures concrètes seront élaborées.

Making use of resources such as web archives recovered through the Wayback Machine, newsgroups, oral interviews, state reports, press and audio-visual archives, this chapter describes the relationship between the French state and the web in the second half of the 1990s at di erent levels, highlighting cultural impediments and state impetus towards the web, legal issues and the heritage of the Minitel. It finally analyses government involvement, at the end of the decade, in the development of a 'French webosphere', how its designers perceived the role of a website, and how users and their needs were understood.

Dans les années 1970 naissent deux projets de réseaux de données européens soutenus par la Communauté Economique Européenne, EIN et Euronet. Si ces réseaux permettent des échanges féconds entre centres de recherches et une convergence technique certaine, les enjeux européens n'effacent pas les rivalités nationales et la concurrence entre les pays. Alors qu'en 1972 est organisée la première démonstration publique d'Arpanet, qu'en 1974 Robert Kahn et Vinton Cerf conceptualisent le protocole TCP/IP, qui assurera une partie du succès de ce qui deviendra l'internet, les centres de recherche européens ne restent pas à l'écart des études sur les réseaux de données et sont impliqués dans les réflexions sur la commutation de paquets. Les liens entre Cyclades, projet de réseau à commutation de paquets lancé à l'IRIA en 1971, et Arpanet ont été abordés dans un article précédent, mais ceux de l'équipe française avec les autres pays européens contribuent aussi à éclairer l'histoire des politiques et échanges scientifiques. Ils permettent d'analyser les stratégies de promotion des recherches nationales au sein des actions européennes, en particulier celles de la France, très active dans la définition du réseau EIN (European Informatics Network) tant sur le plan technique qu'industriel. Ils mettent aussi en évidence les jeux d'acteurs, à travers notamment les relations franco-anglaises, et les tensions en France entre monde de l'informatique et des télécommunications sur les choix à adopter. En effet, le lancement d'un second réseau, Euronet, qui offre une place cette fois prépondérante aux administrations des télécommunications, révèle des dissensions déterminantes au plan européen mais aussi français.

How has the Internet come about in Europe? How did the "network of networks" and ICTs become political stakes for EU institutions? This chapter proposes to shed light on facts, limits and tensions of the building of a political Union in the ICT regulation field. It analyses the role of various stakeholders, from technical experts to ordinary citizens, according to an historical approach structured around three key notions: appropriating, governing and using the Internet. By studying a relatively long period (from the 1970s to the early 2010s), and by observing the Internet as a tool for both internal consolidation, and for asserting the EU on the international stage, we intend to map out the main features and trends that structure the European relationship to the "network of networks". We thus show that the Internet's political dimension encompasses numerous and heterogeneous issues in the European context.
