In Iran were in June elections and thus the replacement of President Ahmadinejad. Iran's strongest opponents in the nuclear dispute, the US and Israel had even just elected new governments in their offices. This new constellation led as early as spring 2013 to a less aggressive rhetoric towards Iran, as it was even during the election campaigns in the fall of 2012 the fall. Environmental policies of providers of international finance – namely the World Bank, export credit agencies, and Equator Principles banks – provide interesting cases within which to study the power of business not as only an input to the political process or as a constraint on politics, but also as a conduit for both state and non-state actors.This paper shows how targeting financial actors has allowed NGOs to transform their rather weak discursive power base into instrumental power over business actors in other sectors. NGOs have channeled their power through states, consumers, and financial institutions; this has allowed them to augment discursive power over their targets with additional indirect, yet more immediate, forms of structural and instrumental power. As a consequence of both direct and indirect NGO pressure, financial institutions have adopted environmental policies. This article posits a theoretical explanation of the underspecified power relationships in NGO strategies that allow NGOs to exploit weak links in commodity chains for their campaigns.This paper argues that financial institutions wield considerable structural power through their ability to control access to finance. It is particularly this power base which has made them prime targets for NGOs campaigning for the greening of infrastructure development projects. As a consequence of NGO pressure, financial institutions have adopted environmental policies which in turn have provided the World Bank and Equator banks with additional sources of discursive power.

Im vorliegenden Beitrag werden drei neuere Beispiele transatlantischer Umweltpolitik beschrieben und hinsichtlich der darin auftretenden Konflikte zwischen den USA und der EU diskutiert: der internationale Klimaschutz, die Umweltstandards für Exportkreditagenturen und die Regulierung gentechnisch veränderter Organismen (Genetically Modified Organisms - GMOs). Die Konflikte resultieren in erster Linie aus der Tatsache, dass es sich hier um politische Querschnittsaufgaben im Rahmen wirtschaftlicher Globalisierung mit enormem Einfluss auf andere Politikbereiche handelt. In der Klimapolitik geht es z.B. um den Schutz des weltweiten Ökosystems, jedoch ist Klimapolitik zugleich auch Energie-, Transport-, Infrastruktur-, Industrie- und Wirtschaftspolitik. Der Klimawandel wirft darüber hinaus grundlegende Fragen nach dem Verhältnis der Länder des Südens und Nordens, der Generationengerechtigkeit und der Zukunft des kapitalistischen Wirtschaftssystems auf. Die internationalen Umweltstandards für Exportkreditagenturen erlauben wiederum den Eingang der Ökologie in internationale Investitionsentscheidungen und dienen u.a. dazu, faire Konkurrenzbedingungen herzustellen. Die Regulierung von GMOs versucht schließlich, Risiken dieser neuen Technologie für Mensch und Umwelt zu minimieren, wobei diese Regeln aber auch als nicht-tarifäre Handelshemmnisse wirken können. Die Autoren skizzieren zunächst die Bedingungen und die Bedeutung einer Führungsrolle in den transatlantischen Umweltbeziehungen. Die Rollenverteilung zwischen USA und EU verdeutlichen sie dann anhand der drei Fallbeispiele und stellen ihre Relevanz für die Zukunft des transatlantischen Verhältnisses im Umweltbereich heraus.
