The author gives an overview of the development of the journal S+F. In 38 volumes more than 1,300 articles have discussed a wide range of topics, from the peace movement, peace education, peace logics, peacebuilding, pacifism, human rights as well as the development of the German Armed Forces, foreign missions, arms control, terrorism, interventions. In addition to domestic issues such as reunification of Germany or the demise of the Eastern Bloc, the focus was on regions and international organizations that were of particular relevance to the discourse in Europe. Democratization processes, climate change, gender issues, migration, populism or the influence of new technologies were also included in the discussion. The history of the magazine's development is closely linked to contemporary events. Over time, the changes in the editorial circle as well as the political events and challenges are reflected in the journal's different conceptions and focuses.

Discussions about migration and security are often characterized by emotions and symbolic images, for example of capsizing, overcrowded boats with desperate people or of seemingly unmanageable queues of migrants in front of border crossings. State and non-state actors confront these uncertainties through maritime migration with different missions. This article provides an overview of these missions over time and in the context of refugee routes used. Different understandings and a lack of regulations have their core, among others, in the fact that classical sea rescue of shipwrecked seafarers differs from the phenomenon of induced distress situations for unauthorized border crossing. Reception seems morally imperative, but political consensus is lacking. The obligation to rescue endangered persons at sea as well as to examine asylum claims after border crossings are being circumvented partially. In governing the migration issue, the EU and its member states face several dilemmas. The article highlights selected dilemmas of European migration policies and addresses the question of whether we are witnessing a failure of sea rescue in the Mediterranean or a successful externalization of borders. In the outlook, policy options are outlined.

"The change in migration and refugee policy which has since 2015 occurred as a reaction to the large influx, oscillates between shielding and opening. This article attempts to provide some common ground on what has become a highly polarized debate by offering information on migration in general, and Germany and Europe in particular. What are the latest developments, and how can they be evaluated? To gain a better understanding of the developments, facts, data and policies from the global, European and German context on resettlement, maritime migration and navy operations, as well as on border management and perceived terror risks are referred to. In addition, the introduction of new German laws and regulations are discussed, as well as and whether the latest influx of migrants and asylum seekers is a chance or rather an excessive burden for society. In the final parts of the paper, an outlook is provided." (author's abstract)

Die internationale Strafjustiz hat sich auf der weltpolitischen Bühne etabliert. Der Internationale Strafgerichtshof (IStGH) arbeitet schwere Menschenrechtsverletzungen in derzeit neun afrikanischen Staaten auf und hat Vorermittlungen zu den Konfliktherden Palästina und Ukraine eingeleitet.Aufgrund der Komplexität der Materie und den oftmals andauernden kriegerischen Auseinandersetzungen, steht die internationale Strafjustiz vor besonderen Herausforderungen. Sich diesen zu stellen ist Aufgabe von Anklage und Verteidigung. In der wissenschaftlichen und medialen Wahrnehmung steht jedoch - wie bereits im Falle des Jugoslawien- und Ruandatribunals – die IStGH-Anklagebehörde im Vordergrund. "The international criminal justice system is an important element of world politics of today. Currently, the International Criminal Court (ICC) is investigating serious human rights violations committed in nine African states, and has launched preliminary investigations into acts committed in the conflict zones of Palestine and Ukraine. The complexity of these issues and the ongoing status of these conflicts pose significant difficulties for international courts in carrying out their mandates, which in turn affect the Prosecution and the Defence.
