Cet article défend au contraire que les négociations des transactions foncières observées depuis la fin des années 2000 confirment l'indissociabilité des processus de politique foncière et de la sociologie historique de l'État. Alors que la formulation des politiques foncières depuis les années 1990 laisse suggérer une privatisation du secteur qui augmenterait la marge de manœuvre des investisseurs étrangers, la mise en œuvre de ces politiques réaffirme plutôt l'omniprésence du pouvoir de l'État. Plus largement, l'objectif théorique de cet article est de construire les transactions foncières à grande échelle comme un objet de recherche heuristique en science politique et pour la recherche sur la (trans)formation de l'État en Afrique.

Resume L'expansion de l'investissement foncier étranger en Afrique depuis les années 2000 a été progressivement constituée comme un problème public international. Oscillant entre l'argument des opportunités économiques et un discours critique sur les risques de l'accaparement foncier, le débat international structure le problème comme une question de développement homogène à l'Afrique. À travers l'exemple de la controverse sur l'accaparement des terres en Tanzanie, pays cible de la vague d'investissement étranger, cet article s'intéresse à la traduction nationale et à la politisation du problème public. Nous défendons la thèse que les processus de réappropriation des discours internationaux sur le « land grabbing » doivent être lus au regard du contexte politique et historique national. Cette articulation de l'analyse discursive et de la sociologie historique de l'État est effectuée à travers deux entrées. D'une part, nous argumentons que le débat sur l'accaparement remobilise l'héritage d'un secteur foncier régulé par l'État. D'autre part, les éléments discursifs de ce débat réactivent des thématiques intrinsèques à la construction de la nation postindépendance, telles que la question des étrangers et de la corruption.

Recent land deals with foreign companies, often referred to as "land grabs", are considered to be a central development issue in many African countries. Since the late 2000s, the mediagenic question of "land grabbing" has stimulated political debates and has led to a prolific and pluridisciplinary literature. This thesis aims to contribute to the existing research by approaching land deals as a heuristic research object in political science. More precisely, we argue that land investment projects challenge the relationship between state, power and territory. Much of the literature on "land grabbing" tends to overlook the multiple expressions of the state in the different processes of land commodification. However, by using Tanzania as a case study, we demonstrate that land deals and state-building processes are mutually dependent. Our empirical analysis of the Tanzanian land investment policies and of three specific transactions with foreign companies, proves that the commodification of land rights is strictly linked to historical state formation. On the one hand, policies of land deals are constantly regulated, negotiated and (re)oriented by state actors. On the other hand, public policies shape the continuous formation of the Tanzanian state. L'année 2020 devait être une année charnière pour (re)formuler la stratégie africaine de l'Europe. L'Allemagne et la France s'étaient engagées à renforcer les relations entre les deux continents et à la consolider lors du sixième sommet entre l'Union africaine et l'Union européenne qui a été reporté à cause de la pandémie de la COVID-19. L'évolution des accords commerciaux ou encore la politique vis-à-vis du Sahel permettent de percevoir les évolutions de cette relation avec une zone, l'Afrique subsaharienne, qui est depuis les années 2000 dans une recomposition de ses partenariats extérieurs, avec un tropisme asiatique particulièrement marqué. Basé sur une approche historique, ce papier propose d'analyser les évolutions des politiques africaines de Paris et de Berlin et leur éventuel impact sur une stratégie africaine de l'UE.

La pandémie de COVID-19 a moins frappé l'Afrique que redouté. L'expérience des précédentes épidémies, la pyramide des âges, ont certes joué, tout comme la réactivité de tous les acteurs : États, sociétés civiles, organisations régionales... Les effets économiques et financiers de la pandémie n'en sont pas moins redoutables. International audience ; Since the 1970s, Tanzania has attracted particular attention from the international donor community. In fact, Tanzania has been the biggest recipient of development assistance in sub-Saharan Africa. Numerous authors and development experts have dealt with this empirical evidence and have shaped Tanzania as a donor darling. However, these research studies lack an analysis of the impact of this specific political economy on the policy process. Undertaking a comparative analysis of two policy fields (higher education and land policies), the aim of this paper is to grasp the effects of transnational stakeholder networks on policy-making. Our assumption is that the synergy between political economy and the policy-making process can only be analyzed through the theoretical lens of state-building. Authors argue that the state actors are generally bypassed in the process of creating higher education (privatization of public universities) and land (land grabbing) policies. However, our empirical results show that policies are negotiated by a variety of public and non-public stakeholders and shaped by its historical path. In the context of transnational policy-making, we thus observe a two-way relationship between politics and policies that will be discussed in this article. ; Depuis le milieu des années 1970, la Tanzanie fait l'objet d'une attention particulière de la communauté internationale en captant la plus grande part d'aide au développement de l'Afrique subsaharienne.
