Propositions de recherche sur l'exploitation des enfants au travail faites aux sciences sociales, qui, en France, ignorent encore la question

Cet article vise à souligner à la fois l'importance d'une question, celle de l'exploitation des enfants au travail, et le fait que celle-ci reste encore largement ignorée. L'expression «exploitation des enfants au travail» est utilisée en lieu et place de celle de «travail des enfants» : plus rigoureuse, elle renvoie d'abord à son champ sémantique pertinent, celui du droit du travail, et secondairement à celui du droit de l'enfance ; l'article poursuit par un rapide état des lieux décrivant le — faible — investissement du monde de la recherche dans les pays du Nord, et particulièrement en France, sur la question ; il rappelle ensuite brièvement les principales orientations déjà ouvertes par la communauté scientifique mondiale ; pour conclure, il suggère quelques nouvelles pistes, qui marqueront l'ampleur du questionnement posé : il y a là une problématique à élaborer, ouvrant la voie à un renouvellement important des diverses disciplines de sciences sociales, voire à une remise en cause de leurs approches actuelles dans l'étude des transformations sociales en cours.

La Convention internationale des droits de l'enfant, en reconnaissant celui-ci comme acteur de son propre avenir, individuellement et collectivement, ouvre la porte à l'irruption dans le champ social à des organisations d'enfants au travail qui revendiquent le droit à l'éducation tout autant que le droit à un travail digne. Cet article invite à prendre au sérieux le message des enfants travailleurs et, dépassant le cadre superficiel des programmes d'action les concernant, à interroger la conception que nous avons du travail dans la construction du monde.

Turning Brain Drain into Brain Gain: The Colombian Experience of the Diaspora Option

An increasing number of developing countries are considering their highly qualified citizens living abroad as a potential asset for national development. Renewed policies are consequently designed in order to ensure the return of this expatriated talented group. Besides the repatriation-return-option generally enacted in these policies with varying success, a second one has recently emerged: the diaspora option. It consists of the remote mobilisation of intellectuals abroad and their connection to scientific, technological and cultural programmes at home. At the beginning of the 1990s, Colombia began to systematically and consistently apply this option, through the creation of 'the Colombian Caldas' Network of Scientists and Engineers Abroad'. The experience of this strategy has been studied during the last four years by a Franco-Colombian research team. The paper discusses the results of this study. It first contextualises the diaspora option and the Colombian experience by putting it in historical perspective along with the other policies designed to tackle the issue of professionals' migration. It then describes the S&T diaspora in terms of actors and dynamics. The way it works through the Caldas network is presented in terms of an analysis of three major aspects: the electronic list through INTERNET, the local associations (network's nodes) and some joint projects between diaspora and the home community members. The concluding part draws the signific ance of the experience, its achievements as well as its limitations, and suggests indicators and methods that could help develop it elsewhere.
