To systematically bring nature back to cities, the EU Biodiversity Strategy calls upon cities with over 20,000 inhabitants to develop Urban Greening Plans (UGP). Nature based solutions (NbS) are at the centre of UGPs, addressing climate resilient infrastructures and biodiversity in cities together. They should agree with existing planning instruments. This paper points towards the need for enabling governance, regulatory and financing frameworks and guidance, accompanying future UGP, leading to five recommendations.

Urban spaces are confronted with diverse competing uses. There is high development pressure on inner-city land, especially in growing municipalities. At the centre of the planning model of triple inner urban development is the question of how mobility, green and open spaces and building can be developed together in a qualified manner in order to achieve high quality of life for all city residents. This planning model thus extends the existing planning model of dual inner urban development to include the spatial dimension of mobility. Traffic areas, seen as sealed areas of potential, are of great importance when dealing with current challenges. Mobility and the (re)designing road space is crucial for land use and have an influence on climate protection and adaptation, on the provision of recreational areas, the promotion of urban nature, air quality as well as noise pollution, and thus on human health.

Nachhaltige Stadtentwicklung muss die vielen unterschiedlichen Ansprüche an den urbanen Raum auf begrenzter Fläche koordinieren. Eine multifunktionale und flächeneffiziente Siedlungs-, Verkehrs-, Frei- und Grünraumplanung ist ein zentraler Schlüssel für mehr Umwelt- und Lebensqualität in Städten. Das Leitbild der dreifachen Innenentwicklung bietet eine neue Perspektive auf räumliche Auf- und Verteilung von Flächen für Bauen, Mobilität und Grün, die den Anforderungen an eine lebenswerte und resiliente Stadt gerecht wird. Das Hintergrundpapier leistet einen Beitrag zum weiteren Verständnis des planerischen Leitbilds der dreifachen Innenentwicklung. "Advancing the New European Bauhaus: Sustainable Mobility and Resilient Urban Spaces for a Better Quality of Life (AdNEB)" is an UBA in-house research project that aims to develop recommendations for urban spaces. These recommendations will promote healthy, climate and environmentally friendly, high quality living for all, despite climate change.

The European Commission's New European Bauhaus initiative sets out to answer the question of where and how we should live in the future to achieve an ecologically sustainable, socially inclusive, as well as healthy and attractive development of urban areas. Today's cities are confronted with the need to simultaneously adapt to climate change, design attractive urban blue-green infrastructures and implement the urban mobility transition. The in-house research project of the German Environment Agency 'Advancing the New European Bauhaus: Sustainable Mobility and Resilient Urban Spaces for a Better Quality of Life – (AdNEB)' aims to provide a conceptual, methodical and interdisciplinary contribution to the vision of the New European Bauhaus. AdNEB will address urgent challenges of the urban environment and propose and discuss integrated solutions.

Welche Rolle spielen Belange der Ressourcenschonung in der Stadt- und Infrastrukturentwicklung? Wo liegen geeignete Handlungsfelder, vielversprechende Potentiale und was sind zentrale Stellschrauben zur Stärkung dieses Umweltaspekts in der kommunalen Planungspraxis? Dieses Hintergrundpapier widmet sich diesen Fragen, indem es die Schnittstelle von Ressourcenschonung, Infrastrukturentwicklung und Stadtentwicklung betrachtet. Ziel des Papiers ist es, anhand von Praxisbeispielen und aktuellen Forschungsergebnissen aufzuzeigen, wo Möglichkeiten liegen, um die Ressourcenschonung im Kontext der Stadt- und Infrastrukturentwicklung stärker zu berücksichtigen, und welche Umweltschutzpotentiale vorliegen. Zielgruppen sind ein Fachpublikum aus Planungspraxis und Wissenschaft sowie Entscheidungsträger*innen auf Bundes-, Landes- und kommunaler Ebene.

Aus dem Stadtumland wird UMLANDSTADT: Der Lebensmittelpunkt von Millionen Menschen, das Scharnier zwischen Stadt und Land, entwickelt sich dynamisch. Wohnen "im Grünen" ist begehrt. Digitalisierung und Corona-Pandemie haben der Suburbanisierung einen weiteren Schub gegeben. Die Broschüre behandelt die Frage, wie die Beziehung zwischen Stadt und Umland nachhaltig gestaltet werden kann und wie wir in der UMLANDSTADT umwelt- und klimaverträglicher wohnen und arbeiten, uns erholen und mobil sein können. Sie zeigt, mit welchen konkreten Maßnahmen wir eine umweltverträgliche Entwicklung der UMLANDSTADT mit hoher Lebensqualität verbinden können und wie eine stärkere räumliche, funktionale, inhaltliche und organisatorische Verflechtung hierzu beitragen kann. Die Broschüre richtet sich an Entscheider*innen in Bund, Ländern und Kommunen, an Planungs- und Umweltverbände, an Praktiker*innen der verschiedenen Planungsdisziplinen sowie Wissenschaftler*innen.

Das Umweltbundesamt (⁠UBA⁠) und die Kommission Nachhaltiges Bauen am Umweltbundesamt (KNBau) haben Empfehlungen zur umwelt-, klima- und ressour­censchonenden und gleichzeitig klimaangepassten, gesundheits- und sozialverträglichen Schaffung bezahlbaren Wohnraums vorgelegt. Im Zentrum steht dabei der Umbau und die Umnutzung des Gebäudebestands, um die Ziele für Klima- und Ressourcenschutz im Gebäudesektor zu erreichen. Die Empfehlungen richten sich in erster Linie an die Bundespolitik mit den Ressorts für Bau- und Stadtentwicklung, Umwelt, Klimaschutz, Verkehr und Gesundheit. Darüber hinaus sind weitere Akteure angesprochen, wie politische Entscheidungs­träger*innen auf EU-, Landes- und kommunaler Ebe­ne, Verbände, Planungspraxis und die Fachöffentlich­keit.

We are facing an enormous challenge: the climate crisis and scarcity of resources require a consistent paradigm shift in housing construction and urban development. Quality of life, health and aesthetics must be combined with environmental, resource and climate protection. This position paper of the German Environment Agency and the Commission for Sustainable Building (KNBau) at the German Environment Agency presents recommendations for the creation of affordable housing that is environmentally, climate and resource efficient, and at the same time climate-adapted, health and socially compatible. The recommendations are primarily addressed to federal policy-makers, especially the departments of building and urban development, environment, climate protection, transport and health.

The city suburbs are becoming EXURBS; the centre of life for millions of people and the intermediate space between cities and countryside is developing dynamically. Living "in the green countryside" is in high demand. Digitisation and the coronavirus pandemic have further bolstered suburbanization. The brochure deals with the question of how a sustainable development between the city and the surrounding area can be achieved as well as how we can live and work, engage in recreation and be mobile in the EXURB in a more environmentally and climate-friendly manner. It shows which concrete measures we can use to combine an environmentally friendly development of the EXURB with a high quality of life and what role can be played by a stronger spatial, functional, content-related and organizational integration. The brochure is oriented towards decision-makers at the federal, state and local levels, planning and environmental associations, practitioners from the various planning disciplines and scientists.
