Die Studie zur Reichsschulpolitik ist verwaltungsgeschichtlich angelegt. Im Zentrum steht die Abteilung für Bildung und Schule im Reichsministerium des Innern, die 1919 eingerichtet und 1934 aufgelöst wurde. Die Studie folgt zwei Fragestellungen: 1. Inwieweit gelang es dem Reich, schulrechtliche Normen zu erlassen? 2. Inwieweit musste und konnte das Reich schulpolitisch wirken, indem es die Koordination der Länder betrieb? Die Arbeit zeigt, dass der Anspruch auf reichsrechtliche Normierung in der Weimarer Republik nicht zuletzt an der Konstruktion der Reichsverfassung scheiterte, während die Praxis der Koordination bald Ergebnisse erzielte. Auch im frühen Nationalsozialismus gelang nur ein schulpolitisches Reichsgesetz. Dafür entstand in der Zusammenarbeit von Reich und Ländern unter den Bedingungen der politischen Gleichschaltung eine enorme planerische Dynamik. Sie endete in den Kompetenzkonflikten im Vorfeld der Zentralisierung von Schulpolitik und Schulverwaltung.

Participatory research has in recent years become a popular approach for problem-oriented scientific research that aims to tackle complex problems in a real management context. Within the European Union project NeWater, stakeholder processes were initiated in seven case studies to develop approaches for adaptive water management. The Uzbek part of the Amudarya River basin was one of the studied river basins. However, given the current political and cultural context in Uzbekistan, which provides little room for stakeholder participation, it was unclear to what extent participation could be realized there. In this paper, we present an evaluation of the participatory research carried out in the Amudarya case study with respect to (i) the choice and application of different participatory methods and their adaptation to the given political, socioeconomic, and cultural environment, (ii) their usefulness in improving system understanding and developing strategies and measures to improve water management and monitoring, and (iii) their acceptance and suitability for enhancing policy-making processes in the Amudarya River basin context. The main lessons learned from the comparison of the different participatory methods were (1) the stakeholder process provided an opportunity for meetings and discussions among stakeholders from different organizational levels and thus promoted communication between different levels and organizations, and (2) in a context where most stakeholders are not generally involved in policy-making, there is a danger of raising expectations that a research project cannot meet, e.g., of transferring local interests to higher levels. In the Anthropocene, social processes have become critical to understanding planetary-scale Earth system dynamics. The conceptual foundations of Earth system modelling have externalised social processes in ways that now hinder progress in understanding Earth resilience and informing governance of global environmental change. New approaches to global modelling are needed to address these challenges, but the current modelling landscape is highly diverse and heterogeneous, ranging from purely biophysical Earth System Models, to hybrid macro-economic Integrated Assessments Models, to a plethora of models of socio-cultural dynamics. World-Earth models, currently not yet available, will need to integrate all these elements, so future World-Earth modellers require a structured approach to identify, classify, select, and combine model components. Here, we develop taxonomies for ordering the multitude of societal and biophysical subsystems and their interactions. We suggest three taxa for modelled subsystems: (i) biophysical, where dynamics is usually represented by "natural laws" of physics, chemistry or ecology (i.e., the usual components of Earth system models), (ii) socio-cultural, dominated by processes of human behaviour, decision making and collective social dynamics (e.g., politics, institutions, social networks), and (iii) socio-metabolic, dealing with the material interactions of social and biophysical subsystems (e.g., human bodies, natural resource and agriculture). We show how higher-order taxonomies for interactions between two or more subsystems can be derived, highlighting the kinds of social-ecological feedback loops where new modelling efforts need to be directed. As an example, we apply the taxonomy to a stylised World-Earth system model of socially transmitted discount rates in a greenhouse gas emissions game to illustrate the effects of social-ecological feedback loops that are usually not considered in current modelling efforts. The proposed taxonomy can contribute to guiding the design and operational development of more comprehensive World-Earth models for understanding Earth resilience and charting sustainability transitions within planetary boundaries and other future trajectories in the Anthropocene.

The AQUACROSS project was an unprecedented effort to unify policy concepts, knowledge, and management of freshwater, coastal, and marine ecosystems to support the cost-effective achievement of the targets set by the EU Biodiversity Strategy to 2020. AQUACROSS aimed to support EU efforts to enhance the resilience and stop the loss of biodiversity of aquatic ecosystems as well as to ensure the ongoing and future provision of aquatic ecosystem services. The project focused on advancing the knowledge base and application of Ecosystem-Based Management. Through elaboration of eight diverse case studies in freshwater and marine and estuarine aquatic ecosystem across Europe covering a range of environmental management problems including, eutrophication, sustainable fisheries as well as invasive alien species AQUACROSS demonstrated the application of a common framework to establish cost-effective measures and integrated Ecosystem-Based Management practices. AQUACROSS analysed the EU policy framework (i.e. goals, concepts, time frames) for aquatic ecosystems and built on knowledge stemming from different sources (i.e. WISE, BISE, Member State reporting within different policy processes, modelling) to develop innovative management tools, concepts, and business models (i.e. indicators, maps, ecosystem assessments, participatory approaches, mechanisms for promoting the delivery of ecosystem services) for aquatic ecosystems at various scales of space and time and relevant to different ecosystem types.
