The historical background of Latin American cities is traced from the early spatial organization modeled on great European cities & its shaping by independence, trade, & the rise of the middle class to the urban concentration of the twentieth century in which there is a tendency for development of multiple patterns rather than strict polarization between the center & the periphery. Distinct regional differences & substantial informal sectors in urban economies are discussed, arguing that, regardless of city laws & procedures, the population has taken over development in many cities. Potential social risk involved in national economic restructuring & debt retirement in the 1980s is also described. 3 Maps, 20 References. V. Wagener
