Weniger Lebensmittelverschwendung ist ein Ziel - auch in Deutschland. Wo entlang der Kette die meisten Abfälle entstehen, welche Auswirkungen die Verluste haben und wie die Politik gegensteuert, zeigen Thomas Schmidt und Lia Orr.

As it is the case in many industrialized countries, household food waste accounts for a large share of total food waste in Germany. Within this study, the characteristics of edible and inedible domestic food waste, the reasons for discarding food and the potential influence of socio-demographic factors on food waste generation are assessed. A data set of 6853 households who participated in a diary study in 2016 and 2017 was analyzed by use of descriptive statistics, parametric tests, and linear regression. The results indicate that perishable products such as vegetables, fruits, and bread are mainly affected by disposal. Moreover, household food waste occurs due to quantity problems at purchase for small households and quantity problems at home for larger households and households with children. Despite statistically significant differences in food waste amounts between household lifecycle stages, age of the head of household, household size, and size category of the municipality, socio-demographic factors have a limited power in predicting a household's food waste level. The study has important implications for food waste policy and research regarding the issues of food waste prevention measures, quantification methodologies, and monitoring implementation.

Das Marktforschungsunternehmen GfK SE erfasste von Juli 2016 bis Juni 2017 erstmals im Rahmen einer repräsentativen Tagebuchstudie systematisch die Lebensmittelabfälle in deutschen Privathaushalten. Fast 7.000 Haushalte wurden über einen Zeitraum von je 14 Tagen über ihren Umgang mit Lebensmitteln und Lebensmittelabfällen (LMA) befragt. Deutschland verfügt derzeit über keine national umfassende Datengrundlage zum Zustand und zur Entwicklung der Biodiversität in Agrarlandschaften. Eine wissenschaftlich belastbare Bestandsaufnahme und differenzierte Bewertung der Trends sowie der Ursachen für die Trendentwicklungen für Agrarräume sind daher nur sehr eingeschränkt möglich. Entsprechend fehlt die wissenschaftliche Datenbasis mittels derer die Wirksamkeit von agrarumweltpolitischen Maßnahmen auf die Biodiversität bewertet werden könnte. Daraus ergibt sich die Notwendigkeit, dass als Grundlage für wissensbasierte politische Entscheidungen, im Hinblick auf die zukünftige Ausgestaltung der Gemeinsamen Agrarpolitik (GAP) der EU und weiterer umweltrelevanter Politiken, dringend Daten aus einem auf die Agrarräume Deutschlands angepassten Biodiversitätsmonitoring (BM)-Landwirtschaft benötigt werden. Die Reduzierung dieser Lebensmittelverschwendung auf Einzelhandels- und Verbraucherebene um 50 % bis 2030 ist eine gesamtgesellschaftliche Herausforderung, der sich auch die Bundesregierung stellt und u. a. eine Nationale Strategie zur Reduzierung der Lebensmittelverschwendung beschloss sowie einen entsprechenden Indikator für die Deutsche Nachhaltigkeitsstrategie prüft. Der hier vorliegende Entwurf einer Baseline stellt eine Entscheidungsgrundlage für die Berechnung und Berichterstattung der Lebensmittelabfälle 2015 in Deutschland dar. Daten und Methoden sowie die daraus resultierenden Ergebnisse inklusive Qualitätsreport sind auch konform mit dem entsprechenden und ebenfalls im Entwurf vorliegenden Delegierten Beschluss der EU für die zukünftige Berichterstattung. Die Baseline-Berechnung erfolgt grundsätzlich auf der Datenbasis von 2015, wobei entweder die Erhebungen genau aus diesem Jahr stammen, oder von den zeitlich am nächsten liegenden Erhebungen anderer Jahre übertragen werden. Dies gilt besonders auch für die angewandten Koeffizienten, die sich meist aus Abfallanalysen und Befragungen oder Buchungsdaten und sonstigen Erhebungen herleiten. Die Gesamtabfallmenge 2015 für Lebensmittelabfälle in Deutschland beträgt fast 11,9 Millionen Tonnen Frischmasse, wobei die Primärproduktion einen Anteil von 12 % (1,36 Mio. t), die Verarbeitung von 18 % (2,17 Mio. t), der Handel von 4 % (0,49 Mio. t) und die Außer-Haus-Verpflegung von 14 % (1,69 Mio. t) ausmacht. Der Großteil der Lebensmittelabfälle entsteht mit 52 % (6,14 Mio. t) in privaten Haushalten, dies entspricht etwa 75 kg pro Kopf im Jahr 2015. Über alle Sektoren hinweg wäre nach den vorliegenden Hochrechnungen etwa die Hälfte der Abfälle theoretisch vermeidbar. Die Qualität der Daten und der Datenanalyse wurde ergänzend bewertet. Data and methods as well as the results, including the quality report, are also compliant with the relevant EU Delegated Decision for future reporting. The baseline calculation is based on data from 2015, whereby surveys either originate from this year, or are transferred from the most recent surveys of other years. This applies in particular to the applied coefficients derived from waste analyses, surveys and accounting data, or other records. The total amount of food waste produced in 2015 in Germany amounts to almost 11.9 million tons of fresh mass, with primary production accounting for 12 % (1.36 million tons); processing 18 % (2.17 million tons); trade 4 % (0.49 million tons) and out-of-home catering for 14 % (1.69 million tons). The bulk of food waste is generated in private households at 52 % (6.14 million tons), which is equivalent to about 75 kg per capita in 2015. Across all sectors, about half of the waste could theoretically be avoidable. Both the quality of the data and the data analysis are assessed. Uncertainties in the data situation exist above all in the areas of primary production, processing and trading. In particular, the retail sector influences food waste in the upstream sector due to quality claims and returns as well as in the consumer sector due to purchase incentives. Coordinated cooperation with actors from primary production, processing and trading as well as consumption is necessary in order to improve the data situation and optimize interfaces in the future. The present baseline reports the food waste in tons of fresh mass without considering its value and the trends. This is not enough for a sustainability assessment. In the future, ecological, economic and social inferences from the baseline would have to follow. For example, they could support the Climate Action Plan 2050. Significant changes over time also shed light on positive or negative trends, and thus provide a gauge of overall trends in combination with measures to reduce food waste.

Über 50% der Fläche Deutschlands werden landwirtschaftlich genutzt. Damit hat die Landwirtschaft einen großen Einfluss auf die biologische Vielfalt. Insbesondere der fortschreitende Artenverlust bedarf einer deutlichen Berücksichtigung von Naturschutzaspekten in der landwirtschaftlichen Praxis. Eine Möglichkeit, um die Landwirtschaft nachhaltig und umweltgerecht zu gestalten, ist die Einflussnahme über das Ordnungs- und Förderrecht. Der vorliegende Beitrag wurde im F.R.A.N.Z.-Projekt angefertigt. Er liefert allen Interessierten einen Überblick über rechtliche Rahmenbedingungen sowie über Förderinstrumente und weitere Initiativen zum Schutz der Biodiversität in der Agrarlandschaft. Das Ordnungsrecht umfasst die Mindeststandards zum Umweltschutz, wie Regelungen zum Einsatz von Pestiziden und Dünger. Sie unterliegen einer stetigen Weiterentwicklung,um eine nachhaltige Landbewirtschaftung sicherzustellen. Im Förderrecht sind mit der Einführung des Greeningsin der 1. Säule der Gemeinsamen Agrarpolitik (GAP) und den Agrarumwelt-und Klimamaßnahmen in der zweiten Säule u.a. Voraussetzungen für mehr Biodiversitätsschutz in der Landwirtschaft geschaffen worden. Dabei stellt das ELER-Programm derzeit das maßgebliche Förderinstrument dar.

Der Naturschutz in der Gemeinsamen Agrarpolitik (GAP) hat sich historisch entwickelt. Inzwischen ist im ELER ein breites Spektrum naturschutzfachlicher Instrumente möglich.

The European Commission and the German government are committed to the United Nations SDG target 12.3 of reducing food waste along production chains and halving it at retailand consumer levels by 2030. European member states are required to monitor national food waste levels and report annual progress to the European Commission from 2020 onward. In this regard, the main objective of our study is to provide food waste quantities for Germany by applying methods meeting the legal requirements for monitoring and reporting within Europe-wide harmonized methodology. Our results refer to 2015 and are based on the best available data, using a combination of official statistics, surveys, and literature. We found that approx. 11.9 ± 2.4 million tonnes (144 ± 28 kg/(cap·year)) of food waste were generated in Germany, while the reduction potentials varied throughout the different sectors. Even though the underlying data show uncertainties, the outcome of the study represents a starting point for the upcoming monitoring activities in Germany by uncovering data and knowledge gaps. To meet the political reduction targets, a national foodwaste strategy was launched in 2019 by the German Federal Ministry of Food and Agriculture, which is an important step toward cooperation and exchange between actors along the entire food chain, raising awareness, and improving data quality, monitoring, and implementation of prevention measures in practice.

A common public supposition is that small farms operate more environmentally sensitive. This prejudice is mirrored by the European Commission's legislative proposals for the new CAP. In recent years we conducted studies in Germany evaluating if there is a linkage between farm size and environmental output. These studies analysed support instruments of the 1st and 2nd pillar, in particularly Greening and agri-environmental and climate measures (AECM). We analysed agricultural land use and triggers for land use change in Germany based on data of the Integrated Administration and Control System (IACS). We present results for the management of environmental focus areas (EFA), the enrolment of grassland in dark green AECM, the distribution of organic farming and high nature value (HNV) grassland. From our various analyses we can see no evidence that smaller full time family farms behave per se more environmentally sensitive compared to larger farms. We therefore strongly recommend not cofounding aspects of environmental targeting of payments with social or structural considerations.
