Is Los Angeles Governable? Revisiting the City Charter
The historical & current weaknesses of government structures in Los Angeles, CA, are examined in an analysis of city charter legislation & its implications. Los Angeles's first locally drafted charter went into effect in 1889 with two principal impacts: increased power to local citizens at the expense of legislators & the city council at the expense of the mayor. Although the fragmentation of power in municipal government was supposed to provide effective checks & balances, it is argued that it has undermined the capacity of municipal government to achieve needed change. The most recent charter of 1925 established the referendum & initiative process to lessen the control of special interests over the legislative, policy branch of government. However, special interests have taken control of the referendum/initiative process, thereby avoiding deliberative debate & taking power from elected officials. Although the 1925 charter's limits on political party authority were previously seen as necessary, it is concluded that such parties are needed in the modern multiethnic & polycultural Los Angeles in which mediating & consensus-building institutions are lacking. 4 Maps, 27 References.
