"Ohne Zweifel sind die USA und die EU die beiden politischen 'Global Player', die zur Diffusion der Biometrie als Sicherheitstechnologie ganz erheblich beigetragen haben. Als Repräsentanten zweier politischer und wirtschaftlicher Großräume haben sie - durch politische Entscheidungen, Gesetze und Verordnungen, Förderung von Forschung, Entwicklung und Feldtests, Anstöße zu intensivierten Standardisierungsbemühungen - die rechtlichen und organisatorischen Rahmenbedingungen ebenso geschaffen wie zur Verbesserung der technischen Machbarkeit beigetragen. As in all democratically constituted states, scientific policy advice to the legislature in the U. S. is faced with the challenges of this time: What can good advice look like given the rapidly developing new technologies and their far-reaching implications for society? Despite decades of collaboration between consultants and advisors, mutual trust must be won over and over again. Against this background, it is particularly interesting to take a closer look at current developments in the U. S.: Timothy M. Persons, GAO's Chief Scientist, gives insights into the work of the U. S. Government Accountability Office (GAO), which advises the U. S. Congress. It becomes clear that balanced results of technology assessment and other GAO products arise when not only the majority but also the minority party is heard when prioritizing congressional inquiries. The research questions must be impartial and meet congressional requirements. The interview was conducted by Constanze Scherz (ITAS-KIT).

Trotz internationalem Terrorismus, extremen Wetterereignissen und wirtschaftlichen Krisensymptomen ist die Reiselust der Deutschen nicht nachhaltig beeinträchtigt. Das globale System Tourismus scheint sich – auch unter dem Einfluss von Strukturbrüchen und Krisen – flexibel an die Wirklichkeit der Risikogesellschaft zu adaptieren und wird seinem Ruf als Boombranche gerecht. Wie aber sieht die Zukunft des Tourismus aus? Kann er der Vision einer Leitökonomie des 21. Jahrhunderts auch weiterhin gerecht werden? Die Autoren skizzieren in diesem Band mögliche Entwicklungspfade und Zukünfte des Tourismus und erörtern hierauf bezogenen Forschungs- und Handlungsbedarf. Im Mittelpunkt stehen dabei drei thematische Felder von hoher Relevanz: Die Implikationen des soziodemografischen Wandels für den Tourismus; die Einflüsse, die von der EU-Erweiterung auf den Tourismus und die Strategien der Reiseanbieter ausgehen; sowie Fragen der Sicherheit – hier geht es u.a. um die Wahrnehmung und Kommunikation von Risiken mit ihren Auswirkungen für Reiseentscheidungen und um Konzepte der Krisenprävention und des Krisenmanagements auf Seiten der nationalen wie der internationalen Akteure
Dealing with long-term and cross-cutting issues poses a number of challenges to established routines and the organisation of governments and parliaments based on the division of labour: Long-term social development trends and long-term effects of political measures must be identified and taken into account. Political action must be coordinated between a large number of affected departments. A high degree of coordination with social interest groups is necessary if long-term political goals are to be realised. Subject and objective of the study The TAB project, which was commissioned by the Committee on Education, Research and Technology Assessment and started on 5 July 2000, pursued the question of which procedures and forms of institutionalisation (e.g. interdepartmental programmes, creation of specialised scientific institutions, commissions of enquiry, councils of experts, forums for communication between politics and society) are chosen by European parliaments and governments in dealing with long-term and cross-cutting issues in order to meet the challenges mentioned. Die Bearbeitung von Langzeit- und Querschnittsfragen stellt eine Reihe von Herausforderungen an die etablierten Routinen und die arbeitsteilige Organisation von Regierungen und Parlamenten: Es müssen langfristige gesellschaftliche Entwicklungstrends und langfristige Effekte von politischen Maßnahmen identifiziert und berücksichtigt werden. Politisches Handeln muss zwischen einer Vielzahl betroffener Ressorts abgestimmt werden. Ein hohes Maß an Abstimmung mit gesellschaftlichen Interessengruppen ist erforderlich, wenn langfristige politische Ziele verwirklicht werden sollen. Gegenstand und Ziel der Untersuchung Das im Auftrag des Ausschusses für Bildung, Forschung und Technikfolgenabschätzung am 05. Juli 2000 begonnene TAB-Projekt verfolgte die Frage, welche Verfahren und Formen der Institutionalisierung (z.B. ressortübergreifende Programme, Schaffung spezialisierter wissenschaftlicher Einrichtungen, Untersuchungskommissionen, Sachverständigenräte, Foren der Kommunikation zwischen Politik und Gesellschaft) von europäischen Parlamenten und Regierungen in der Bearbeitung von Langzeit- und Querschnittfragen gewählt werden, um den genannten Herausforderungen gerecht zu werden. Ergänzend zu einem Ländervergleich im Hinblick auf Nachhaltigkeitspolitik in Europa wurde vom TAB eine Bestandsaufnahme zu den in einer Reihe von europäischen Ländern bei den nationalen Parlamenten geschaffenen Beratungseinrichtungen für Technikfolgenabschätzung erarbeitet. The interaction between science and policy is affected by increasingly dissolving boundaries whereby a number of issues arise, such as, what should political advice for national parliaments consist of in the face of global socio-technical developments? The Internet of Things in relation to Big Data resulting in enormously fast analysis of huge amounts of data, accelerates the dissolution of boundaries between science, society and policy at global level. This type of "globalization" raises questions that concern very diverse and intimate areas of life, ranging from food to health to work automation. How can access to science and technology in very different societal settings can be enabled, while also accounting for global developments? The article deals with the assumption that global effects of science and technology as well as global challenges lead to an urgent need to develop methodologies for analyzing and also shaping these developments. Under the umbrella term "Global Technology Assessment" (Global TA) it is argued that the problem-oriented, interdisciplinary methodology of technology assessment offers a promising frame to deal with cultural and ethical questions in relation to emerging technologies. We examine the concept of responsible research and innovation (RRI) in Germany in the context of national science, technology and innovation (STI) as well as its legal and normative framework in relation to ethics and societal engagement and compare the results to similar international research. Our analysis shows that responsibility plays a central role in research practice guided by research ethics standards and societal grand challenges. Consequently, there is a significant increase in demands for inclusion and engagement of a wider stakeholder spectrum in STI. Compared to other countries, the concept of RRI in Germany is increasingly superseded by that of sustainability. We argue that responsibility and sustainability are conceptually close and highly interchangeable in the German national debate. We conclude with basic recommendations for greater clarity in research on responsibility and sustainability and the aims of ethics and societal engagement.
