Objective: In comparing East and West Germany, we investigate task specialization and its association with marital stability twofold: (1) Has the association between women's employment and divorce risk changed across marriage cohorts? (2) Are men's levels of engagement in domestic tasks associated with divorce risk? Background: While older theories assumed that women's employment destabilized marriages, newer theories suggest that men can re-stabilize marriages by changing their behavior and engaging in housework. Method: We analyze data from the SOEP using discrete-time event history models in a historical and a dyadic perspective. Results: Our results show that the associations between women's employment and the risk of divorce have been changing across marriage cohorts, and that this trend began earlier in East Germany. Husbands' relative contribution to division of housework is not found to stabilize marriages in East and West Germany, but we find differences between marriage cohorts in West Germany. Conclusion: Our findings confirm that the traditional male breadwinner model is no longer associated with a stable equilibrium in marriage in Germany. It appears that either the German society is still in the transitional stage, as men's contributions to housework are shown to be irrelevant for marital stability; or that gender equality is not associated with the new stable equilibrium in marriages.

Durch den demografischen Wandel geht das Erwerbspersonenpotenzial in Deutschland bis zum Jahr 2050 deutlich zurück. Gleichzeitig steigt das Durchschnittsalter der Beschäftigten. Für die Tarifpolitik folgt daraus ein großer Handlungsbedarf, der sich nicht allein auf die Lohnbildung beschränkt, sondern auch die qualitative Tarifpolitik erfasst. Die Löhne müssen künftig stärker als bisher beobachtbar auf Arbeitsmarktengpässe reagieren. Da der demografische Wandel nicht nur einzelne Branchen, sondern auch einzelne Betriebe unterschiedlich herausfordert, können die Tarifparteien aber immer nur Rahmenbedingungen setzen, die von den Betriebsparteien bei Bedarf umgesetzt werden. Grundsätzlich gilt: Der lohnpolitische Verteilungsspielraum darf auf der Tarifebene nicht vollständig ausgeschöpft werden, damit auf der Betriebsebene der notwendige Spielraum verbleiben kann. Die qualitative Tarifpolitik sollte dazu beitragen, die Erwerbsneigung vor allem von Frauen und älteren Arbeitnehmern zu fördern. Ziel sollte sein, den Erwerbspersonenrückgang durch längere Verweilzeiten im Arbeitsmarkt aufzufangen. Eine Analyse von Demografietarifverträgen zeigt, dass die Weichen dafür in vielen Branchen bereits gestellt sind.

Gender inequality in the division of household chores is a persistent issue over time and across country contexts, while differences within and between native and migrant couples remain largely unclear. Relying on the German country case, this study examines the association between partners' migration constellations and the division of housework. We differentiate between natives and first-generation migrants, and within first-generation migrants, we differentiate by their regions of origin. For the division of housework, we analyse traditionally female routine tasks and male non-routine tasks. Following gender and resource explanations, this study expects gendered variation in the way native, migrant, and mixed (i.e., native/migrant) couples divide housework. Utilising novel data from the German Family Demography Panel Study (FReDA-GGS sample, 2021), the paper employs OLS regression models to predict the division of housework among 11,223 cohabiting different-sex couples. The study finds a gender-traditional divide in routine household tasks among migrant couples, with heterogeneity across regions of origin. Specifically, women in Asian and Eastern European couples tend to do more routine tasks than their native counterparts, while the division of routine housework in couples from Western countries is more egalitarian. In mixed couples, the division of routine tasks is highly unequal if the male partner is a migrant. Non-routine tasks in mixed couples are, however, mostly performed by the native partner, irrespective of gender. The results suggest that the division of routine housework conforms to traditional gender roles across most migrant groups, while non-routine housework, such as financial tasks that require country-specific knowledge, is influenced by the native status, which serves as a resource in itself.

The consequence is a great need for new collective bargaining initiatives to negotiate not only wage-levels but also qualitative employment conditions. In future wages will need to be considerably more responsive to labour market bottlenecks than they appear to have been to date. Yet since the demographic transition presents a different challenge not only to individual sectors but even to single companies, the role of the two sides of industry can only involve establishing framework conditions to be implemented by management and works councils as the situation requires. Their guiding principle must be to avoid negotiating wages down to the last cent so that there remains enough room for negotiation at the establishment level. Qualitative collective bargaining needs to contribute to making gainful employment more attractive to women and older employees in particular. The aim should be to absorb the impact of a shrinking workforce by keeping workers in the labour market longer. An analysis of collective agreements dealing with issues around demographic change shows that in many sectors the right course has already been set.

Von der Einführung eines gesetzlichen Mindestlohns zum 1. Januar 2015 dürften etwa 13,7 Prozent aller Arbeitnehmer - das sind 4,6 Millionen - betroffen sein. Im Osten sind fast doppelt so viele Arbeitnehmer betroffen wie im Westen. Um die Eingriffsintensität auf das westdeutsche Niveau zu senken, dürfte der Mindestlohn im Osten lediglich 7,00 Euro je Stunde betragen. Der Mindestlohn bedeutet demnach vor allem für den Osten einen signifikanten Arbeitsmarkteingriff, der mit großen beschäftigungspolitischen Risiken einhergeht. Erfahrungen aus Frankreich und dem Vereinigten Königreich zeigen, dass ein moderaterer Einstieg sinnvoll gewesen wäre. Umso mehr kommt es darauf an, für Problemgruppen des Arbeitsmarktes Ausnahmeregelungen vorzusehen. Hier muss der Gesetzesentwurf der Bundesregierung nachbessern. Jugendliche ohne abgeschlossene Berufsausbildung sollten erst ab der Vollendung des 21. Lebensjahres Anspruch auf den gesetzlichen Mindestlohn haben. Noch besser wäre es, alle Berufseinsteiger ohne Berufsabschluss vom Mindestlohn auszunehmen. Das gilt auch für alle Langzeitarbeitslosen. Ohne solche Ausnahmen wird die Bundesregierung mittelfristig gezwungen sein, den Mindestlohn zu subventionieren. Die französischen Erfahrungen zeigen, dass dies erhebliche finanzielle Mittel notwendig macht. Nachbesserungsbedarf am Gesetzesentwurf gibt es auch bei der Mindestlohnanpassung. Die Mindestlohnkommission sollte sich nicht nur nachlaufend an der Tarifentwicklung orientieren, sondern auch an der Arbeitsmarktund Konjunkturentwicklung. Grundlage einer Empfehlung sollte stets eine wissenschaftliche Evaluierung der Mindestlohnwirkungen sein. Dies sollte im Mindestlohngesetz verankert werden.

Earmarked funding to international organizations (IO s) has increased significantly over the past two decades. International relations scholars have examined the causes of this trend, but know less about its effects on UN entities. This article identifies different types of earmarked funding, varying from low to high discretion delegated to IO s. Secondly, it examines trends in the UN Development Programme and UN Children's Fund and finds that both have significant proportions of earmarked funding with low discretion. Drawing on thirty interviews, the article notes four implications of tightly earmarked financing: 1) higher transaction costs for IO s; 2) less predictable funding; 3) overhead costs that are rarely covered; and 4) increasing competition for financing. Overall, the article highlights that earmarked financing exists on a spectrum from tight to minimal control by donor states, and this has important implications for multilateralism.

Families have been hit hard by the COVID-19 pandemic and its associated lockdown, but barely any research has been conducted yet, investigating how COVID-19-related stressors - and, specifically, disruptions in established employment arrangements - affected couples' relationship quality. To account more comprehensively for such non-monetary costs of the COVID-19 pandemic, the present study investigates whether changes in partners' employment situation during the COVID-19 crisis - particularly home-office and short-time work - had an immediate impact on the relationship satisfaction of cohabiting married and unmarried couples. To do so, we estimated fixed-effects regression models, exploiting unique data from the German Family Panel (pairfam; wave 11) and its supplementary COVID-19 web-survey. We observed a substantial proportion of respondents experiencing positive (20%) or negative (40%) changes in relationship satisfaction during the crisis. Relationship satisfaction has decreased, on average, for men and women alike, almost irrespective of whether they experienced COVID-19-related changes in their employment situation. While partners' employment situation hardly moderated the negative association between respondents' employment and relationship satisfaction, the presence of children seemed to buffer partly against a COVID-19-related decrease. Our results thus confirm previous findings suggesting that the COVID-19 pandemic constitutes a threat to couples' relationship quality and healthy family functioning more generally.

Abstract
During the COVID-19 pandemic, many survey programs switched to self-administered modes of data collection, often offering respondents both web-based and paper-based questionnaires. However, there is little guidance as to when to offer which mode, especially when the aim is to recruit participants for a panel survey. This study examines the effectiveness of different mode-sequence designs by analyzing an experiment implemented in the recruitment wave of the German panel study "Family Research and Demographic Analysis." We randomly assigned 108,256 individuals aged 18–49 years to one of three mode-sequence-design conditions: concurrent, web-first including a paper-based questionnaire with the second reminder (web-first-2), and web-first including a paper-based questionnaire with the third reminder (web-first-3). A fourth, simulated group did not receive a paper-based questionnaire (web-only). We analyzed how different mode-sequence designs affected outcome rates, sample composition, response distributions, data quality, share of paper-based questionnaires, postage costs, number of postal mailings in the recruitment wave, and participation in the first regular wave. Our results show no differences in response distributions and small differences in sample composition across the four mode-sequence designs. As the web-first-2 and simulated web-only designs yielded comparatively good response and recruitment rates at reasonable costs, we recommend their use when surveying adults between 18 and 49 years old.

Extensive harmonization of survey and especially biographical data has not been common in the social sciences. HaSpaD provides a tool for harmonizing and accumulating, and thus comprehensively analyzing, survey-based longitudinal data sets on partnership biographies. The following studies were harmonized and merged for a joint analysis for the third-party funded project "Harmonizing and synthesizing partnership histories from different research data infrastructures" (HaSpaD): the panel studies pairfam, SOEP and SHARE; the cross-section studies General German Social Survey, Mannheim Divorce Study and the Fertility and Family Survey; as well as the cross-section studies combined with partially repeated surveys Family Surveys, German Life History Studies and the Generations and Gender Surveys. The project provides syntax-based harmonization processes available through the HaSpaD Harmonization Wizard. The HaSpaD Harmonization Wizard enables a customized selection of survey programs and variables. After downloading the source data sets from their repositories, the HaSpaD syntax package enables to generate an individually customized and harmonized data set of the source datasets. In addition to biographical data on partnerships, the HaSpaD target dataset may include other variables such as age, gender, citizenship, and education level. If all surveys are selected, the target data set will contain approximately 182,000 partnership biographies.

Die Harmonisierung von Umfrageprogrammen, und insbesondere von Biographiedaten, ist in diesem Umfang in den Sozialwissenschaften bisher wenig verbreitet. Durch die Harmonisierung und Kumulation umfragebasierter Längsschnittdatensätze bietet das HaSpaD-Projekt die Möglichkeit zur umfassenden Analyse von Partnerschaftsbiografien. Folgende Studien wurden im Drittmittelprojekt "Harmonisierung und Synthese von paarbiografischen Daten" (HaSpaD) harmonisiert und für eine gemeinsame Analyse verknüpft: die Panelstudien pairfam, SOEP und SHARE; die Querschnittsstudien ALLBUS, Mannheimer Scheidungsstudie, Fertility and Family Survey; die Querschnittsstudien mit teilweiser Wiederholungsbefragung der Familiensurveys, der Lebensverlaufsstudien und des Generations and Gender Surveys. Das Projekt stellt seinen Aufbereitungs-Code zur Nachnutzung zur Verfügung. Über den HaSpaD - Harmonization Wizard können Umfrageprogramme und zusätzliche Variablen für einen individualisierten Datensatz ausgewählt werden. Nach Download der Urprungsdatenquellen aus den jeweiligen Forschungsdatenrepositorien kann mit Hilfe des HaSpaD-Codes ein gemeinsamer Datensatz erstellt werden. Variablen dieses Zieldatensatzes sind neben Biografiedaten der Partnerschaften auch Zusatzvariablen wie Alter, Geschlecht, Staatsbürgerschaft und Bildungsstand. Bei Auswahl aller Umfrageprogramme enthält der Zieldatensatz ungefähr 182.000 Partnerschaftsbiographien.

The HaSpaD projects does not distribute own datasets. Instead, the HaSpaD syntax package allows to harmonize and pool all German surveys with partnership biographical data which are available for secondary use via a research data repository. Data access to these source data must be arranged autonomously by users of the HaSpaD syntax. The scripts harmonize and pool the partnership biographical data, as well as additional variables on respondents and their partnerships. These include, for example, gender, religious affiliation, and nationality of the respondents. The pooled data set provides the opportunity to analyse previously unanswered questions on marriage and partnership stability from a historical and life course theoretical perspective, in particular on the long-term increase in divorce rates and on social changes in risk factors for separation. In addition, methodological developments of research syntheses will be facilitated.

HaSpaD stellt keine eigenen Datensätze zum Download zur Verfügung. Stattdessen ermöglicht das HaSpaD-Syntaxpaket die Verknüpfung aller thematisch relevanten verfügbaren deutschen Umfragedaten, die zur Sekundärnutzung über ein Forschungdatenrepositorium bereitgestellt werden. Der Datenzugang zu diesen Ursprungsdaten muss separat durch Nutzende der HaSpaD-Syntax erfolgen. Die Skripte ermöglichen die Harmonisierung und Kumulation der paarbiografischen Daten aus den verschiedenen Umfrageprogrammen. Außerdem werden harmonisierte Zusatzvariablen an die paarbiografischen Daten angefügt. Hierzu zählen beispielsweise Geschlecht, Konfessionszugehörigkeit und Staatsangehörigkeit. Durch die Verknüpfung werden Analysen zu bislang unbeantwortetem Fragen zu Ehe- und Partnerschaftsstabilität aus historischer und lebensverlaufstheoretischer Perspektive, insbesondere zum langfristigen Anstieg der Scheidungsraten und zum sozialen Wandel von Risikofaktoren für Trennungen möglich. Darüber hinaus werden Untersuchungen methodischen Weiterentwicklung von Forschungssynthesen vereinfacht.

HaSpaD stellt keine eigenen Datensätze zum Download zur Verfügung. Stattdessen ermöglicht das HaSpaD-Syntaxpaket die Verknüpfung aller thematisch relevanten verfügbaren deutschen Umfragedaten, die zur Sekundärnutzung über ein Forschungdatenrepositorium bereitgestellt werden. Der Datenzugang zu diesen Ursprungsdaten muss separat durch Nutzende der HaSpaD-Syntax erfolgen. Die Skripte ermöglichen die Harmonisierung und Kumulation der paarbiografischen Daten aus den verschiedenen Umfrageprogrammen. Außerdem werden harmonisierte Zusatzvariablen an die paarbiografischen Daten angefügt. Hierzu zählen beispielsweise Geschlecht, Konfessionszugehörigkeit und Staatsangehörigkeit. Durch die Verknüpfung werden Analysen zu bislang unbeantwortetem Fragen zu Ehe- und Partnerschaftsstabilität aus historischer und lebensverlaufstheoretischer Perspektive, insbesondere zum langfristigen Anstieg der Scheidungsraten und zum sozialen Wandel von Risikofaktoren für Trennungen möglich. Darüber hinaus werden Untersuchungen methodischen Weiterentwicklung von Forschungssynthesen vereinfacht.
