Die vorliegende Analyse befasst sich eingehend mit den am neuen Geldmarkt des Euro-Währungsgebiets getätigten Geschäften sowie mit den Bestimmungsgründen der Zinsbildung. Durch eine nur marginal modifizierte Taylor Regel wird in einer empirischen Analyse versucht, die tatsächliche Entwicklung des EONIAs für das Euro-Währungsgebiet sowie für einige Mitgliedstaaten nachzubilden. Die gefundenen Ergebnisse zeigen ein gemischtes Bild. In einer weiteren Analyse wird dann eine Beziehung vom Typ der Taylor Regel mittels der Kointegrationsanalyse geschätzt, wobei man Taylor-Zinssätze erhält, die erheblich besser an den EONIA angepasst sind.
The dissertation elaborates on topics that are related to (i) intergenerational transfers of wealth and to (ii) how government ideology and elections influence outcomes (income inequality and budget consolidation) and political processes (fiscal planning and policy advice). The dissertation consists of six studies. The first study investigates the determi-nants of inter vivos transfers of firm ownership. The results show that owners of larger firms, and firms with strong current business conditions, transferred ownership at higher rates than others. Inter vivos transfer rates also rose following a 2009 tax reduction on transfers of business assets. The second study delves into how the 2009 transfer tax re-form influenced individual inter vivos transfers in Germany. The results do not show that the reform influenced transfers within the nuclear family, whereas transfers to close relatives and to unrelated recipients increased by about 30 percent. The third study de-scribes how government ideology and globalization were associated with top income shares in OECD countries. The fourth study shows that German state politicians' and governments' words differed from actions regarding budget consolidation and the Ger-man debt brake. The fifth study describes how government ideology and upcoming elections influenced fiscal planning in German states. The results show that East German state governments underestimated the size of government in pre-election years. The sixth study investigates how ideological positions of German economic research insti-tutes influenced policy advice in the Joint Economic Forecast.
I investigate how government ideology and globalization are associated with top income shares in 16 OECD countries over the period 1970 to 2010. I use the new World Top Incomes Database. Globalization is measured by the KOF index of globalization. The results show that the top 1% income share increased more under rightwing governments than under leftwing governments. The effect was stronger when globalization proceeded more rapidly.

Dabei wird mit annahmegestützten Modellrechnungen aus heutiger Sicht eine Bandbreite für sich abzeichnende haushaltspolitische Langfristrisiken aufgezeigt. Simuliert werden öffentliche Ausgaben, die von der demographischen Alterung aller Voraussicht nach besonders betroffen sein werden. Rechtsstand ist der Jahresanfang 2013. Gemäß dem Langfrist-Indikator S2 beläuft sich die Tragfähigkeitslücke in der optimistischen Variante auf 0,6% und in der pessimistischen Variante auf 3,1% des BIP. This paper investigates how government ideology and globalization are associated with top income shares in 17 OECD countries over the period 1970 to 2014. We use top income shares of the World Wealth and Income Database (WID). Globalization is measured by the KOF index of globalization. Static and dynamic panel model results show that the top income shares increased more under rightwing governments than under leftwing governments. The ideology-induced effect was stronger when globalization proceeded more rapidly. Globalization was positively correlated with income shares of the upper-middle class (P99-P90), but negatively with income shares of the rich (top 1%) in the overall sample. We show that the relationship differs between AngloSaxon countries and other OECD countries. Globalization was more pro-rich in AngloSaxon countries than in other OECD countries. Government ideology does not turn out to have a statistically significant effect on top income shares in Anglo-Saxon countries after the 1980s, whereas ideology-induced differences in the distributional outcomes continued in other OECD countries.

We examine whether German state governments manipulated fiscal forecasts before elections. Our data set includes three fiscal measures over the period 1980-2014. The results do not show that electoral motives influenced fiscal forecasts in West German states. By contrast, East German state governments underestimated spending in pre-election years (compared to other years) by about 0.20 percent of GDP, tax revenues by about 0.36 percent of GDP, and net lending by 0.30 percent of GDP. Predicting low levels of spending and tax revenues, East German state governments thus underestimated the size of government in pre-election years.
