Résumé Le terme de nomenklatura , censé avoir fait naufrage avec le communisme, perdure dans le vocabulaire politique des pays de l'Europe de l'Est. Ceux-ci sont désormais dirigés par des décideurs alliant les héritiers de la dissidence et de jeunes élites largement formées en Occident. L'origine de ces nouvelles élites explique les positions particulières qu'elles adoptent en matière économique, dans les choix stratégiques de la construction européenne, pour la défense de leurs intérêts nationaux.

The term nomenklatura, which supposedly disappeared with communism, continues to exist in the political vocabulary of Eastern European countries. The decision makers that now run these countries are a combination of heirs of the dissidence and young elites trained mostly in the West. The origin of these new elites explains the particular positions they adopt with respect to economics, the strategic choices they favor for the construction of Europe, and for the defense of their national interests.(Politique étrangère (Paris) / SWP)

Suppliken in den Alten Prager Akten des Reichshofrats : Kaiserbild und kaiserliche Gnadengewalt im 16. und frühen 17. Jahrhundert
Die Supplik als Kommunikations- und Handlungspraxis zwischen Herrschern und Beherrschten ist mittlerweile ein gängiges Forschungsfeld. Der Blick der deutschsprachigen historischen Forschung ist zumeist auf die Territorien des Heiligen Römischen Reichs Deutscher Nation gerichtet. Die Ebene von Kaiser und Reich blieb davon weitgehend unberührt. Der zunehmende Erschließungszustand der sich im Haus- Hof und Staatsarchiv Wien befindlichen Reichshofratsakten zeigt hingegen, dass das Material eine Vielzahl von Bittschriften an den Kaiser enthält.Der erste Teil der Arbeit umfasst die Analyse von 1200 Akten aus dem Bestand der ?Alten Prager Akten? auf Basis der Reichshofratsinventare in quantitativer und qualitativer Hinsicht. Im Erkenntnisinteresse stehen hierbei Verfahrensfrequenz, Anzahl der von Untertanen eingereichten Suppliken und deren Gegenstände. 40% aller Anträge sind auf Untertanen zurückzuführen. Ein Ergebnis, dass den Reichshofrat als wichtige Institution für Untertanen ausweist und Supplizieren an den Kaiser als gängiges Handlungsmuster sowie Kaiser und Reich als festen Bestandteil der Wahrnehmung von Untertanen im 16. und frühen 17. Jh. zeigt. Gegenstand der Suppliken konnte jeder Aspekt des persönlichen, sozialen, wirtschaftlichen, kulturellen und politischen Lebens werden. Es konnte eine überwiegend positive reichshofrätliche Entscheidungspraxis festgestellt werden.Der zweite Teil umfasst die Analyse des Supplikenverfahrens des Bauern Hans Frank aus den Jahren 1614 bis 1615. Im Blickfeld stehen das stark religiös und rituell geprägte Supplikenformular sowie Argumentationsstrategien des Supplikanten. Insbesondere die Kaiserbilder stehen hier im Fokus. Zudem thematisiert dieser Abschnitt die Reaktionen und Intentionen des Kaiserhofs, aber auch jene des Landesfürsten auf die kaiserliche Intervention. ; Supplications as the means of communication and interaction between sovereigns and their subjects have become a major field of research today. However, historical research in German speaking countries focuses to a large extent on the territories of the Holy Roman Empire, whereas emperor and empire have been widely neglected. Nonetheless, studying the files of the Aulic Council at the Imperial Archive in Vienna has confirmed that they contain a large number of supplications to the emperor.The first part of this thesis focuses on the qualitative and quantitative analysis of 1,200 records from the so-called Old Prague Files. The analysis is based upon the inventories of the Aulic Council and determines the regularity of supplications, the number of supplications filed by subjects and their scope. The examination has established that 40 percent of the supplications were filed directly by subjects. This leads to the conclusion that subjects were well aware of emperor and empire, and that they regarded the Aulic Council as a key institution. In the 16th and early 17th century, supplicating was obviously a well-established way to approach the emperor. Every aspect of personal, social, cultural, economic and political life could become the subject matter of such supplications. The Aulic Council usually responded favourably to supplications filed by subjects.The second part of this thesis deals specifically with the supplications filed by the peasant Hans Frank between the years 1614 and 1615. While examining the devout and highly ritualised supplication form and the supplicant?s line of reasoning, an attempt has been made to identify imperial conceptions.
